Minutes Finance & Governance Committee Committee Members: Black, Chair; Kniech, Vice-Chair; Hinds; Gilmore; Ortega; CdeBaca Committee Staff: Jonathan Griffin Tuesday, August 13, 2019, 1:30 PM City & County Building, Room 391 Attendance Present: 7- Black, Kniech, Hinds, Gilmore, Ortega, CdeBaca, Clark Action Items 19-0803 A Bill for an ordinance establishing an excise tax on electricity and natural gas for commercial and industrial customers to fund the office of climate action, sustainability, and resiliency, subject to the approval of the voters at a special municipal election to be conducted in coordination with the state coordinated election on November 5, 2019. A motion offered by Vice Chair Kniech, duly seconded by Ortega, that Council Bill 19-0803 be postponed to a date certain. The motion failed by the following vote: Aye: 3- Black, Kniech, Ortega Nay: 4- Hinds, Gilmore, CdeBaca, Clark A motion offered by Clark, duly seconded by Hinds, that Council Bill 19-0803 be approved for filing. The motion carried by the following vote: Aye: 4- Hinds, Gilmore, CdeBaca, Clark Nay: 3- Black, Kniech, Ortega 19-0805 A bill for an ordinance establishing the Office of Climate Action, Sustainability, and Resiliency. A motion offered by Clark, duly seconded by CdeBaca, that Council Bill 19-0805 be approved for filing. The motion carried by the following vote: Aye: 6- Black, Kniech, Hinds, Gilmore, Ortega, CdeBaca Nay: 0 19-0793 Approves a master purchase order with Bimbo Bakeries USA, Inc. for $1,500,000 and through 7-01-21, with three possible one-year extensions, for fresh bread product for the Denver Detention Facilities, including sliced whole wheat bread, sliced white bread, and hamburger buns (SC-00004096). A motion offered that Council Resolution 19-0793 be approved by consent en bloc, carried by the following vote: Aye: 6- Black, Kniech, Hinds, Gilmore, Ortega, CdeBaca Nay: 0 19-0794 Approves a master purchase order with Millerbernd Manufacturing Company for $3,500,000 and through 7-10-21, with three possible one-year extensions, for light poles, mast arms, luminaire arms and all necessary related parts to support Public Works Transportation Operations, citywide (SC-00004089).
