DEPARTMENTAL MATTERS IN THE REGULAR COURSE OF BUSINESS: Arts & Venues Tad Bowman & Michael Yu 22-1245 Amends a contract with Aramark Management Services Resolution Limited Partnership by adding $34,000,000 for a new total of $64,000,000 to address increased labor costs and an increase in the number of events for facilities and janitorial services in various City venues including the Denver Performing Arts Complex, the Denver Coliseum, McNichols Civic Center Building, and Red Rocks Amphitheatre. City Council Luke Palmisano 22-1408 For an ordinance concerning a moratorium on development Bill on parcels containing mobile home parks. Community Planning and Development Jill Jennings Golich 22-1355 Amends Chapter 27 of the Denver Revised Municipal Code Bill to extend the date by which applicable legacy projects must obtain the required building permit from 12-31-2022 to 6-16-2023, allowing Community Planning and Development the additional time required to review all applicable legacy plans submitted prior to the passage of Expanding Housing Affordability. Department of Housing Stability Sabrina Allie 22-1368 * Approves a grant agreement with the United States Resolution Department of Housing and Urban Development (HUD) for $2,000,000 and through 8-31-2030 to assist with acquiring the Stay Inn Hotel in Council District 8, which Mayor-Council Meeting Tuesday, November 8, 2022 Page 2 will be converted to and operated as permanent supportive housing for people experiencing homelessness (HOST-202265081). 22-1369 Approves a grant agreement with The Fax East Colfax Resolution Redevelopment, LLC for $983,456 and through 3-30-2023, and with a 60-year covenant, to help fund acquisition and renovation of the Sand & Sage Motel and Westerner Motel, which will operate temporarily as non-congregate shelter and will ultimately be redeveloped into affordable housing in Council district 8 (HOST-202265304). Department of Public Health and Environment Will Fenton & Dave Wilmoth 22-1363 * Approves a grant agreement with the United States Resolution Environmental Protection Agency for $500,000 and through 6-30-2025 to implement the Boulevard Brownfield Initiative (BBI), which includes conducting environmental site assessments and cleanup planning activities with applicable partners along a 6.5-mile stretch of the Federal Boulevard corridor in council districts 2, 3 and 7 (ESEQD-202265007). 22-1372 * Amends an intergovernmental agreement with Denver Bill Health & Hospital Authority by adding one year for a new end date of 12-31-2023 for continued medical and public health care preparedness, response and recovery capabilities as part of the Emergency Preparedness Program, including case investigation, contact tracing, and testing for the City’s COVID-19 response, citywide. Finance Kiki Turner 22-1373 Approves the 27th and Larimer Urban Redevelopment Plan Bill authorizing the creation of an Urban Redevelopment Area and property tax and sales tax increment areas in Council District 9. 22-1374 Approves a cooperation agreement with the Denver Urban Bill Renewal Authority for the 27th and Larimer Property Tax Increment Area and Sales Tax Increment Area to establish, among other matters, the parameters for tax increment financing with incremental property and sales taxes in Council District 9. Office of Human Resources Heather Britton, Susan O-Neill, Blair Malloy, Conor Wildt & Greg Thress 22-1356 Amends Chapter 18 of the Denver Revised Municipal Code Bill to grant the Career Service Board the authority to create and implement the Care Hours program for officers and employees of the city as an alternative to the Colorado “Paid Family and Medical Leave Insurance Act” pursuant to C.R.S. § 8-13.3-522(1). 22-1357 * Amends the classification and pay plan by changing the Bill pay grade and ranges for the 911 Emergency Communication Technicians, 911 Dispatch Support Specialist, 911 Police Dispatchers, and the 911 Emergency Communication Supervisor. 22-1358 * Amends the classification and pay plan by changing the Bill pay grade and range for City Council Aide and City Council Aide Senior. 22-1359 * Amends the classification and pay plan by creating five Bill new bilingual Social Case Worker classifications as well as changing the pay grade of Social Case Worker series and Therapists (Licensed, Supervisor, and Unlicensed). 22-1360 * Amends the classification and pay plan by creating two Bill classifications called Victim Advocate II and Victim Advocate Lead, revising the title of Victim Advocate to Victim Advocate I to encompass the duties of Victim Advocate and Victim Specialist, abolishing the Victim Specialist job classification, and changing the pay grade of the Victim Advocate I classification. Mayor-Council Meeting Tuesday, November 8, 2022 Page 6 22-1361 * Amends the classification and pay plan by creating four Bill new classifications called Environmental Public Health Technician (I, II, III, and Supervisor), as well as changing the pay grade of Veterinary Technicians (Apprentice, Non-Certified, and Certified), and abolishing the Animal Care (Attendant and Supervisor) and Animal Shelter (Assistant and Administrative Support Supervisor) classifications. 22-1362 * Amends the classification and pay plan by changing the Bill pay grade and range for all manager and higher-level classifications by one pay grade. Safety Laura Wachter & Patrick Hedrick 22-1370 * Amends Chapter 42 of the Denver Revised Municipal Code Bill establishing salaries and benefits for command staff in the Denver Police Department for 2023 through 2025 in accordance with the approved collective bargaining agreement. 22-1371 * Amends an intergovernmental agreement with the State of Bill Colorado Department of Human Services, Division of Youth Services by adding $33,612 for a new total of $1,633,190.17 for a cost-of-living adjustment for detention screening and pre-trial release services for youth in the 2nd Judicial District.
