MINUTES Regular Meeting DeKalb Foreign Fire Insurance Tax Board February 13, 2023 9:30 AM The Foreign Fire Insurance Tax Board (“FFITB”) conducted a Regular Meeting on February 13, 2023, at DeKalb Police Headquarters, located at 700 W. Lincoln Hwy., First Floor Roll Call Room, DeKalb, Illinois. ROLL CALL Chairman Matt Klotz called the meeting to order at 9:34 a.m. and called the roll. Members present at roll call were Trevor Chilton, Joe Long, Matt Klotz, and Deputy Fire Chief Don Faulhaber as proxy for Fire Chief Mike Thomas. Matt Holuj, Vincent Laudicina and Greg Thornton were not present. Other attendees were Finance Director Carrie Dittman; Fire Department Administrative Assistant Jill Voight, acting as recording secretary; Firefighter Austin Isham and Firefighter Josh Norman. APPROVAL OF AGENDA Joe Long motioned to approve the agenda with the addition of the IML resolution as F.4 and renumbering the current F.4 to F.5. Trevor Chilton seconded the motion, a voice vote was conducted, aye votes were voiced by all present members. PUBLIC PARTICIPATION Finance Director Carrie Dittman referenced the trial balance report for the period ending 12/31/2022. Foreign Fire overspent by approximately $11,000 for the fiscal year (because purchases budgeted for 2023 were purchased at the end of 2022). A budget amendment will have to be done. APPROVAL OF MINUTES Trevor Chilton moved to approve the regular meeting minutes from November 14, 2022, as presented, Joe Long seconded the motion, a voice vote was conducted, aye votes were voiced by all present members. SHOPPING – Greg Thornton, Joe Long, Matt Klotz Approval of Treasurer’s Report November 2022 – February 1st 2023 Joe Long conducted a roll call vote. Aye votes were cast by Trevor Chilton, Austin Isham, Matt Klotz, Don Faulhaber and Joe Long. No nay votes were cast. Discussion and Approval of Items to Purchase A. Station 1 Classroom Chairs Luke Howieson has secured classroom chairs that the AFFI is looking to part with at a discounted price. Mike Thomas has asked Foreign Fire to go in halves with the department and provide $3,000.00 to purchase the chairs. Joe Long asked about tables in the future. A roll call vote was conducted. Aye votes were cast by Trevor Chilton, Austin Isham, Matt Klotz, Don Faulhaber, and Joe Long. No nay votes were cast. B. Station 3 Kitchen Chairs The current chairs are currently falling apart. A few styles have been picked out. Trevor Chilton made a motion to approve (6) 250 lb. rated chairs at $280.00 each. Austin Isham seconded the motion. A roll call vote was conducted. Matt Klotz made a motion to purchase the grill, saws, and pigs. D.C. Faulhaber seconded the motion. A roll call vote was conducted.
