7F. RESOLUTION NO. 2026-06 - APPROVAL OF THE PURCHASE AND SALE
AGREEMENT FOR A PORTION OF THE PROPERTY LOCATED AT 94 SW 5TH
AVENUE FOR A PURCHASE PRICE OF $265,000
Recommendation:
Approve Resolution No. 2026-06 and the Purchase and Sale Agreement
with Delray Community Missionary Baptist Church for the purchase of a
portion of the property located at 94 SW 5th Avenue for a purchase price of
$265,000, in a form acceptable to CRA Legal Counsel, and authorize the
CRA Board Chair to execute the Purchase and Sale Agreement, and any
related documents, in a form acceptable to the CRA Legal Counsel.

AGREEMENT WITH WAYPOINT CONTRACTING, INC. IN AN AMOUNT NOT TO
EXCEED $231,804.26, FOR ADDITIONAL CONSTRUCTION SERVICES NEEDED
FOR ROOF REPAIRS, FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED
$1,118,692.29, FOR THE CRA-OWNED BUILDING LOCATED AT 313 NE 3RD
STREET
Recommendation:
Approve the Third Amendment to the Construction Services Agreement
with Waypoint Contracting, Inc. for additional construction services needed
for roof repairs for the CRA-owned commercial building located at 313 NE
3rd Street, in an amount not to exceed $231,804.26, for a total contract
amount not to exceed $1,118,692.29, and authorize the CRA Board Chair
to execute any and all related documents for said purpose in a form that is
acceptable to CRA Legal Counsel.

LOCATED AT 102 NW 5 AVENUE, FOR ADDITIONAL SERVICES IN AN AMOUNT NOT
TO EXCEED $13,780, FOR A TOTAL CONTRACT AMOUNT IN AN AMOUNT NOT TO
EXCEED $99,929.40
Recommendation:
Approve a First Amendment to the Agreement for Professional
Architectural Services between the Delray Beach Community
Redevelopment Agency and Justin Architects, P.A., for the exterior
improvements of a parking lot serving the CRA-owned building located at
102 NW 5th Avenue, for additional services related exfiltration testing and
landscaping in an amount not to exceed $13,780, for a total contract
amount not to exceed $99,929.40, and to authorize the CRA Board Chair
to execute any and all related documents for said purpose in a form that is
acceptable to CRA Legal Counsel.

ARCHITECTURAL SERVICES WITH JUSTIN ARCHITECTS, P.A., FOR INTERIOR
IMPROVEMENTS OF THE CRA-OWNED COMMERCIAL BUILDING AT 102 NW 5TH
AVENUE, FOR ADDITIONAL SERVICES IN AN AMOUNT NOT TO EXCEED $20,300,
FOR A TOTAL CONTRACT AMOUNT IN AN AMOUNT NOT TO EXCEED $ 132,517.60.
Recommendation:
Approve a First Amendment to the Work Assignment for Architectural
Services with Justin Architects, P.A. for interior improvements of the
CRA-owned commercial building located at 102 NW 5th Avenue, for
additional services related to structural engineering services in an amount
not to exceed $20,300, for a total contract amount not to exceed
$132,517.60, and to authorize the CRA Board Chair to execute any and all
related documents for said purpose in a form that is acceptable to CRA
Legal Counsel.

ADDITIONAL SERVICES IN AN AMOUNT NOT TO EXCEED $25,840, FOR A TOTAL
CONTRACT AMOUNT NOT TO EXCEED $676,790.
Recommendation:
Approve a Second Amendment to the Agreement for Professional

Redevelopment Project between the Delray Beach Community
Redevelopment Agency and Synalovski, Romanik, & Saye Architects,
LLC, for additional services related to the development of additional plan
sheets and the management and oversight of additional application
submittals in an amount not to exceed $25,840, for a total contract amount
not to exceed $676,790, and to authorize the CRA Board Chair to execute
any and all documents related to said purpose for said purpose in a form
that is acceptable to CRA Legal Counsel.

7K. RESOLUTION 2026-07 - APPROVAL OF A FIRST AMENDMENT TO THE PURCHASE
AND SALE AGREEMENT FOR FOUR CRA-OWNED VACANT LOTS LOCATED AT
250, 256, & 260 NW 8TH AVENUE & 259 NW 9TH AVENUE, FOR THE
DEVELOPMENT OF AFFORDABLE/WORKFORCE HOUSING BETWEEN THE
DELRAY BEACH COMMUNITY REDEVELOPMENT AGENCY AND THE DELRAY
BEACH COMMUNITY LAND TRUST, INC.
Recommendation:
Approve Resolution No. 2026-07, a First Amendment to the Purchase and
Sale Agreement for four (4) CRA-owned vacant lots located at 250, 256, &
260 NW 8th Avenue & 259 NW 9th Avenue, for the development of four (4)
affordable/workforce single-family homes between the Delray Beach
Community Redevelopment Agency and the Delray Beach Community
Land Trust, Inc., to extend the completion date by 365 calendar days to
September 8, 2027, for the construction of and issuance of the certificates
of occupancy for the four (4) single-family homes.

8B. APPROVAL OF THE 2026 AMENDMENT TO THE DELRAY BEACH COMMUNITY
REDEVELOPMENT AGENCY’S COMMUNITY REDEVELOPMENT PLAN BY THE CITY
OF DELRAY BEACH
Recommendation:
1) Approve the 2026 Amendment to the Delray Beach Community
Redevelopment Agency’s Community Redevelopment Plan, in
substantially the attached form;
AND
2) Recommend approval of the 2026 Amendment to the Delray Beach
Community Redevelopment Agency’s Community Redevelopment
Plan, in substantially the attached form, by the City of Delray Beach .

9A. AWARD THE CALL TO ARTISTS FOR THE EXTERIOR MURAL FOR THE
CRA-OWNED BUILDING LOCATED AT 95 SW 5th AVENUE
Recommendation:
Award the Call to Artists for the exterior mural for the CRA-owned building
located at 95 SW 5th Avenue to the highest ranked Artist, Sonata
Kazimieraitiene and Symphonii Smith-Kennedy; and authorize CRA Staff
to enter into contract negotiations with Sonata Kazimieraitiene and
Symphonii Smith-Kennedy; and if in the event that a contract is not
negotiated to the CRA’s satisfaction, the CRA may abandon such
negotiations at its sole and absolute discretion, and the CRA Board
authorizes CRA Staff to commence negotiations with the next highest
scoring Artist, if applicable.

215 SE 2ND AVENUE PARKING LOT TO THE CITY OF DELRAY BEACH
Recommendation:
Approve Resolution No. 2026-08 and the Quit Claim Deed for the transfer
of the parking lot located at 215 SE 2nd Avenue, in substantially the
attached form, and authorize the CRA Board Chair to execute the Quit
Claim Deed, and any related documents, in a form acceptable to the CRA
Legal Counsel.
