DELL RAPIDS CITY COUNCIL MEETING MINUTES Monday, June 1, 2026 at 7:00 PM The roll was called finding the following members present: Amanda Hein, Denise Cavigielli, Chuck Jones, Chad Ronshaugen, Fran Ruesink, Mayor Marsha Symens. Absent: Wendy Nelson and Denise Hanzlik Chad Ronshaugen moved to approve the agenda, seconded by Chuck Jones. Motion carried. Denise Cavigielli moved to approve the minutes, seconded by Fran Ruesink. Motion carried. At 7:02 p.m. Denise Hanzlik joined the meeting via phone. Robert Reiff of 1407 Wedge Way was present for discussion on the utility bill. Jay Sittig of 904 E 11th St was present for discussion on the utility bill. PUBLIC HEARING A public hearing was held, as advertised, to consider a temporary alcoholic beverage license for liquor on 4th St from Ladelle to City Hall/ATM on June 27, 2026. Chad Ronshaugen moved to approve contingent on the Liquor bill being up to date before the event, seconded by Amanda Hein. Motion carried. A public hearing was held, as advertised, to consider a temporary alcoholic beverage license for malt beverage/SD farm wine at the City Park Pavilion on June 28, 2026. Chad Ronshaugen moved to approve contingent on the Liquor bill being up to date before the event, seconded by Chuck Jones. Motion carried. His seat will be filled by appointment. Chad Ronshaugen moved to approve the resignation, seconded by Fran Ruesink. Motion carried. WARD 1 COUNCIL VACANCY Chad Ronshaugen moved to approve the formal appointment process with advertisement, form and interviews as presented, seconded by Fran Ruesink. Motion carried. MAY UTILITY BILLS - SEWER AVERAGE Amanda Hein moved to approve to authorize staff to adjust May bills on the abnormal list and any phone calls to use their April usage for their sewer usage on the May utility bill, seconded by Chad Ronshaugen. John Rausch of 603 Westview Dr was present for discussion. Motion carried. CAPITAL IMPROVEMENT PLAN AND FINANCIALS Finance Officer, Christina Smith presented a capital improvement plan and financial projections on the projects. Casey McCoy of 908 Blueridge Rd was present for discussion. No formal action taken. PRIVATE SWIM LESSONS Staff will present a Resolution at the next meeting setting the private lesson fee to offer thru the city. No formal action taken. NORBY'S LEASE AGREEMENT Denise Hanzlik moved to approve the three-year lease agreement as presented with a 2.7% increase on rent bringing it to $1,540.50 per month, seconded by Amanda Hein. Motion carried. DOWNTOWN VITALITY COMMITTEE Chad Ronshaugen moved to table, seconded by Chuck Jones. Roll Call: Ayes: Amanda Hein, Chuck Jones, Chad Ronshaugen, Fran Ruesink, Denise Hanzlik. Nays: Denise Cavigielli. Casey McCoy of 908 Blue Ridge Rd was present for discussion. Motion carried. FINANCE OFFICER REPORT Waiver added to the campground site noting the site is near an active baseball field. Primary elections will be June 2nd at the Riverside from 7am-7pm. ADMINISTRATOR REPORT Christina Smith has completed her six-month probationary period and is now considered a permanent employee. Steve provided an update on the GOSCMA conference and there will be a joint County/City meeting on June 16, 2026 at the County. OTHER REPORTS Denise Cavagielli brought up having policies and procedures committee explore a Memorandum of Understanding with the Library Board and City Council. No formal action taken. MAYOR'S REPORT Mayor provided an update on Quarry Days and an app the Chamber created for the event. At 8:18 pm Chad Ronshaugen moved to go into executive session per SDCL 1-25-2.6(h) and SDCL 1-25-2.1, seconded by Denise Cavigielli. Motion carried. At 8:55 pm Mayor Marsha Symens declared the executive session ended. At 8:55 pm Chad Ronshaugen moved to adjourn, seconded by Denise Davigielli. Motion carried.
