Minutes Finance & Governance Committee Committee Members: Flynn, Chair; Clark, Vice-Chair; Black; Susman; Kneich; López Committee Staff: Shelley Smith Tuesday, June 26, 2018, 1:30 PM City & County Building, Room 391 Attendance Present: 6- Flynn, Clark, Black, Kniech, López, Brooks Absent: 1- Susman Action Items 18-0599 Adds $200,000 to contract with the Urban Institute for a new total of $1,137,500 to provide additional evaluation services related to the Social Impact Bond program to accommodate evaluation of the expanded program. A motion offered by Brooks, duly seconded by Councilmember López, that Council Resolution 18-0599 be approved for filing carried by the following vote: Aye: 5- Clark, Black, Kniech, López, Brooks Nay: 1- Flynn Absent: 1- Susman 18-0598 Approves a $2,338,350 contract with Colorado Coalition for the Homeless through 12-31-20 to expand the existing Social Impact Bond program by providing housing and supportive services to an additional 75 chronically homeless individuals who have been identified as high-cost users of government funded services (201738812). A motion offered by Councilmember Black, duly seconded by Councilmember Clark, that Council Bill 18-0686 be approved for filing. The motion carried by the following vote: Aye: 6- Flynn, Clark, Black, Kniech, López, Brooks Nay: 0 Absent: 1- Susman Consent Items 18-0681 Approves the Mayoral appointment of Laura Lojas to the Tourism Improvement District Board of Directors for a term effective immediately and expiring 8-31-18. Council Resolution 18-0681 was approved for filing. 18-0682 Creates new classifications of Criminal Investigator Senior and Internal Affairs Investigator Senior; changes the title of Senior Criminal Civil Investigator to Criminal Investigator Senior and Senior Criminal and Civil Investigator to Civil-Criminal Investigator Senior; abolishes the classifications of Civil and Criminal Investigator, Criminal Investigator, and Special Criminal Investigator and creates a new pay grade (L-626).
