DEPARTMENTAL MATTERS IN THE REGULAR COURSE OF BUSINESS: Arts & Venues * Approves a revenue contract with Visible Services LLC for Resolution $1,077,421 and through 4-30-22 for sponsorship for cellular services at the Denver Coliseum and Red Rocks Amphitheatre (THTRS-201953078). Community Planning and Development * Temporarily amends Section 30-6(1) of Article I, Chapter Bill 30 (Landmark Preservation) of the Denver Revised Municipal Code for the period of June 19 through August 2, 2020, to postpone certain actions and toll certain time limits within the article. Denver Economic Development and Opportunity * Amends a loan agreement with Rocky Mountain Public Resolution Media to allow for a change of collateral from a 2900 Welton Street property to a secondary position at the soon to be completed 2100 Arapahoe Street property, allowing the 2900 Welton Street property to be sold to a community-based nonprofit organization providing childcare and early childhood education. No change to agreement amount or duration (202054620-02). Department of Housing Stability * Amends a loan agreement with ECLT Inca Commons LLC to Resolution revise the deadline for disbursement of funds from 3-30-20 to 9-30-20 regarding a 92-unit condominium development located in the Lincoln Park neighborhood in Council District 3. No change to agreement amount or Mayor-Council Meeting Tuesday, June 2, 2020 Page 2 duration (OEDEV-201951256). Department of Public Health and Environment * Approves a grant agreement with the U.S. Department of Resolution Health and Human Services, Health Resources and Services Administration for $540,961 and for one year for COVID-19 response activities including emergency financial assistance, housing services, outpatient ambulatory health, food assistance and behavioral health services for individuals living with HIV/AIDS, citywide (ENVHL-202054544-00). Department of Transportation and Infrastructure * Approves a contract with Gerald H. Phipps, Inc. for Resolution $45,000,000 and for three years to provide Construction Manager / General Contractor (CM/GC) services for renovation of the Denver Public Library, Central Library including addressing significant safety and security issues, correcting deferred maintenance and reconfiguring the building to allow for modern library programs, services and resources as part of the Elevate Denver Bond program, in Council District 10 (202053365). General Services * Amends a contract with Liquidity Services Operations LLC, Resolution doing business as GovDeals, by adding five years for a new end date of 7-31-25 and amending the scope of work by adding additional required contract language to a revenue agreement for an online auction software platform and a customer base for use by the City to auction various surplus property (GENRL-201523038-01; GENRL-202054366-01). Office of Human Resources * Amends a contract with Skillsoft Corporation by adding Resolution $501,034.67 for a new total of $2,396,549.96 and three years for a new end date of 5-29-23 to provide third party training content for City employees (201310840; 20254443). Mayor-Council Meeting Tuesday, June 2, 2020 Page 3 Parks and Recreation * Approves a contract with Colorado Designscapes, Inc. for Resolution $1,000,000 and through 10-31-22 for on-call golf course restoration, repair, and improvement services (non-construction) for Denver golf courses, citywide (201952405). Safety * A resolution approving a proposed Master Terms & Resolution Conditions - Government agreement between the City and County of Denver and LexisNexis Risk Solutions FL Inc. for data products, data applications and other related services. Approves a contract with LexisNexis Risk Solutions FL Inc. for $750,000 and for five years to provide on-call investigative database access for City agencies (SAFTY-201952993). II.
