DELL RAPIDS CITY COUNCIL MEETING MINUTES Monday, May 4, 2026 at 7:00 PM The roll was called finding the following members present: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik, Mayor Marsha Symens. Absent: Chad Ronshaugen Wendy Nelson moved to approve the agenda, seconded by Denise Cavigielli. Motion carried. Denise Hanzlik moved to approve the minutes, seconded by Bill Schmidt. Motion carried. ORDINANCE NO 960 – SECOND READING AN ORDINANCE OF THE CITY OF DELL RAPIDS, SD, REPEALING SECTION 20-255 (A)(7) AND (C), CHAPTER 20, ARTICLE XIV, OF THE REVISED ORDINANCES OF THE CITY OF DELL RAPIDS REGARDING PARKING. Bill Schmidt moved to approve the second reading, seconded by Denise Hanzlik. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Denise Cavigielli, Denise Hanzlik. Nays: Wendy Nelson, Chuck Jones, Fran Ruesink. Motion carried. ELECTION OF OFFICERS Wendy Nelson moved to approve Chuck Jones as President, seconded by Denise Hanzlik. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Abstain: Chuck Jones. Motion carried. Wendy Nelson moved to approve Denise Cavigielli as Vice President, seconded by Chuck Jones. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Fran Ruesink, Denise Hanzlik. Nays: None. Abstain: Denise Cavigielli. Motion carried. OTHER APPOINTMENTS AND DESIGNATIONS Denise Hanzlik moved to approve the appointment of Denise Cavigielli, Chad Ronshaugen, Fran Ruesink and Bill Schmidt on the Finance and Utilities Committee, seconded by Wendy Nelson. David Schmidt was present for discussion. Motion carried. Chuck Jones moved to approve the appointment of Bill Schmidt, Denise Hanzlik, Wendy Nelson and Denise Cavigielli on the Policy and Policy and Procedures Committee, seconded by Fran Ruesink. Motion carried. Bill Schmidt moved to approve the appointment of Wendy Nelson, Chuck Jones and Amanda Hein on the Riverside Committee, seconded by Denise Cavigielli. Motion carried. Denise Hanzlik moved to approve the appointment of Denise Hanzlik, Fran Ruesink, Chad Ronshaugen and Amanda Hein on the Parks Committee, seconded by Chuck Jones. Motion carried. Chuck Jones moved to approve the appointment of Chad Ronshaugen as the Dell Rapids Economic Development Corporation Liaison, seconded by Bill Schmidt. Motion carried. Wendy Nelson moved to approve the appointment of Denise Cavigielli as the Dell Rapids Carnegie Public Library Board Liaison, seconded by Denise Hanzlik. Motion carried. Chuck Jones moved to approve the appointment of Mayor Marsha Symens as the Dell Rapids Chamber of Commerce Liaison, seconded by Denise Cavigielli. Motion carried. Denise Hanzlik moved to approve the Dells City Journal as the official newspaper for the City of Dell Rapids for the next year, seconded by Fran Ruesink. Motion carried. Amanda Hein moved to approve the following depositories as presented: First National Bank Sioux Falls, First Interstate Bank and South Dakota Public Funds Investment Trust(SD FIT), seconded by Denise Cavigielli. Motion carried. RESOLUTION 2026-15 Wendy Nelson moved to approve Resolution 2026-15 authorizing agents to sign plats, seconded by Denise Hanzlik. Roll Call: Ayes: Bill Schmidt, Amanda Hein, Wendy Nelson, Chuck Jones, Denise Cavigielli, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried. MOTORIZED SCOOTERS/E-BIKES Discussion was held on whether to draft an ordinance regarding Motorized Scooters and E- Bikes. David Schmidt was present for discussion. No formal action was taken. FINANCE OFFICER REPORT The Water Quality Report went out on April 22nd to residents as required by SD DANR. This notice was on their Utility Bill: The CCR (Drinking Water Report) is now available at https://www.cityofdellrapids.org/waterreport.php. If you need a hard copy, please call our office at 605-340-1670. ADMINISTRATOR REPORT The Mayor issued an Arbor Day Proclamation. The City and the Presentation Sisters will be engaging in a tree planting ceremony at the Park Pavilion building on May 14th at 1pm.
