OCTOBER 24, 2018
The Finance Advisory Committee held a Regular meeting on October 24, 2019, 2018 at
the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.
Call to Order: The meeting was called to order at 4:59 p.m. by Chair Peddle.
Roll Call for Attendance: Customer Service Representative Amy Frantz called the roll
and Committee members present were Tom Teresinski, Lynn Neeley, Bob Higgerson and
Chairman Mike Peddle.
Staff present: Interim City Manager Molly Talkington and Customer Service
Representative Amy Frantz.
Other Staff present: Assistant Finance Director Robert Miller, Fire Chief Eric Hicks,
Public Participation: No Public present.
2018 Property Tax Levy Direction: Chair Peddle asks Interim City Manager Talkington
to present each topic so that the Committee can focus on what recommendations is still
needed. No objections. Interim City Manager Talkington spoke on tax levy change, to
capture only new growth in the EAV. So that reduces the levy rate and the dollar amount
that needs to be levied. Talkington referred to page 6 of the Levy Document.
Proposed FY2019 General Fund Budget Balancing Measures.

Q#33 Eliminate Metro West/Metropolitan Mayors’ Funding: Vote 3/1 eliminate.
Q#34 Reduce/Eliminate Social Service Agreement: Vote 4/0 No.

Q#36 Red/Eliminate DeKalb CEDC Support: Vote Keep 4/0.

Q#39Transition Airport to fixed-base Operation: Vote No 4/0.
Q#40 Eliminate Non-Bargaining Unit Salary Increase: Vote Reduced half 4/0.

Adjournment: Chair Peddle asked for a motion to adjourn. Committee Member
Teresinski motioned; Neeley seconded. Meeting adjourned at 6:35 p.m.
