MINUTES CITY OF DEKALB FINANCE ADVISORY COMMITTEE OCTOBER 10, 2018 The Finance Advisory Committee held a Regular meeting on October 10, 2018 at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois. Call to Order: The meeting was called to order at 5:03p.m. by Chair Peddle. Roll Call for Attendance: Customer Service Representative Amy Frantz called roll. Committee members present were Tom Teresinski, Steve Parker, Ron Partch, Bob Higgerson and Chairman Mike Peddle. Staff present: Interim City Manager Molly Talkington and Customer Service Representative Amy Frantz. Other Staff present: Assistant Finance Director Robert Miller, Fire Chief Eric Hicks, Public Participation: Chair Peddle asked if there was anyone from the public present who wished to speak. Citizen spoke on sound quality of recordings of meetings also on property Tax Levy. 2018 Property Tax Levy Overview: Chair Peddle turns the floor over to Interim City Manager Molly Talkington to discuss council changes since the last FAC meeting. Talkington shares that the council has voted NO on a percentage increase. Talkington and Chair Peddle discuss Dekalb Township multiplier. Committee agrees not to give a final recommendation on tax levy until budget balancing measures are set. Proposed FY2019 General Fund Budget Balancing Measures: Committee voted on all 32 items that will be presented to City Council, the FAC votes are as follows: Increase Ambulance Fee Partch motioned; Parker seconded. All in favor. Restructure False Fire Alarm Fee Partch motioned; Parker seconded. All in favor. Implement Intercept Ambulance Fee Higgerson motioned; Teresinski seconded. All in favor. The following items were voted on together:  Hire Assistant City Manager (at mid-point pay range)  Eliminate Human Resources Director  Eliminate Human Resources Administrative Assistant  Increase Human Resources Generalist from Part time to Full Time Finance Advisory Committee October 10, 2018 Page 2 of 3 Partch motioned; Parker seconded. All in favor. Eliminate Information Technology Director Teresinski motioned; Partch seconded. 2/3 not in favor. Eliminate Management Intern Parker motioned; Higgerson seconded. All in favor (Peddle recused). Committee took a 10-minute break. Line Item Reductions: CMO/Legislative/ComDev Parker motioned; Teresinski seconded. All in favor. Eliminate Tuition Reimbursement Program Higgerson motioned; Teresinski seconded. All in favor (Peddle recused). Elimination of Redundant/Underutilized Software Teresinski motioned; Higgerson seconded. All in favor. Technology Replacement Reduction Partch motioned; Teresinski seconded. All in favor. Secondary Internet Connection Savings Partch motioned; Teresinski seconded. All in favor. Eliminate Account Technician III Higgerson motioned; Parker seconded. All in favor. Eliminate Deputy Chief of Operations Teresinski motioned; Parker seconded. 3/2 in favor. Eliminate One Firefighter Teresinski motioned; Partch seconded. 1/4 not in favor. Eliminate Part-time Office Associate Partch motioned; Parker seconded. All in favor. Authorize Firefighter Over-Hire Funding Higgerson motioned; Parker seconded. 1/4 not in favor. The following items were voted on together:  Eliminate Two Police Officers  Eliminate One Police Commander/Add One Police Officer Teresinski motioned; Partch seconded. All in favor. Reduce City Council Meeting Security Detail Partch motioned; Parker seconded. 4/1 in favor. Eliminate Street Maintenance Worker Higgerson motioned; Partch seconded. All in favor. Increase Cross-Service Delivery/Adjust Funding Split Parker motioned; Higgerson seconded. All in favor. Eliminate Snow Removal on Arterial Sidewalks Partch motioned; Parker seconded. 4/1 in favor. Eliminate Snow Removal on Central Business District Sidewalks Partch motioned; Teresinski seconded. 3/2 not in favor. Administrative Assistant Reduction Parker motioned; Partch seconded. All in favor. Reorganization of Crime Free and Commercial Property Inspection Programs Teresinski motioned; Partch seconded – Option C, all in favor. Five-Year Financial Plan 2019-2023: No further discussion at this time. Confirmation of the Next Finance Advisory Committee Meeting and Date: October 24, 2018.
