January 3, 2018
The Planning and Zoning Commission held a Meeting on January 3, 2018 at the City of
DeKalb Municipal Building, 200 S. Fourth St., DeKalb, Illinois. Chair Atherton called the
meeting to order at 6:00 PM.
A. ROLL CALL
Principal Planner, Dan Olson called the roll. Planning and Zoning Commission
members present were Chair Christina Atherton, Vicki Buckley, David Castro and
Jerry Wright. Members absent were Katharina Barbe, Matthew Crull and Deborah
Nier.
City staff present were Principal Planner Dan Olson and Recording Secretary
Linda Odom.
B. APPROVAL OF THE AGENDA (Additions/Deletions)
Chair Atherton requested a motion to approve the January 3, 2018 agenda as
presented. Ms. Buckley motioned to approve the agenda as presented, Mr. Castro
seconded the motion, and the motion was approved by unanimous voice vote.
C. APPROVAL OF MINUTES
December 6, 2017 – Mr. Castro motioned to approve the minutes as presented,
Mr. Wright seconded the motion, and the motion was approved by unanimous
voice vote.
D. PUBLIC PARTICIPATION (Open Floor to Anyone Wishing to Speak on Record)

E. NEW BUSINESS
1. Public Hearing on the petition by T-Mobile Central, LLC represented by
Amanda Wegrzyn, of NTP Wireless for approval of a Special Use Permit for an
existing antenna to allow for an upgrade of communication equipment on top of
the 16-story building located at 507 E. Taylor Street and zoned “RC-1”
Residential Conservation 1 District.
Amanda Wegrzyn of NTP Wireless gave a presentation to the Commission for
the special use permit to upgrade the T-Mobile equipment at 507 E. Taylor St.
She noted the building owner, the Housing Authority of the County of DeKalb,

has approved the proposed upgrades. Ms. Wegrzyn mentioned there are 12
antennas in three sectors and there will be a one to one replacement of the
antennas, with no new cabinets added. She added they will be installing
concealment tape to camouflage the equipment and antennas, which will help
them blend into the existing environment. Ms. Wegrzyn added the tape will go
on all existing and proposed equipment. She said the concealment tape is a new
technology from 3M and acts as a mirror and reflects the sky. She showed photo
simulations indicating existing and proposed views from all directions. Ms.
Wegrzyn also showed samples of other screening options if the reflective tape
was not used. She noted the existing cabinets and radio units can also be
camouflaged with the reflective tape.
Principal Planner Olson went through the staff report dated December 29, 2017
provided in the Commission’s packet, which recommended approval of the
request.
Chair Atherton opened up to public for questions and comments.
Dave Lehman, 621 Karen Ave., DeKalb asked Ms. Wegrzyn if the proposed
upgrades will improve T-Mobile’s coverage. Ms. Wegrzyn responded yes it will
improve coverage.
Chair Atherton then asked if any Commissioners had questions. Mr. Castro
asked Ms. Wegrzyn if the proposed work will add any more surface space. She
responded that the space will remain the same. Mr. Castro clarified with Mr.
Olson if this will bring a legal non-conforming use into compliance. Mr. Olson
responded that it will. Mr. Wright stated to Ms. Wegrzyn that he appreciates their
effort in getting rid of visual pollution. He asked her the difference in the Tower
Mounted Amplifiers (TMA) and the radio units. Ms. Wegrzyn answered that it will
help with coverage. Chair Atherton stated she thinks the concealment tape is a
good concept and wanted to know what the anticipated time it would stay on the
equipment and when it would have to be replaced. Ms. Wegrzyn answered that
the specifications from 3M indicate the expected performance is 10 years and
added that T-Mobile will maintain it properly. She added that on average the
equipment is inspected every couple of months by T-Mobile. Mr. Castro asked if
there would be any issue using the concealment tape and birds. Ms. Wegrzyn
said the material that is used does not draw birds. Mr. Olson suggested to the
Commission that part of the motion could include that the applicant and City staff
would work together to determine if another type of screening could be used to
screen the cabinet.
Chair Atherton gave the public one more chance to speak. There were no more
public comments.
There was no further discussion from the Commission.

Mr. Castro made a motion based on the submitted petition and testimony
presented that the Planning and Zoning Commission forward its findings of fact
and recommend to the City Council approval of a Special Use Permit for
upgrades to existing T-Mobile antenna and associated equipment on top of a 16
story building located at 507 E. Taylor Street subject to the following:
1. The antenna and equipment upgrades and proposed use of concealment tape
shall comply with the drawings indicated on Exhibit A.
2. The applicant will be required to submit the necessary application and plans to
the City in compliance with applicable Building Codes and the regulations of
Article 7.08 of the UDO.
Mr. Olson suggested the following amended language to the motion “that
applicant will work with staff to use other screening for the cabinet if it reduces
visual impact more than the reflective film”.
Mr. Castro agreed with the amendment and Mr. Wright seconded the motion.
A roll call vote was taken. Ms. Buckley – yes, Mr. Castro – yes, Mr. Wright – yes,
Chair Atherton – yes, motion passes 4-0-3. Ms. Barbe, Ms. Nier and Mr. Crull
were absent.
F. REPORTS
Mr. Olson mentioned the next Planning and Zoning Commission meeting will be
January 17, 2018. There will be a public hearing regarding text amendments to the
UDO regarding self-storage facilities.
G. ADJOURNMENT
Mr. Wright motioned to adjourn, Ms. Buckley seconded the motion, and the motion was
approved by unanimous voice vote. The meeting adjourned at 6:32 PM.

The Planning and Zoning Commission held a Meeting on December 6, 2017 at the City
of DeKalb Municipal Building, 200 S. Fourth St., DeKalb, Illinois. Chair Atherton called the

D. PUBLIC PARTICIPATION (Open Floor to Anyone Wishing to Speak on Record)
Dave Lehman, 621 Karen Ave., DeKalb, thanked the Commission for all their work
on the recent Verizon cell tower (S. 7th St.) public hearing. He suggested the
Unified Development Ordinance needs some revisiting regarding the goals and
purposes in relation to cell towers. He added the co-location protocol provisions
especially need to be looked at and the responsibilities of applicants need
tweaking.
E. NEW BUSINESS
Public Hearing on City-initiated text amendments to Municipal Code Chapter 23
“Unified Development Ordinance”: Article 13 “Signs,” Section 13.07.07(1) to allow
projecting signs in the “CBD” Central Business District to include products sold

with restrictions on text and size and any related amendments deemed
necessary pursuant to public hearing and review.
Principal Planner, Dan Olson went over the staff report dated December 1, 2017,
which recommended approval of the proposed amendments. He summarized the
background of the existing projecting sign regulations, the request by Gordon
Hardware (514 E. Lincoln Highway) to place a product in their projecting sign and
the analysis on why the amendments should be approved.
Chair Atherton opened for the public to speak.
Trixy O’Flaherty, the owner of Gordon Hardware, indicated she wanted to do
something unique with their projecting sign and had proposed a wrench to be
part of the bracing of the sign. She said the City should be encouraging
businesses to put up creative signs. She mentioned her support for the
proposed amendments. Ms. O’Flaherty said there were other non-conforming
signs in the downtown area. Mr. Olson noted that wall signs, which comprise the
vast majority of signs in the downtown area, do not have restrictions on products
sold being part of the sign.
Mr. Castro said he supported the amendment, but was unclear as to why this is
in place when wall signs are not restricted. Mr. Olson responded that it has been
in place a long time and didn’t know a specific reason. Mr. Castro mentioned he
doesn’t feel like the City should be in the way of good ideas like this. He
commended Ms. O’Flaherty for working with the City and going about this in the
correct way and just not putting up an illegal sign. Mr. Castro added he cares
about what will come in the future and believes the amendments will have a
positive effect on the City. Mr. Crull feels that as long as signs aren’t visually
obstructive or offensive he doesn’t see anything wrong with the proposed
amendment. Chair Atherton said the remodeling on the building (Gordon
Hardware) looks great and commended Ms. O’Flaherty.
Chair Atherton asked once more if anyone else would like to speak. There was
no one else. The public hearing was closed at 6:19 p.m.
Mr. Crull made a motion that the text amendments regarding projecting signs as
described in Exhibit A to the Text Amendment application dated 11-17-17 be
approved. Seconded by Ms. Buckley.
A roll call vote was taken. – Vicki Buckley – yes, David Castro – yes, Matthew
Crull – yes, Chair Atherton – yes. Motion passes 4-0-3.

F. REPORTS
Mr. Olson reported the City Council denied the Verizon cell tower special use permit
application by unanimous vote at their November 27th meeting. He added that January
3, 2018 will be the next Commission meeting date and the December 20th meeting will be
cancelled. He wished the Commission Happy Holidays.
G. ADJOURNMENT
Ms. Buckley motioned to adjourn, Mr. Castro seconded the motion, and the motion was
approved by unanimous voice vote. The meeting adjourned at 6:21 PM.

II. APPLICANT'S REQUEST
The applicant, T-Mobile Central, LLC represented by Amanda Wegrzyn, of NTP Wireless
requests the approval of a special use permit to upgrade existing cellular communications
equipment on top of an existing 16-story residential building at 507 E. Taylor Street (Taylor Street
Plaza), which is zoned “RC-1” Residential Conservation District 1.

III. BACKGROUND AND ANALYSIS
The applicant would like to upgrade existing cellular antenna equipment on top of the 16-story
Taylor Street Plaza building at 507 E. Taylor Street. The existing equipment is considered a legal
non-conforming use as they do not have a special use for property. Per the Unified Development
Ordinance (UDO), co-locating or upgrading existing equipment on existing non-tower structures,
such as buildings requires a special use. There are a total of three carriers that have equipment on
top of the building. T-Mobile’s existing equipment is located in three different areas on the roof.
The modifications are necessary to deploy and modernize T-Mobile’s equipment in DeKalb.
T-Mobile is proposing to remove and replace three existing panel antennas, upgrade equipment
and have concealment tape installed on the antenna and equipment to minimize the visual effect
on the surrounding area. Photo simulations provided by the applicant show the existing equipment
as viewed from the ground and how they will look once the concealment tape is applied.
Article 7.08 of the Unified Development Ordinance (UDO), regulates the placement, design and
use of wireless communication equipment. Co-locating or upgrading existing equipment on
existing non-tower structures, such as buildings require a special use permit. This section of the
UDO also stipulates that compliance with certain criteria needs to be demonstrated by the applicant
prior to approval of the special use. The criteria are addressed in the following sections of the staff
report, IV. Standards of Special Use Permit for Antenna Facilities and V. Standards of a Special
Use.
IV. STANDARDS OF SPECIAL USE PERMIT FOR ANTENNA FACILITIES–
ARTICLE 7.08.08
1. Points of Visual Interest Shall Be Protected.
The only point of visual interest, as defined by the UDO, in the vicinity of the subject property is
park property to the east and west of the subject site. The proposed upgrade to the equipment will
have no impact on the park areas as the equipment is on top of an existing 16-story building.
Additionally, concealment tape will be installed to visually screen the equipment further reducing
the visual impact of T-Mobile’s equipment.
2. Methods for Protecting Points of Visual Interest.
As noted in standard #1, concealment tape, a non-metallic reflective film technology, is proposed
around the existing and new equipment to screen it from ground view and to blend it in with the
surrounding environment.
3. Color
Reflective screening of the equipment is proposed to reduce the visual impact on the surrounding

4. Height
The UDO stipulates that antennas may be permitted provided it is no greater than 22 feet taller
than the existing structure. The proposed antennas will be 11 feet above the existing building.
Setbacks Adjacent to Residential Uses
As the proposed antennas are existing and being upgraded, this criterion does not apply to this
request.
5. Lighting
The UDO stipulates that no lighting is permitted except as required by the Federal Aviation
Administration (FAA). There is no lighting present on the rooftop equipment and none will be
added as part of the modifications proposed. The FAA does not require lighting at this location.
6. Fencing and Security
Since the upgrade is for roof-top equipment, this criterion does not apply.
7. Landscaping and Screening
Since the upgrade is for rooftop equipment, no landscaping is required. The applicant is proposing
to have concealment tape installed on the antenna and equipment to minimize the visual effect to
the surrounding area.
8. Noise
No noise generating equipment is present or proposed at this location.
9. Tower Design
Since this is an upgrade to existing equipment on the roof-top of the building, this criterion does
not apply.
V. STANDARDS OF A SPECIAL USE – ARTICLE 14.03.05 (2)
1. The proposed special use complies with all provisions of the applicable district
regulations.
The proposed special use is for an upgrade to existing equipment that is co-locating on an existing

building with other cell carriers. The property is zoned RC-1 Residential Conservation District and
the proposed special use meets all the requirements of the District and Article 7.08 (Wireless
Communications Ordinance) of the UDO.
2. The proposed special use will not be unreasonably detrimental to the value of other
property in the neighborhood in which it is to be located or to the public welfare at large.
There has been antenna and associated equipment on top of the building on the subject site since
at least 2000 and there is no evidence that the presence of the antennas and equipment has been
detrimental to the value of surrounding properties. To further minimize the visual impacts of its
site, T-Mobile is proposing to use concealment tape on the antennas and equipment to ensure it
further blends into the surrounding neighborhood.
3. The location and size of the special use, the nature and intensity of the operation
involved in or conducted in connection with it, and the location of the site with respect to
streets giving access to it are such that the special use will not dominate the immediate
neighborhood so as to prevent development and use of neighboring property in accordance
with the applicable zoning district regulations.
The facility is unstaffed and is a low intensity operation. The antenna and associated equipment
related to the special use request are located on top of an existing 16-story building and will not
dominate the immediate area and will not prevent development on the neighboring properties.
4. Adequate utility, drainage and other such necessary facilities have been or will be
provided.
The subject site and structure are already served with adequate utilities and the proposed
modifications will not impact this. The only utilities that are necessary are telephone and
electricity, both of which are already onsite in connection with the existing facilities.
5. The proposed use, where such developments and uses are deemed consistent with
good planning practice, or can be operated in a manner that is not detrimental to the
permitted developments and uses in the district; can be developed and operated in a manner
that is visually compatible with the permitted uses in the surrounding area; shall in all other
respects conform to the applicable regulations of the district in which it is located; and is
deemed essential or desirable to preserve and promote the public health, safety and general
welfare of the City of DeKalb.
There has been antenna and associated equipment on top of the building on the subject site since
at least 2000 and has operated in a manner that has not been detrimental to other uses in the area.
The upgrade in the equipment will provide the residents of the City improved communication
capabilities. The applicant is proposing to use concealment tape on the antennas and equipment to
minimize the visual effect on the surrounding neighborhood.

VI. CITIZEN INPUT
To date the City has received a Citizen Response Form from the building owner, Housing
Authority of the County of DeKalb, indicating their support for the proposal.
VII. CONCLUSIONS AND RECOMMENDATIONS
Staff would recommend approval of the special use permit request, which will bring a legal non-
conforming use into compliance. The proposed upgrade to the equipment will have no negative
impacts on the surrounding area as the equipment is on top of a 16-story building. In addition, the
applicant is proposing to have concealment tape installed on the antenna and equipment to
minimize the visual effect on the neighborhood.
Sample Motion:
Based upon the submitted petition and testimony presented, I move that the Planning and Zoning
Commission forward its findings of fact and recommend to the City Council approval of a Special
Use Permit for upgrades to existing T-Mobile antenna and associated equipment on top of a 16-
story building located at 507 E. Taylor Street subject to the following:
1. The antenna and equipment upgrades and proposed use of concealment tape shall comply with
the drawings indicated on Exhibit A.
2. The applicant will be required to submit the necessary application and plans to the City in
compliance with applicable Building Codes and the regulations of Article 7.08 of the UDO.
