DELL RAPIDS CITY COUNCIL MEETING MINUTES Tuesday, January 20, 2026 at 7:00 PM The roll was called finding the following members present: Bill Schmidt, Wendy Nelson, Chuck Jones, Chad Ronshaugen, Denise Cavigielli, Denise Hanzlik, Marsha Symens. Fran Ruesink was present via video call. Absent: Amanda Hein Denise Cavigielli moved to approve the agenda, seconded by Bill Schmidt. Motion carried. Wendy Nelson moved to approve the minutes, seconded by Chuck Jones. Motion carried. Mark Degraw, Nate O'Bryan and Theresa Durfee from the Dell Rapids Chamber of Commerce were present to update the council on 2025 Chamber activities, 2026 updates and new ideas. Jack Majers and Bob Risty of the American Legion were present to Thank the Council for the stipend received for the improvements to the legion building. CONSENT AGENDA Chuck Jones moved to approve the consent agenda, seconded by Denise Hanzlik which contained the following items: advertising of the summer seasonal positions, plat for Fiegen Development Park Addition Units 2A, 2B, 2C, Eide Bailly - Statement of Work for the 2025 Audit and the following claims. Motion carried. LOTTERY MACHINE Chad Ronshaugen moved to approve purchasing a new lottery machine for $14,000.00, seconded by Denise Hanzlik. Motion carried. CHAPTER 2 MUNICIPAL ORDINANCES Discussion on Chapter 2 Ordinance changes. A first reading will be presented at the next council meeting. CHAPTER 21 MUNICIPAL ORDINANCES Discussion on Chapter 21 changes. David Schmidt was present for discussion on the changes. A first reading will be presented at the next council meeting. RESOLUTION 2026-04 Chad Ronshaugen moved to approve Resolution 2026-04 surplus park building, seconded by Bill Schmidt. Roll Call: Ayes: Bill Schmidt, Wendy Nelson, Denise Hanzlik, Chad Ronshaugen, Fran Ruesink, Chuck Jones, Denise Cavigielli. Nays: None. Motion carried. FIRE PROTECTION SERVICES AGREEMENT Chad Ronshaugen moved to approve the Fire protection agreement in the amount of $70,000.00 for 2026, seconded by Denise Cavigielli. Motion carried. FINANCE OFFICER REPORT Those in city limits will now vote at the Riverside for city and county elections. County will be sending notices to the voters of the change soon. City will help with texts, social media and notices in the paper to help inform the residents of the change. Update on end of year financial reports and sales tax. ADMINISTRATOR REPORT Personnel Evaluation - Greg Anderson's new wage will be $34.02 per hour. Update on upcoming meetings and other items. No formal action required. At 8:19 p.m. Chad Ronshaugen moved, Denise Cavigielli seconded to go into executive session to consult with legal counsel, SDCL 1-25-2.3. Motion carried. At 8:56 p.m. Mayor Symens declared the executive session ended. At 8:57 p.m. Chad Ronshaugen moved to adjourn, seconded by Bill Schmidt. Motion carried.
