Kristen Bronson, City Attorney, introduced herself and answered
questions from Councilmember.
Action Items
16-0919 A bill for an ordinance amending Article V of Chapter 2 of the Revised
Municipal Code pertaining to financial disclosure.
Councilwoman Black moved and Councilwoman Ortega seconded a motion to
approve 16-0919 for filing with three amendments to change the threshold from
$25 to $50, to add the clause that reporting only applies to gifts received pursuant
to 2-60(b)(4), (7) and (10), and to add a reference to those who reasonably
anticipate pursuing a contract with the city in section 2-60(c) of the proposed
Ethics Code (16-1202) which motion carried by the following vote:
Aye: 4- Kniech, Black, López, Ortega
Nay: 1- Flynn
Absent: 1- Espinoza
16-0920 A bill for an ordinance amending sections 2-302(b), 2-303, 2-309(a), 2-310
and 2-311 of Article XIII, “Regulation of Lobbyists,” of the Revised
Municipal Code.
A motion offered by Councilmember Flynn, duly seconded by Councilmember
Ortega, that Bill 16-0920 be approved for filing after amending it to include the
state language to include state statute language exempting those providing
public testimony or information at the request of an elected official from the
definition of lobbyist (CRS 24-6-301(3.5) (d) (III) (B)) carried by the following vote:
Aye: 5- Kniech, Flynn, Black, López, Ortega

16-1202 A bill for an ordinance amending the Denver Code of Ethics.
A motion offered by Councilmember Kniech, duly seconded by Councilmember
Flynn, that Bill 16-1202 be deferred until the next Committee meeting on
December 6 was approved by the following vote:

Consent Items
16-1083 Amends Chapter 53 of the Denver Revised Municipal Code to move the
administration of the Payments to the Elderly and Disabled Persons
Program from the Denver Treasury to the Department of Human Services.
This Bill 16-1083 was approved by consent.
16-1084 Establishes the Affordability Program Fund in the Human Services fund
series to receive revenues primarily from General Fund transfers to
administer both the senior and disabled property tax rebate program and
wastewater affordability program citywide.
This Bill 16-1084 was approved by consent.
16-1187 Amends a contract with Marsh ClearSight, LLC by adding $65,550 for a
new total contract amount of $889,826 for the tracking of the City’s
workers’ compensation, auto, and property claims. No change in duration
of the contract (CRCFD - 201311634).
This Resolution 16-1187 was approved by consent.
16-1213 Approves the annual City Property Tax Mill Levy for the year 2016 to be
collected in 2017 for purposes authorized by law.
This Resolution 16-1213 was approved by consent.
