Clayton Trust by adding $48,654 for a new total of $2,199,784 for cost-of-living adjustments (COLA) and quality improvement activities for the Head Start and Early Head Start services provided to children and their families in Council Districts 3, 7, 8 and 11. Community Planning and Development Courtney Levingston 22-1430 Approves the Park Hill Golf Course Area Plan, as part of Bill the City’s Comprehensive Plan. Denver International Airport Carolina Flores & Tim Marquez 22-1440 * Approves a contract with Southland Contracting, Inc. for Resolution $69,969,450 and 535 days for the construction of the West Gates Deicing and Industrial Waste Pond Expansion project, which will provide appropriately sized storage ponds, tanks and conveyance systems for waste stormwater and expended deicing fluid (202263079). 22-1441 * Approves a contract with Mead & Hunt, Inc. for Resolution $25,000,000 and 3 years, plus 2 one-year options to extend, to provide professional services for commissioning and quality assurances, including working on task-based projects through definition, design, construction, close out, and occupancy at Denver International Airport in Council District 11 (202264253). Department of Public Health and Environment Will Fenton & Tien Tong 22-1431 * Amends a contract with The Empowerment Program, Inc. Resolution by adding $403,160 for a new total of $1,458,138 and one year for a new end date of 6-30-2023 to continue diverting people with behavioral health issues into intensive case management in lieu of arrest for low level crimes as part of the Law Enforcement Assisted Diversion (LEAD) Program, citywide (ENVHL-202158938/ ENVHL-202264538-05). Department of Transportation and Infrastructure Jason Gallardo 22-1365 * Approves a contract with SEMA Construction, Inc. for Resolution $17,322,926.90 and one year to complete preventative maintenance construction on certain bridges along Speer Boulevard in Council District 9, as part of the Elevate Denver Bond program (202264383). 22-1433 * Amends a contract with Parsons Transportation Group, Inc. Resolution by adding $1,000,000 for a new contract total of $4,000,000 and 2 years for a new end date of 10-31-2024 to continue providing on-call multimodal design services to complete the Community Transportation Network bikeway projects in Council Districts 1, 2, 3, 7 and 9 (201952151-01/ DOTI-202265325). 22-1434 * Amends a contract with David Evans and Associates, Inc. Mayor-Council Meeting Tuesday, November 15, 2022 Page 5 22-1428 Approves the 2023 Annual Plan and Operating Budget and Bill amends the 2022 Operating Budget for the Denver Tourism Improvement District, citywide. 22-1442 * Amends Ordinance No. 1289, Series of 2021, for the Bill “Small Business Investment” Special Revenue Fund to update language to ensure the appropriation can be adjusted to reflect revenue received in the prior year, and to change the name of the Special Revenue Fund to the “Malone Fund”. 22-1443 * Authorizes Denver Human Services to make cash transfers, Bill rescissions, and appropriations to zero the balances and close the following special revenue funds for accounting purposes: 13005, 13017, 13302, 13303, 13305, 13306, 13307. 22-1444 * Authorizes amending ordinance 898, series of 2022 to Bill change the name of the “Volume-Based Pricing” Fund, Fund No. 11886, to the “Volume-Based Trash Pricing” Fund to better align the fund name to its specific purpose. 22-1445 * Establishes the “Denver Retail Attraction” Special Revenue Bill Fund in the Economic Opportunity Special Revenue Fund Series. 22-1446 * Approves the 2023 Annual Appropriation Ordinance (Long Bill Bill). 22-1447 * Approves a revocable Access & Use License Bill intergovernmental agreement between Denver Parks and Recreation (DPR) and the City of Aurora, granting Aurora the right to install, maintain and operate an underground sanitary sewer interceptor line and related facilities through DPR parks and open spaces in the vicinity of First Creek in Green Valley Ranch in Council District 11 (PARKS-202263367). 22-1448 * Amends a revocable license with Colorado Village Resolution Collaborative by adding $20 for a new total of $30 and one year for a new end date of 12-9-2023, with two six-month options to extend, to lease a portion of the parking lot at Mayor-Council Meeting Tuesday, November 15, 2022 Page 6 the Eastside Human Services building at 3815 North Steele Street in Council District 9 for a Safe Outdoor Space site (FINAN-202161043/ FINAN-202161043-01). 22-1450 Amends Ordinance No. 591, Series of 2021, as previously Bill amended by Ordinance No. 706, Series of 2021, Ordinance No. 1145, Series of 2021, Ordinance No. 1192, Series of 2021, Ordinance No. 374, Series of 2022, and Ordinance No. 969, Series of 2022, to allocate a total of $149.3M in spending in the American Rescue Plan Act (ARPA) Grant Fund, including an additional $8.4M in the “Revenue Loss” category; $138.5M in the “Recovery” category; and $3.0M in the Administration spending category; and to reduce the allocation in the Premium Pay Category to re-allocate dollars to the Revenue Loss Category; and to authorize capital equipment purchase.
