MINUTES CITY OF DEKALB DeKalb Police Pension Fund October 21, 2016 @ 10:00 am The DeKalb Police Pension Fund held a meeting on October 21, 2016 @ 10:00 am at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, IL President Jim Kayes called the meeting to order at 10:07 am A. ROLL CALL Secretary Tracy Smith called the roll and the following members of the DeKalb Police Pension Fund were present: Jim Kayes, Paul Mott, Chris Johnson and Tracy Smith. Members absent at roll call were: Cathy Haley Also present were: Dave Wall of Wall & Associates B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS • Agenda approved on voice vote by President Kayes. 3 ayes. Cathy Haley absent. C. PUBLIC PARTICIPATION • None---No one present D. APPROVAL OF MINUTES • Minutes from the DeKalb Police Pension Fund Meeting on August 10, 2016 were approved by voice vote with changes listed below from President Kayes. 3 ayes. (Jim Kayes, Tracy Smith Chris Johnson) Paul Mott abstained as he was not at August 10, 2016 meeting. Cathy Haley absent. o NOTE: A change was made to the minutes switching Cathy Haley from Assistant Secretary to Vice President and switching Paul Mott from Vice President to Assistant Secretary. Minutes change made prior to voice vote. E. OLD BUSINESS • Annual 2016 IPPFA conference attended by Kayes, Johnson, Haley and Smith. DeKalb Police Pension Fund Meeting Minutes October 21, 2016 Page 2 of 3 F. TREASURER’S REPORT • Dave Wall provided quarterly report on fund performance for 3rd quarter of 2016 ending on September 30, 2016. Wall advised that the fund is well within our investment policy and state guidelines. Discussion by all parties on the benchmarks of funds and amount of cash on hand to handle payments G. NEW BUSINESS • Bills for Payment o Motion by Tracy Smith to pay bills listed on agenda of October 21, 2016. Second by Paul Mott. Roll call vote by President Kayes. Yes votes from Tracy Smith, Paul Mott, Chris Johnson and Jim Kayes. Cathy Haley absent. President Kayes declared the motion passed.  NOTE: Tracy Smith, Chris Johnson and Jim Kayes each abstained from approving their own expenses as listed on agenda. • 2017 Meeting Dates Set o 2017 DeKalb Police Pension Fund meeting dates set as follows:  January 20, 2017  April 21, 2017  July 28, 2017 (Note 5th Friday of month)  October 20, 2017 o City of DeKalb Website was updated to show upcoming meeting dates. • Application for Membership o Motion to approve the application for membership for Aaron J. Kleinmaier DOB: 12/25/1990. Date of Hire: 10/10/2016. Made by Chris Johnson. Second by Paul Mott. President Kayes called for a voice vote. 3 ayes. Cathy Haley absent. President Kayes declared motion passed. • Motion to update the authorized signature’s for the Charles Schwab account and the First National Bank Account. o Motion by Chris Johnson.
