DELL RAPIDS CITY COUNCIL
MEETING MINUTES
Monday, April 20, 2026 at 7:00 PM
The roll was called finding the following members present: Bill Schmidt, Amanda Hein, Chuck
Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik, Mayor Marsha Symens.
Absent: Wendy Nelson, Chad Ronshaugen
Denise Hanzlik moved to approve the agenda, seconded by Denise Cavigielli. Motion carried.
Bill Schmidt moved to approve the minutes, seconded by Chuck Jones. Motion carried.
CONSENT AGENDA
Denise Cavigielli moved to approve the consent agenda, seconded by Amanda Hein which
contained Library Board Appointment for a three-year term to Haley Soulek and the following
claims. Motion carried.

ORDINANCE NO 956 - SECOND READING
AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, AMENDING CHAPTER 21,
ARTICLE I, OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS
REGARDING WATER. Denise Hanzlik moved to approve seconding reading, seconded by Bill
Schmidt. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Chuck Jones, Denise Cavigielli, Fran
Ruesink, Denise Hanzlik. Nays: None. Motion carried.
ORDINANCE NO 958 - SECOND READING
AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, REPEALING SECTIONS 15-37,
CHAPTER 15, ARTICLE II, OF THE REVISED ORDINANCES OF THE CITY OF DELL
RAPIDS REGARDING PROFANITY. Denise Cavigielli moved to approve second reading,
seconded by Chuck Jones. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Chuck Jones, Denise
Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried.
WORK FROM HOME POLICY
Denise Hanzlik moved to approve the work from home policy, seconded by Amanda Hein.
Motion carried.
ORDINANCE NO 959 – FIRST READING
AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, REPEALING SECTION 15-95,
CHAPTER 15, ARTICLE VI, OF THE REVISED ORDINANCES OF THE CITY OF DELL
RAPIDS REGARDING CARRYING CONCEALED WEAPONS. Bill Schmidt moved to
approve first reading, seconded by Fran Ruesink. Roll Call: Ayes: Bill Schmidt, Amanda Hein,
Chuck Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried.

ORDINANCE NO 960 – FIRST READING
AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, REPEALING SECTION 20-255
(A)(7) AND (C), CHAPTER 20, ARTICLE XIV, OF THE REVISED ORDINANCES OF THE
CITY OF DELL RAPIDS REGARDING PARKING. Amanda Hein moved to approve first
reading, seconded by Denise Cavigielli. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Chuck
Jones, Chad Ronshaugen, Denise Cavigielli, Denise Hanzlik. Nays: Fran Ruesink. Motion
carried.
CONSUMPTION PERMIT - NORBY'S
Chad Ronshaugen moved to approve consumption permit on the City owned parking lot behind
Norby’s, seconded by Chuck Jones. Motion carried.
SEASONAL STAFF
Denise Hanzlik moved to approve the hiring of the following 2026 summer seasonal staff,
seconded by Fran Ruesink. Motion carried.
Rubble Site: Marv Hoff, $16.00 per hour; Martin Blath, $17.50 per hour
Public Works: Dominic Swift, $15.00 per hour
Pool: Kaden Smith, $15.00 per hour
Library: Clara Geraets, $14.00 per hour
RUBBLE SITE - FREE DAYS
Bill Schmidt moved to approve 2026 free rubble site days for May 2nd, 7th and 9th, seconded by
Denise Cavigielli. Motion carried.
DISCUSSION ON PAY PLAN
Discussion was held on the current pay plan and if council wants to make any changes to the
current pay plan. Consensus was to not change the plan. No formal action taken.
FINANCE OFFICER REPORT
March financials were presented. Utility bills this week will have the lower surcharges that were
approved last month. Rubble Site will be open starting April 21st with the same hours as last
year. Visit our website for details of the Rubble Site.
ADMINISTRATOR REPORT
Personnel Evaluations - Heather Apland's new wage will be $27.51 per hour, Clarence
Fjellanger's new wage will be $112,833.78 per year, Brandon Geraets's new wage will be
$27.51 per hour and Dave Schuch's new wage will be $32.88 per hour. There will be a Joint
County/City meeting on Tuesday, April 28, 2026 at the County. Update on Downtown Strategic
options. No formal action required.
Discussion on dust control on 15th Street. Staff will check on the schedule on the dust control
applications. No formal action taken.
