DEPARTMENTAL MATTERS IN THE REGULAR COURSE OF BUSINESS: Mayor's Office Romaine Pacheco 20-0204 * Approves the following Mayoral reappointments and Resolution appointments to the Denver Immigrant and Refugee Commission: reappointments of Victoria Aguilar for a term effective immediately and expiring on 4-15-21, Nadeen Ibrahim, Nhu-Minh Le, Nina DiSalvo, and David Hutabarat for terms effective immediately and expiring on 4-15-22; appointments of Daniela Gomezcastro, Jennifer Myung, Heather DeLong, Andres Carrera, Tony Lemus, M. Karimme Quintana, Mathew Mengesha and Jeslin Shahrezael for terms effective immediately and expiring on 4-15-23 or until a successor is duly appointed. Community Planning and Development Francisca Penafiel Vial 20-0201 Approves an official map amendment to rezone property Bill from U-SU-C to U-SU-C1, located at 4750 Zuni Street in Council District 1. Denver International Airport Aran Raz 20-0200 * Approves a purchase order with Oracle America, Inc. for Resolution $836,465.93 for the purchase of the Oracle Primavera Unifier system, a project management tool and document repository for approval, change management, process tracking, storage and transmittal of all contract requirements for design and construction projects at Denver International Airport (PO-00081206). Department of Housing Stability Jon Luper & Melissa Thate Mayor-Council Meeting Tuesday, March 10, 2020 Page 2 20-0210 Amends a contract with Volunteers of America Colorado Resolution Branch by adding $300,000 for a new total of $900,000 and one year for a new end date of 12-31-20 to provide rapid rehousing and critical time intervention services for people experiencing homelessness, citywide (SOCSV- 2017-38662-02; SOCSV-2019-52650-02). 20-0211 * Amends an intergovernmental agreement with Denver Bill Urban Renewal Authority (DURA) by adding $250,000 for a new total of $500,000 and one year for a new end date of 12-31-20 to operate the Emergency Home Repair Program to support homeowners at or below 50% of the Area Median Income who need emergency home repairs to major operating and/or structural systems, citywide (201946952-01; HOST-202053109-01). 20-0212 * Amends an intergovernmental agreement with Denver Bill Urban Renewal Authority (DURA) by adding $850,000 for a new total of $1,700,000 and one year for a new end date of 5-31-21 to operate the Single Family Rehabilitation Program to support homeowners at or below 80% of the Area Median Income with undertaking code compliance resolution as a part of rehabilitation activities, citywide (201946950-01; HOST-202053108-01). 20-0213 * Amends an intergovernmental agreement with Denver Bill Urban Renewal Authority (DURA) by adding $300,000 for a new total of $600,000 and one year for a new end date of 12-31-20 to operate the Rental/Homeowner Access and Modification Program (RHAMP) to help remove architectural/accessibility barriers for income-qualified persons with disabilities in their owner-occupied or rental units, citywide (201846937-01; HOST-202053107-01). Department of Transportation and Infrastructure Jason Gallardo 20-0194 * Dedicates a parcel of land as public right of way as public Resolution alley, located at the alley bounded by East 2nd Avenue, North Saint Paul Street, East 3rd Avenue and North Steele Street in Council District 10. Mayor-Council Meeting Tuesday, March 10, 2020 Page 3 20-0196 * Approves a contract with Silva Construction, Inc. for Resolution $2,298,180 and for 180 days to remove and replace damaged curb and gutter, curb, and out of compliance curb ramps on arterial/collector streets, citywide (201952912). 20-0197 * Approves a contract with Martin Marietta Materials, Inc. for Resolution $4,022,513.65 and for 400 days for mill and overlay street paving and striping on arterial streets as part of the Elevate Denver Bond program, in Council Districts 4, 5, 6, 8 and 11 (201952972). 20-0198 * Amends an intergovernmental agreement with Urban Bill Drainage and Flood Control District (UDFCD), doing business as Mile High Flood District, by adding $690,000 in City funds and $750,000 UDFCD funds for a new total of $4,046,102.89 for the construction of a community park that incorporates drainage and flood control improvements near 49th Avenue and Grant Street on the property known as Platte Farm Open Space in Council District 9. No change to agreement duration (201733020-03; 202053406-03). 20-0199 * Approves a contract with Hamon Infrastructure, Inc. for Resolution $5,690,120 and for 366 days for the installation of two trail underpasses under Colorado Boulevard and Hampden Avenue to improve pedestrian and cyclist safety and improve trail connectivity in Council District 4 (201951912). 20-0205 * Approves a contract with Martin Marietta Materials, Inc. for Resolution $3,904,064.75 and for 400 days for mill and overlay street paving and striping on arterial streets as part of the Elevate Denver Bond program, in Council Districts 1, 2, 3, 7 and 9 (201953008). Finance Rachel Bardin 20-0206 * Approves a rescission of $1,000,000 from General Fund Bill Contingency to make a cash transfer to the Risk Management Special Revenue Fund based upon previous Mayor-Council Meeting Tuesday, March 10, 2020 Page 4 year obligations. National Western Center Brad Dodson & Stephanie Reed 20-0208 * Amends a contract with Short Elliot Hendrickson, Inc. by Resolution adding $138,830 for a new total of $915,588 for design services scope revisions for the Maintenance & Operations Facility building on the National Western Center (NWC) campus, including additional design services related to the relocated Denver Rock Island Railroad, grading and drainage design coordination with the adjacent stockyards, and the recently-adopted NWC Design Standards and Guidelines in Council District 9. No changes to contract duration (201843180). 20-0209 * Amends a contract with AP Mountain States, doing Resolution business as Adolphson & Peterson, by adding $7,525,503 for a new total of $16,054,993 to add the second and final bid package for the construction and associated administrative services of the National Western Center Stockyard Event Center and South Stockyards including mechanical, electrical, plumbing, building finishes, and sitework in Council District 9. No change to contract duration (201952497). Office of Human Resources Greg Thress 20-0203 * Amends the Classification and Pay Plan by creating a new Bill classification of Deputy Public Defender Senior and changing the titles and pay grades of the associated Public Defenders series. Technology Services Joe Saporito 20-0149 * Amends a contract with Kronos, Incorporated by adding Resolution $50,888 for a new total of $1,727,854.50 and five years for a new end date of 12-31-24 for Workforce Telestaff Interactive Voice Response (IVR) services and on-call related professional services for the call-out notification Mayor-Council Meeting Tuesday, March 10, 2020 Page 5 scheduling system used by the Denver Police and Fire Departments (TECHS-201952999). 20-0150 * Amends a contract with Kronos, Incorporated by adding Resolution $394,953.73 for a new total of $1,144,953.73 and five years for a new end date of 12-31-24 for the continual cloud hosting and support of the Telestaff scheduling application supporting the Denver Sheriff’s Department (TECHS-202053260). 20-0151 * Amends a contract with Kronos, Incorporated by adding Resolution $1,032,035.24 for a new total of $7,070,986.89 and five years for a new end date of 12-31-24 for the continual support of the Telestaff scheduling application and maintenance of related time keeping equipment used by the Denver Police and Fire Departments (TECHS-202053250).
