DELL RAPIDS CITY COUNCIL MEETING MINUTES Tuesday, February 17, 2026 at 7:00 PM The roll was called finding the following members present: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik, Mayor Marsha Symens. Absent: Chad Ronshaugen Denise Cavigielli moved to amend the agenda removing item VIII. A. Ordinance 955, seconded by Bill Schmidt. Motion carried. Bill Schmidt moved to amend the minutes updating some wording under Citywide Street frontage inventory item removing that Dave was opposed, seconded by Denise Hanzlik. Motion carried. Fire Chief, Dan Diez was present to discuss the 2025 summary of the fire department and present an award to retiree Clarence Fjellanger for his 21 years of service. Mark Crisp of 47330 244th St, David Schmidt of 108 E 14th St and Steve Ollerich of 904 Eagle Run were present for discussion on various topics. Denise Cavigielli moved to approve the consent agenda for the following claims, seconded by Fran Ruesink. Motion carried. Bill Schmidt moved to approve second reading, seconded by Chuck Jones. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. ORDINANCE NO 953 TITLE: AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, AMENDING CHAPTER 21, ARTICLE II, OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS REGARDING WATER. Denise Hanzlik moved to approve first reading, seconded by Amanda Hein. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. ORDINANCE NO 954 TITLE: AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, AMENDING CHAPTER 21, ARTICLE IV, OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS REGARDING DETERMINING EQUITABLE SEWER CHARGES. David Schmidt of 108 E 14th St was present for discussion. Bill Schmidt moved to approve first reading, seconded by Denise Cavigielli. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Denise Cavigielli, Fran Ruesink. Nays: Chuck Jones, Denise Hanzlik. Motion carried. 2026 CHAMBER ANNUAL SUPPORT REQUEST Nate O'Bryan, Chamber Board President was present for discussion. Chuck Jones moved to approve the $45,000 request, seconded by Denise Hanzlik. Roll Call: Ayes: Amanda Hein, Wendy Nelson, Chuck Jones, Fran Ruesink, Denise Hanzlik. Nays: Bill Schmidt, Denise Cavigielli. Motion carried. SURCHARGE RATES DISCUSSION Discussion on surcharge rates. A resolution will be brought forward at a future meeting to lower the surcharges. PAYOFF LOANS Wendy Nelson moved to approve the Finance Officer to pay off loans presented with the surcharge fund balance pending state approval, seconded by Denise Cavigielli. Motion carried. ONLINE PAYMENTS David Schmidt was present for discussion. Denise Hanzlik moved to approve authorizing the Finance Officer to move forward with charging a processing fee to the customer to cover credit card fees, seconded by Fran Ruesink. Motion carried. SDPAA INTERGOVERNMENTAL AGREEMENT Wendy Nelson moved to approve the agreement with SDPAA as presented, seconded by Amanda Hein. Motion carried. FINANCE OFFICER REPORT January financials were presented. Update on Eye on Water app, changing out old meters, Equalization and District 3 meeting dates. LIBRARY BOARD Allison Green was appointed to fill the open rural library board position. At 8:15pm Denise Hanzlik moved to adjourn, seconded by Denise Cavigielli. Motion carried.
