DELL RAPIDS CITY COUNCIL
MEETING MINUTES
Monday, June 15, 2026 at 7:00 PM
The roll was called finding the following members present: Amanda Hein, Wendy Nelson,
Denise Cavigielli, Chuck Jones, Fran Ruesink, Denise Hanzlik, Mayor Marsha Symens.
Absent: Chad Ronshaugen
Fran Ruesink moved to amend the agenda moving IXB Mayoral Proclamation after IV approval
of minutes, seconded by Chuck Jones. Motion carried.
Denise Cavigielli moved to approve the minutes, seconded by Amanda Hein. Motion carried.
Mayor Symens read the Mayoral Proclamation proclaiming June 27, 2026 as Virgil Klein Day.
Greg Schwebach of 903 Tee Off Trail was present for discussion.
CONSENT AGENDA
Denise Cavigielli moved to approve the consent agenda, seconded by Denise Hanzlik which

SAFE STREETS FOR ALL
Kyle Ten Napel from Houston Engineering presented the SECOG Safe Streets for All (SS4A)
Regional Safety Action Plan. Final plan will be presented to Council at a future meeting. No
action taken.
RECONSIDER TEMPORARY ALCOHOL LICENSE
Casey McCoy of 908 Blueridge Rd was present for discussion. Chuck Jones moved to approve to
grant PINZ the temporary alcohol beverage license for June 27th and 28th, 2026 with conditions
of malt beverage and champagne only, seconded by Amanda Hein. Motion carried.
DOWNTOWN VITALITY COMMITTEE
Amanda Hein moved to approve the creation of the downtown vitality committee of the
following eleven members, seconded by Denise Cavigielli. Motion carried.
Aaron Delgado, Amber Larson, Ben Pierson, Bob Meir, Desiree Osborne, Gary LaFollette,
Ginny McFarland, Jason Uphoff, Mark DeGraw, Natasha Berg and Stuart Lickteig
DGR TASK ORDER AMENDMENT 009
Lance Mayer from DGR was present for discussion. Mark Crisp of 47330 244th, Seth Van't Hof
of 405 E 10th St, Tom and Lisa Pischke of 503 E 12th St, Chad Andrews of 807 E 4th St, David
Schmidt of 108 E 14th St and Greg Schwebach of 903 Tee Off Trail were all present for
discussion. Denise Cavigielli moved to approve the DGR amendment, seconded by Denise
Hanzlik. Roll Call: Ayes: Amanda Hein, Wendy Nelson, Denise Cavigielli. Nays: Chuck Jones,
Fran Ruesink, Denise Hanzlik. Motion failed.
RESOLUTION 2026-16
Denise Hanzlik moved to approve Resolution 2026-16 establishing private swim lesson rates,
seconded by Fran Ruesink. Roll Call: Ayes: Amanda Hein, Wendy Nelson, Denise Cavigielli,
Chuck Jones, Fran Ruesink, Denise Hanzlik. Nays: None. Motion carried.
FINANCE OFFICER REPORT
May financials were presented.
ADMINISTRATOR REPORT
Joint County/City meeting is tomorrow June 16, 2026 at the County.
MAYOR'S REPORT
Mayor provided an update on Quarry Days.
At 8:17 pm Denise Hanzlik moved to adjourn, seconded by Chuck Jones. Motion carried.
