MINUTES Regular Meeting DeKalb Foreign Fire Insurance Tax Board November 14, 2022 9:30 AM The Foreign Fire Insurance Tax Board (“FFITB”) conducted a Regular Meeting on November 14, 2022, at DeKalb Police Headquarters, located at 700 W. Lincoln Hwy., Second Floor Training Room, DeKalb, Illinois. ROLL CALL Chairman Matt Klotz called the meeting to order at 9:50 a.m. and called the roll. Members present at roll call were Matt Holuj, Greg Thornton, Matt Klotz, and Fire Chief Mike Thomas. Vincent Laudicina and Joe Long arrived at 9:52 a.m. Trevor Chilton was not present. Other attendees were Finance Director Carrie Dittman; Fire Department Administrative Assistant Jill Voight, acting as recording secretary; Fire Department Administrative Assistant Samantha Ruby, Firefighter Keith Fritz and Firefighter Austin Isham who joined the meeting at 9:52 a.m. APPROVAL OF AGENDA Greg Thornton motioned to approve the agenda, Mike Thomas seconded the motion, a voice vote was conducted, aye votes were voiced by all present members. PUBLIC PARTICIPATION None APPROVAL OF MINUTES Mike Thomas moved to approve the special meeting minutes from September 9, 2022, as presented, Matt Holuj seconded the motion, a voice vote was conducted, aye votes were voiced by all present members. OLD BUSINESS Review of completed and pending purchases • Lockers – not buying new lockers. Instead, modifications will be made to change layout and bench. • Station 2 Patio Table and Chairs – have been purchased. • Leather Helmets – are on order. Foreign Fire Insurance Tax Board November 14, 2022 Page 2 of 3 NEW BUSINESS Approval of Treasurer’s Report for 3rd quarter of 2022 Vincent Laudicina moved to approve the Treasurer’s Report for the 3rd quarter as presented. Mike Thomas seconded the motion. A roll call vote was conducted. Aye votes were cast by Matt Holuj, Vincent Laudicina, Joe Long, Greg Thornton, Mike Thomas, and Matt Klotz. No nay votes were cast. The motion passed. Purchases and Receipts Covered in above Discussion of Purchases from the 2023 Wish List Matt Klotz presented the survey findings which ranked the items by percentage points based on the number of votes. The total sum of Wish List Items 1-5 amount to $11,780.00 Approval of Purchases from the 2023 Wish List Joe Long moved to approve purchasing Wish List Items 1-5. Greg Thornton seconded the motion. A roll call vote was conducted. Aye votes were cast by Matt Holuj, Vincent Laudicina, Joe Long, Greg Thornton, Mike Thomas, and Matt Klotz. No nay votes were cast. The motion passed. Approval of Reoccurring Purchases for 2023 A. Newspapers B. TV Service C. Pro-Calendar (dialed back) D. Carpet Cleaning (frequency TBD) E. Helmets F. Ballot Survey G. Seek Tic (6 more) H. Condiments/Coffee I. Recall Jackets J. Kitchen Supplies K. Workout Equipment Maintenance L. Beds M. Historical Funds $500 N. Insurance Bond Long asked why Foreign Fire should be solely responsible for the helmets and inquired as to why the City doesn’t offset the costs. Klotz stated that this has been discussed with the chief. Thomas stated that fire gear is a priority, and the budget is specifically for what needs to be purchased. Standard helmets are already purchased by the department and the leather ones are not a necessity. Vincent Laudicina moved to approve the Reoccurring Purchases for 2023. Joe Long seconded the motion. A roll call vote was conducted. Aye votes were cast by Matt Holuj, Vincent Laudicina, Joe Long, Greg Thornton, Mike Thomas, and Matt Klotz. No nay votes were cast. The motion passed.
