DELL RAPIDS CITY COUNCIL MEETING MINUTES Monday, December 1, 2025 at 7:00 PM The roll was called finding the following members present: Wendy Nelson, Chuck Jones, Denise Hanzlik, Denise Cavigielli, Chad Ronshaugen, Amanda Hein, Bill Schmidt and Mayor Marsha Symens. Absent: Fran Ruesink Denise Cavigielli moved to approve the agenda, seconded by Wendy Nelson. Motion carried. Bill Schmidt moved to amend the minutes, seconded by Denise Hanzlik. The minutes from November 17, 2025, are ameneded to change 6A from a roll call to a vote. Motion carried. Mark Crisp of 47330 244th St of Dell Rapids and Courtney Walters of 1403 E 15th St of Dell Rapids were present for discussion and had concerns with the Eye on Water app not working and leaks not being reported. David Schmidt of 108 E 14th St was present for discussion and had concerns with Eye on Water app not working. CHANGE ORDER #3 - APX Chad Ronshaugen moved to approve Change order #3 from APX in the amount of $2,873.34, seconded by Chuck Jones. Motion carried. REVISED 2026 ANIMAL CONTROL AGREEMENT Denise Hanzlik moved to approve the 2026 Animal control agreement with Sioux Falls Humane Society, seconded by Amanda Hein. Motion carried. PAY APPLICATION #11 AND FINAL – BX CIVIL Chad Ronshaugen moved to approve change order #1 and pay application #11 and final with BX Civil for $59,178.49, seconded by Chuck Jones. Motion carried. ORDINANCE NO. 950 TITLE: AN ORDINANCE OF THE CITY OF DELL RAPIDS, SOUTH DAKOTA, PROVIDING THAT THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS, SOUTH DAKOTA, BE AMENDED BY REVISING SECTION 21-37; PROVIDING A CHANGE TO WATER RATES PUMPED AND DELIVERED TO LOCATIONS WITHIN AND OUTSIDE OF CITY LIMITS. ADMINISTRATOR REPORT Steve McFarland presented a 2025 Sales Tax Update. No formal action required. Personnel Evaluation Update - Chris Mergen’s new wage will be $31.55 per hour.
