Lincoln Highway, DeKalb, IL President Jim Kayes called the meeting to order at 10:08 am A. ROLL CALL Secretary Tracy Smith called the roll and the following members of the DeKalb Police Pension Fund were present: Jim Kayes, Paul Mott, and Tracy Smith. Note: Two mayoral positions on the board are still unfilled Also present were: Dave Wall of Wall & Associates and Molly Talkington, Finance Director for the City of DeKalb B. APPROVAL OF THE AGENDA – ADDITIONS / DELETIONS • Agenda approved on voice vote by President Kayes. 3 ayes. C. PUBLIC PARTICIPATION • None D. APPROVAL OF MINUTES • Minutes from the DeKalb Police Pension Fund Meeting on July 28, 2017 were approved by voice vote. 3 ayes. (Jim Kayes, Tracy Smith, Paul Mott) E. OLD BUSINESS • President Jim Kayes and Secretary Tracy Smith attended the annual IPPFA Conference in St. Louis, Missouri F. TREASURE’S REPORT • Dave Wall provided quarterly report on fund performance for 3rd quarter of 2017 ending on September 30, 2017. Wall advised that the fund is well within our investment policy and state guidelines. G. NEW BUSINESS • Molly Talkington requested a letter of support from the pension board regarding the rate of return proposal being brought up by DeKalb City Council. Motion by Paul Mott to support rate of return letter being generated by Molly Talkington. Second by Tracy Smith. Roll call vote by President Kayes. Yes, votes from Tracy Smith, Paul Mott and Jim Kayes. President Kayes declared the motion passed. • Bills for Payment o Motion by Paul Mott to pay bills listed on agenda of October 20, 2017. REQUEST FOR BENEFITS o Request for pension benefits to continue for Diane Burke, surviving spouse of Donald Burke. Motion by Paul Mott to continue benefits for Diane Burke. Second by Tracy Smith. The election will take place the week of April 16, 2018. Should you wish to run for this seat on the Board please keep in mind the following: By State statute newly elected trustees must complete 32 hours of pension training during their first 18 months in office. Every trustee must complete 16 hours of pension training every year thereafter. Every trustee must also complete the State’s on-line training on the Open Meetings Act. If you have questions about the required training, please contact me or one of the other Board members.
