DELL RAPIDS CITY COUNCIL MEETING MINUTES Monday, April 6, 2026 at 7:00 PM The roll was called finding the following members present: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Chad Ronshaugen, Denise Cavigielli, Denise Hanzlik, Mayor Marsha Symens. Fran Ruesink was present via video call. Absent: None Chad Ronshaugen moved to approve the agenda, seconded by Wendy Nelson. Motion carried. Denise Hanzlik moved to approve the minutes, seconded by Chuck Jones. Motion carried. Mike Park of 506 E 5th St was present for discussion on the fuel item on the agenda for the BATA transit bus. PUBLIC HEARING FOR SPECIAL ON SALE LICENSE Norby's Inc. applied for a Special On-Sale Liquor License to Operate at Dell Rapids Museum on May 9, 2026 from 7pm-11pm. Wendy Nelson moved to approve, seconded by Bill Schmidt. Motion carried. CONSENT AGENDA Chuck Jones moved to approve the consent agenda, seconded by Denise Cavigielli which contained property tax abatements #2026-0184, #2026-0185, # 2026-0186 and the following claims. Amanda Hein moved to approve second reading, seconded by Chad Ronshaugen. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Chad Ronshaugen, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. RESOLUTION 2026-11 Resolution 2026-11 supports an investigation by the Dell Rapids Society for Historic Preservation, through its volunteer, Dennis Daugaard, into the feasibility of raising charitable funds to improve the Gina Smith Campbell Historic Bathhouse. Denise Hanzlik moved to approve Resolution 2026-11, seconded by Amanda Hein. Motion carried. 2025 ANNUAL REPORT Denise Cavigielli moved to approve the 2025 Annual Report, seconded by Chad Ronshaugen., Motion carried. RESOLUTION 2026-10 Wendy Nelson moved to amend Resolution 2026-10 to change item number three to add in town (60&over) and change the effective date to October 1, 2026, seconded by Chuck Jones. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Chad Ronshaugen, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. TRANSIT BUS FUEL Chad Ronshaugen moved to approve to continue to use T&C’s for Transit Bus Fuel, seconded by Chuck Jones. Motion carried. ORDINANCE NO 956 – FIRST READING AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, AMENDING CHAPTER 21, ARTICLE I, OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS REGARDING WATER. Denise Hanzlik moved to approve first reading, seconded by Bill Schmidt. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Chad Ronshaugen, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. ORDINANCE NO 957 – FIRST READING AN ORDINANCE OF THE CITY OF DELL RAPIDS, SOUTH DAKOTA, PROVIDING THAT THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS, SOUTH DAKOTA, BE AMENDED BY REVISING THE CITY COUNCIL MEETING TIME. Wendy Nelson moved to approve first reading, seconded by Amanda Hein. Roll Call: Ayes: Amanda Hein, Chuck Jones, Fran Ruesink. Nays: Bill Schmidt, Wendy Nelson, Chad Ronshaugen, Denise Cavigielli, Denise Hanzlik. Motion failed. ORDINANCE NO. 958 – FIRST READING AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, REPEALING SECTIONS 15-37, CHAPTER 15, ARTICLE II, OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS REGARDING PROFANITY. Chad Ronshaugen moved to approve first reading, seconded by Fran Ruesink. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Chad Ronshaugen, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. DOWNTOWN PARKING RESTRICTION Discussion was held on the current ordinance restricting parking downtown from 3am- 6am. David Schmidt of 108 E 14th St was present for discussion. Ordinance will be presented at the next meeting. No formal action taken. ARTICLE VI. WEAPONS ORDINANCE Discussion was held on the current weapons ordinance. David Schmidt was present for discussion. Ordinance will be presented at the next meeting. No formal action taken. SEASONAL STAFF Denise Hanzlik moved to approve the hiring of the following 2026 summer seasonal staff, seconded by Amanda Hein. RESOLUTION 2026-12 Chad Ronshaugen moved to approve Resolution 2026-12 annexing Tract 3 of Davis Addition, seconded by Denise Hanzlik. FINANCE OFFICER REPORT Update on the 2025 Riverside rent, revenue and expenses. ADMINISTRATOR REPORT Sioux Metro Growth Alliance named Dell Rapids as 2025 Community of the Year. Dell Rapids received 41 years as a Tree City from the Arbor Day Foundation. At 8:48pm Chad Ronshaugen moved to go into executive session per SDCL 1-25-2.3, seconded by Chuck Jones. Motion carried. At 9:02pm Mayor Marsha Symens declared the executive session ended. At 9:03 pm Bill Schmidt moved to adjourn, seconded by Amanda Hein. Motion carried.
