MINUTES JOINT REVIEW BOARD MEETING JULY 23, 2021 The Joint Review Board (JRB) of the City of DeKalb, Illinois convened on July 23, 2021, at 1:00 p.m. at the DeKalb Police Department, located at 700 W. Lincoln Highway, DeKalb, Illinois. A. CALL TO ORDER City of DeKalb City Manager Bill Nicklas called the meeting to order at 1:00 p.m. B. ROLL CALL City of DeKalb Executive Assistant Ruth Scott called the roll and the following members of the JRB were present: City of DeKalb – Bill Nicklas* DeKalb Community Unit School District #428 – Cindy Carpenter* DeKalb County – Bob Miller (on behalf of Brian Gregory)* DeKalb Township – Mary Hess* Kishwaukee College #523 – Bob Johnson* The following members of the JRB were absent: DeKalb County Forest Preserve – Terry Hannan DeKalb Park District – John Shea, Jr.* DeKalb Public Library – Emily Faulkner DeKalb Township Road and Bridge District – Craig Smith Kishwaukee Water Reclamation District – Mark Eddington Public Member – Larry Berke Other present included: Attorney Matt Rose for the City of DeKalb, City of DeKalb Assistant City Manager Joshua Boldt, and Jill Hansen for Kishwaukee College. Mr. Nicklas introduced Mr. Boldt to the JRB and stated Mr. Boldt would be covering the meetings on his behalf moving forward. Appointment of Temporary Chair MOTION Mr. Nicklas moved to appoint Mr. Johnson as temporary Chair for this meeting; seconded by Ms. Carpenter. VOTE Motion passed by a voice vote of the majority of members present. APPROVAL OF THE AGENDA MOTION Ms. Hess moved to approve the agenda as presented; seconded by Mr. Miller. VOTE Motion passed by a voice vote of the majority of members present. D. APPROVAL OF MINUTES 1. Minutes of the Joint Review Board Meeting of April 23, 2021. MOTION Ms. Hess moved to approve the agenda as presented; seconded by Ms. Carpenter. VOTE Motion passed by a voice vote of the majority of members present. E. PUBLIC PARTICIPATION There was none. F. PRESENTATION OF THE SECOND QUARTER FY2021 TIF FINANCIALS Mr. Boldt provided an overview of this item based on the information provided in the agenda, which included: the Combined TIF Project Tracker as of July 9, 2021, the TIF #1 Income Statement Summary, the TIF #3 Income Statement Summary, the City of DeKalb City Council approved FY2021 Budget for Fund 260 (Central Area TIF) and Fund 262 (TIF #3), Revenue and Expenditure Reports for the Central Area TIF and TIF #3, the TIF Audit for FY2020 (Report on Compliance with Public Act 85-1142), and the Council Agenda Background Update for Fire Station #1 Improvements. G. UPDATE ON CURRENT TIF PROJECTS Mr. Boldt provided an overview of this item, which include: the Egyptian Theatre, the Illinois Route 38 (Lincoln Highway) Reconfiguration, Fire Station #1, and the Airport Manager Hangar. Brief discussion ensued regarding these projects and the upcoming tax levy. H. FY2020 CITY AND TIF AUDIT Mr. Boldt provided an overview of this item based on the information provided in the agenda packet.
