Climate Action, Sustainability and Resiliency Jonathan Rogers & Jan Keleher 21-1319 Approves master operator agreement with McKinstry Resolution Essention, LLC for $26,000,000 and through 11-1-46 for the design, development, construction, operation, and maintenance of community solar photovoltaic generating facilities and electric vehicle chargers owned by the City as part of the Renewable Denver Community Solar initiative (CASR-202160403-00). 21-1358 Approves a contract with the Colorado Coalition for the Resolution Homeless for $923,203 and through 6-1-23 for reimbursement of certain costs incurred for the full electrification of the Forum Apartments, located at 250 West 14th Avenue in Council District 10, under the Steam to Electric Conversion Incentive Program (CASR-202160641-00). Community Planning and Development Andrew Webb, Libbie Adams, Brad Johnson, Abe Barge & Chris Nevitt 21-1321 Approves a legislative map amendment to rezone multiple Bill properties from E-SU-Dx to E-SU-D1x, located in the East Colfax neighborhood in Council Districts 5 and 8. Department of Public Health and Environment Meggan Parezo & Will Fenton 21-1219 Approves the 2022 Denver Health and Hospital Authority Bill operating agreement (ENVHL-202160644). Department of Transportation and Infrastructure Jason Gallardo 21-1350 * Approves a subdivision plat for Pena Station Filing No. 3, Resolution located between East 62nd Avenue and East 63rd Avenue, and North Waco Street and North Yampa Street in Council District 11. 21-1351 * Approves a subdivision plat for Central Parking Filing No. Resolution 60, located between East 39th Avenue and I-70, and North Ulster Street and North Central Park Boulevard in Council District 8. 21-1354 * Vacates a portion of an alley bounded by East 16th Avenue Bill and East Colfax Avenue, and North Valentia Street and North Verbena Street, without reservations in Council District 8. Finance Kiki Turner 21-1212 * Establishes a new capital improvement fund, 34804 Bill Climate Protection Capital Projects, within the Capital Mayor-Council Meeting Tuesday, November 16, 2021 Page 3 Improvement and Capital Maintenance Fund Series for expenditures related to planning, design, and construction of capital improvements for climate action, sustainability, and resiliency projects. 21-1213 * Approves a rescission and an appropriation in the Climate Bill Protection Fund to transfer $18,000,000 from the Climate Protection Fund to the Climate Protection Capital Projects Fund, and appropriates the transferred amount to be utilized for capital improvements associated with the Renewable Denver Community Solar initiative. 21-1334 Approves two separate First Amended and Restated Service Bill Plans for the Title 32 districts, West Globeville Metropolitan District No. 1 and West Globeville Metropolitan District No. 2 in Council District 9. 21-1352 Approves a cooperation agreement with the Denver Urban Bill Renewal Authority for the Fox Park Urban Redevelopment Area to establish, among other matters, the parameters for tax increment financing with incremental sales and property taxes in Council District 9. 21-1353 Approves the Fox Park Urban Redevelopment Plan Bill authorizing the creation of an Urban Redevelopment Area and sales and property tax increment areas in Council District 9. 21-1355 * Grants a non-exclusive easement with Arapahoe County for Bill $10 to relocate their stormwater and sanitary sewer along with related purposes along a portion of South Cherry Creek Drive in Council District 6 (FINAN-202160416). Fire Adriana Lara 21-1320 * Approves a grant agreement with the Federal Emergency Resolution Management Agency (FEMA) for $2,361,100 and through 9-7-23 for the Assistance to Firefighters Grant to purchase Self-Contained Breathing Apparatus (SCBA) equipment (FIRES-202160367). Human Rights and Community Partnerships Mayor-Council Meeting Tuesday, November 16, 2021 Page 4 Jay Salas & Wil Alston 21-1326 * Amends a contract with NEWSED Community Development Resolution Corps. by adding $330,000 for a new total of $737,500 to identify Minority & Women owned Business Enterprises (MWBE) who need financial support in the form of a grant due to the loss of business brought on by COVID-19 and its related effects. No change to contract duration (HRCRS-202160922). 21-1327 * Approves a contract with Energy Outreach Colorado for Resolution $2,400,000 and through 12-31-24 to provide energy efficiency services to Denver nonprofits and low-income Denver residents (HRCRS-202160569). 21-1328 * Approves a contract with Energy Resource Center for Resolution $1,050,000 and through 12-31-24 to conduct weatherization services via comprehensive energy audits and home energy improvements to low-income Denver residents (HRCRS-202160568). 21-1329 * Approves a contract with Groundwork Denver, Inc. for Resolution $1,080,000 and through 12-31-24 to provide outreach, energy audits, energy efficiency measures, and client education to low-income and harder to reach Denver residents (HRCRS-202160501). 21-1330 * Approves a contract with Year One, Inc., doing business as Resolution Mile High Youth Corps, for $570,000 and through 12-31-24 for the Energy and Water Conservation Program (E&W) to employ young adults (Corpsmembers), ages 18-24, to provide free in-home energy and water audits and upgrades to low- income residents (HRCRS-202160510).
