DEPARTMENTAL MATTERS IN THE REGULAR COURSE OF BUSINESS: Children's Affairs Terra Swazer 23-0385 * Approves a contract with La Raza Services, Inc., doing Resolution business as Servicios de la Raza, Inc., for $1,000,000 and through 12-31-2024 to expand behavioral health services for approximately 200 youth ages 11-25 by hiring four new staff positions to support youth behavioral health services and providing counseling, mental wellness, and other wrap-around programming, citywide (MOEAI-202367315). City Council Luke Palmisano 23-0391 * Approves the joint Mayoral-City Council appointment of Resolution Tymesha Watkins to the Citizen Oversight Board. Community Planning and Development Alek Miller & Abigail Christman 23-0374 Approves a Denver Zoning Code text amendment to create Bill new administrative adjustment and variance procedures. 23-0375 Amends Chapter 59 of the Denver Revised Municipal Code Bill to allow properties that retain zoning designation under Former Chapter 59 or that need to comply with state or federal law, access to the text amendment approved in CB23-0374. 23-0384 Approves an individual landmark designation for a Bill structure located at 602 South Harrison Lane in Council District 10. Denver Economic Development and Opportunity Derrick Watson & Dana Williams Mayor-Council Meeting Tuesday, April 18, 2023 Page 2 23-0387 Amends Chapter 28 of the Denver Revised Municipal Code Bill by adding a new Article XI Workforce Development Requirements in City Construction to create the Denver Construction Careers Program to address construction labor shortages through apprenticeship training requirements and employment opportunities for people living in economically disadvantaged areas or experiencing economic disadvantage. 23-0388 * Approves an intergovernmental agreement with Denver Bill Public Schools for $1,500,000 and through 12-31-2023 to administer the Denver Youth Employment Program to provide customized workforce development services, including year-round programming and summer internships for approximately 375 eligible Denver youth, citywide (OEDEV-202366654-00). Denver International Airport Carolina Flores 23-0379 * Approves a contract with IHC Scott, Inc. for $ Resolution 4,161,905.20 and one hundred twenty-three (123) consecutive calendar days to support airfield construction, including repairs and improvements to pavement of taxiways, airfield lighting, and new drainage systems, located at Denver International Airport in Council District 11 (PLANE-202266065). Denver Public Library Melissa Bordwine 23-0386 * Approves a contract with Recollect USA, Inc. for Resolution $1,500,000 and through 3-31-2028 to improve and expand the digital asset management system for the Denver Public Library, citywide (BOOKS-202366356). Department of Housing Stability Sabrina Allie 23-0372 * Amends an intergovernmental agreement with Denver Bill Urban Renewal Authority by adding $30,000 for a new Mayor-Council Meeting Tuesday, April 18, 2023 Page 3 total of $705,000 and one year for a new end date of 12-31-2023 to continue operating the Rental/Homeowner Access & Modification program (RHAMP), which helps remove architectural and accessibility barriers for income-qualified persons in their owner-occupied or rental unit, citywide (HOST-202057135-02/ HOST-202366394-02). Department of Transportation and Infrastructure Jason Gallardo 23-0373 Amends Chapter 54 of the Denver Revised Municipal Code Bill to create new curbside and parking enforcement mechanisms to address emerging safety and space management issues, citywide. 23-0376 * Amends a contract with Container Pros, LLC by adding Resolution $1,305,146.08 for a new total of $1,761,298.76 and 8 months for a new end date of 12-31-2023 to continue supporting the volume-based trash pricing program by exchanging trash carts citywide to match each households’ requested cart size, as well as continue to deliver curbside compost carts and kitchen counter compost pails (202265382-02/ 202367311-02). 23-0380 * Approves a grant agreement with the Colorado Department Resolution of Transportation (CDOT) for $21,800,000, which includes a city match of $2,440,000 and through 12-12-2032 to make safety and multi-modal improvements to Buchtel Boulevard from University to Colorado Boulevards in Council District 6 (202366924). Finance Courtney Meihls 23-0377 * Grants the authority to acquire through negotiated Bill purchase or condemnation of all or any portion of any property interest as needed in support of the 48th Avenue Greenway Outfall Project, including easement interests, access rights, improvements, buildings, fixtures, licenses, permits and other appurtenances, located at 48th Avenue from Emerson Street to Washington Street in Council Mayor-Council Meeting Tuesday, April 18, 2023 Page 4 District 9. 23-0378 * Grants the authority to acquire through negotiated Bill purchase or condemnation of all or any portion of any property interest as needed in support of the Globeville Levee Improvements Project, including easement interests, access rights, improvements, buildings, fixtures, licenses, permits and other appurtenances, located along the west bank of the South Platte River from East 50th Avenue to North of Westbound I-70 in Council District 9. 23-0382 * Approves a lease agreement with Una Mano Una Esperanza Resolution for $10 and through 3-31-2026 to operate the facility, provide communal space and partner with community organizations to develop and provide resources in alignment with community needs at the Westwood Community Center, located at 1000 South Lowell Boulevard in Council District 3 (FINAN-202366410-00). Human Services Justin Sykes & Michael Romero 23-0383 * Amends a purchase order with CLNC Enterprises, LLC, Resolution doing business as La Machaca, by adding $775,000 for a new total of $3,455,000 and 3 months for a new end date of 5-31-2023 to provide meals for guests staying at emergency shelters serving migrants while a new procurement process is completed, citywide (PO-00124808). Parks and Recreation Jesús Orrantia 23-0389 * Approves a revenue sharing agreement with TeamFun, Inc. Resolution for $20,000 in guaranteed annual minimum payment, plus 11.5% of revenue above that amount and through 3-8-2026 to provide concession services at Washington Park in Council District 6 and City Park in Council District 9 (202367187). 23-0390 * Approves a revenue sharing license agreement with Resolution SkiEcho, LLC for a site fee of $125 per week plus 11% of Mayor-Council Meeting Tuesday, April 18, 2023 Page 5 monthly revenue and through 12-31-2023, plus two 1-year options to extend, to operate a mobile food truck serving park visitors during the temporary closure of Echo Lake Lodge (PARKS-202266017). Technology Services Joe Saporito 23-0381 * Amends a contract with SailPoint Technologies, Inc. by Resolution adding $1,261,000 for a new total of $3,271,572.14 and 3 years for a new end date of 12-15-2027 to continue supporting the city’s Identity and Access Management (IAM) program management, as part of the city’s cybersecurity strategy, citywide (TECHS-201952801-01/ TECHS-202367134-01).
