DELL RAPIDS CITY COUNCIL
MEETING MINUTES
Monday, March 16,2026 at 7:00 PM
The roll was called finding the following members present: Bill Schmidt, Amanda Hein, Wendy
Nelson, Chuck Jones, Denise Cavigielli, Denise Hanzlik, Mayor Marsha Symens.
Absent: Chad Ronshaugen, Fran Ruesink
Wendy Nelson moved to approve the agenda, seconded by Chuck Jones. Motion carried.
Denise Hanzlik moved to approve the minutes, seconded by Denise Cavigielli. Motion carried.
At 7:02 p.m. Chuck Jones moved to temporarily adjourn as city council and convene as board of
equalization, seconded by Amanda Hein. Motion carried.
The roll was called finding the following members present at the Board of Equalization Meeting:
Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise Cavigielli, Denise Hanzlik,
Marsha Symens and Jason Uphoff. Absent: Chad Ronshaugen, Fran Ruesink

2026 SLURRY SEAL PROJECT BIDS
Bill Schmidt moved to approve the bid from ASTECH in the amount of $87,147.60 for the 2026
slurry seal project, seconded by Chuck Jones. This is part of the City of Sioux Falls contract.
Motion carried.
RESOLUTION 2026-06
Denise Hanzlik moved to approve Resolution 2026-06 setting water rates, seconded by Amanda
Hein. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise
Cavigielli, Denise Hanzlik. Nays: None. Motion carried.

Wendy Nelson moved to approve Resolution 2026-07 setting water surcharge rates, seconded by
Denise Cavigielli. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones,
Denise Cavigielli, Denise Hanzlik. Nays: None. Motion carried.
RESOLUTION 2026-08
Denise Hanzlik moved to approve Resolution 2026-08 setting sewer rates, seconded by Denise
Cavigielli. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise
Cavigielli, Denise Hanzlik. Nays: None. Motion carried.
RESOLUTION 2026-09
Amanda Hein moved to approve Resolution 2026-09 setting sewer surcharge rates, seconded by
Chuck Jones. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise
Cavigielli, Denise Hanzlik. Nays: None. Motion carried.
ORDINANCE NO 955
TITLE: AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, AMENDING CHAPTER
21, ARTICLE II,OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS
REGARDING WATER. Denise Hanzlik moved to approve first reading, seconded by Bill
Schmidt. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise
Cavigielli, Denise Hanzlik. Nays: None. Motion carried.
WATER CONNECTION FEES
Discussion on Water Connection and water meter fees. A first reading will be brought forward
at the next meeting. No formal action taken.
LIBRARY ANNUAL REPORT
Denise Hanzlik moved to approve the Dell Rapids Carnegie Public Library 2025 annual report,
seconded by Denise Cavigielli. Motion carried.
CONSUMPTION PERMIT AT LIBRARY
Bill Schmidt moved to approve the consumption permit for June 3, 2026 at the library for an
adult education program, seconded by Amanda Hein. Motion carried.
GOVERNOR DECLARED HOLIDAYS
Denise Cavigielli moved to approve Friday, April 3, 2026 as a holiday to city full-time staff,
seconded by Denise Hanzlik. Motion carried.
FINANCE OFFICER REPORT
February Financials were presented. Credit card fees are starting March 23rd and will be
2.5%. We have started to install new meters for those that are not pulling in the hourly reads, if
we have contacted you, please reach out to City Hall to make an appointment.
ADMINISTRATOR REPORT
Matt Larson has completed his six-month probationary period and is now considered a
permanent employee.
LIBRARY UPDATE
The Library received a $10,000 grant from the Carnegie Corporation of New York. You can now
use your Libby app to borrow items from Siouxland and the Black Hills Library consortium with
the new partnership between associations! This partnership allows you to add your library card
with our Dell Rapids Carnegie Library to their consortiums to browse and download eBooks and
audiobooks. For any questions or help, please contact the library.
