DEPARTMENTAL MATTERS IN THE REGULAR COURSE OF BUSINESS: City Council Luke Palmisano 23-0428 An ordinance amending Article IV, Chapter 11 of the Bill revised municipal code, regarding the Denver College Affordability Fund. Community Planning and Development Libby Kaiser, Josh Palmeri & Jill Jennings Golich 23-0412 Approves a Denver Zoning Code text amendment to Article Bill 11 pertaining to Temporary Tiny Home Villages, to add an allowed use of temporary managed campsites, also known as Safe Outdoor Spaces, to rename the pertinent section to Temporary Managed Community, and to update associated definitions, use tables, regulations, and articles. 23-0413 Amends Chapter 59 of the Denver Revised Municipal Code Bill to allow Former Chapter 59 properties to use regulations provided by the Denver Zoning Code text amendment for Temporary Managed Communities, as provided in CB23-0412. 23-0414 Amends Chapter 35 of the Denver Revised Municipal Code Bill to clarify that a trailer park does not include a Temporary Managed Community, as provided in CB23-0412. 23-0415 Approves a Denver Zoning Code text amendment to create Bill context-specific zone districts and regulations for accessory dwelling units (ADUs). 23-0416 Amends Chapter 59 of the Denver Revised Municipal Code Bill to allow Former Chapter 59 properties to access additional flexibility provided by the Denver Zoning Code amendment for accessory dwelling units (ADUs), as provided in CB23-0415. Mayor-Council Meeting Tuesday, April 25, 2023 Page 2 23-0421 Amends section 2 of Ordinance No. 0424, series 2022 to Bill extend the deadlines by which an applicant must obtain approval of a site development plan in order to be exempt from the requirements in CB22-0424. 23-0422 Amends section 4 of Ordinance No. 0426, Series 2022 to Bill extend the deadlines by which an applicant must obtain approval of a site development plan to be exempt from the requirements in CB22-0426, increase the required number of times that Community Planning and Development must provide the applicable report to City Council and extend the final deadline for the report. Denver International Airport Carolina Flores 23-0418 * Amends a use and lease agreement with Aerovias de Resolution Mexico S.A. de C.V. to increase the square feet of space leased and change the location of leased space to support airline operations, located at Denver International Airport in Council District 11. No change to agreement duration (PLANE-202255425/ PLANE - 202266117-02). Department of Housing Stability Sabrina Allie 23-0402 Approves a loan agreement with Unita Senior Apartments, Resolution LLLP for $1,250,000 and 30 years to support a 50-unit income-restricted senior housing development known as St. Stephens, located at 2189 North Valentia Street in Council District 8 (HOST-202367525). Department of Transportation and Infrastructure Jason Gallardo 23-0400 * Approves a contract with Brannan Sand and Gravel Resolution Company, L.L.C. for $2,607,987.50 and 250 days for approximately 30 miles of annual street maintenance, including roto-mill and asphalt overlay, citywide (202366351). 23-0404 * Dedicates a parcel of land as West 16th Avenue, located at Resolution the intersection of West 16th Avenue and North Yates Mayor-Council Meeting Tuesday, April 25, 2023 Page 3 Street in Council District 1. 23-0405 * Grants a revocable permit, subject to certain terms and Resolution conditions, to Osceola Stop Townhomes LLC, their successors and assigns, to encroach into the right-of-way with approximately 51 feet of railing at 1300 North Osceola Street in Council District 3. 23-0406 * Grants a revocable permit, subject to certain terms and Resolution conditions, to Paradise Investment Properties LLC, their successors and assigns, to encroach into the right-of-way with a three-story below grade parking structure, located at 1300 Walnut Street in Council District 9. 23-0407 * Grants a revocable permit, subject to certain terms and Resolution conditions, to CP VII 2800 Speer, LLC, their successors and assigns, to encroach into the right-of-way with two, twelve-inch storm sewer pipes of 119 feet each and a four-foot diameter manhole, located at 2801 Firth Court in Council District 1. 23-0408 * Relinquishes a portion of the easement established in Bill Tower Farms Subdivision Filing No. 1, Recordation Number 2022025118, located at North Tower Road and East 56th Avenue in Council District 11. 23-0409 * Approves an intergovernmental agreement with the Bill Downtown Denver Business Improvement District for $4,000,000 and through 5-31-2028 to purchase fixtures, furniture, and equipment on an as needed basis for the 16th Street Mall Reconstruction Project in Council District 9. 23-0410 * Amends a contract with Samsara Inc. to add $157,752 for Resolution a new contract total of $4,937,197.89 to provide telematics solutions for an additional 100 vehicles to support fleet management operations, citywide. No change to contract duration (DOTI-202055321-03/ DOTI-202367151-03). 23-0417 * Grants a revocable permit, subject to certain terms and Bill conditions, to Loretto Heights Metropolitan District No. 1, Mayor-Council Meeting Tuesday, April 25, 2023 Page 4 their successors and assigns, to encroach into the right-of-way with approximately 103 linear feet of private sanitary sewer at 3001 South Federal Boulevard in Council District 2. Finance Courtney Meihls, Josh Rosenblum & Lisa Lumley 23-0396 * Grants the authority to acquire through negotiated Bill purchase or condemnation of all or any portion of any property interest as needed in support of the Elevate Denver Bond Sidewalk Gap Program, including easement interests, access rights, improvements, buildings, fixtures, licenses, permits and other appurtenances, located at the northeast corner of Federal Boulevard and West 45th Avenue in Council District 1, and North Newton Street between West 12th Avenue and West 13th Avenue in Council District 3. 23-0397 * Grants the authority to acquire through negotiated Bill purchase or condemnation of all or any portion of any property interest as needed in support of the Elevate Denver Bond Sidewalk Gap Program, including easement interests, access rights, improvements, buildings, fixtures, licenses, permits and other appurtenances, located between South Dayton Street and South Akron Street, along East Girard Avenue in Council District 4. 23-0411 * Approves a lease agreement with The Denver Center for Resolution the Performing Arts (DCPA) for $10 and through 1-31-2026 for use of the Garner Galleria Theatre, located at 1385 Curtis Street in Council District 9, while the city works with DCPA to make facility improvements (FINAN-202367175-00). 23-0419 * Establishes the Climate Federal Capital Projects Fund Bill (34805) in the Capital Improvements and Capital Maintenance Fund Series. 23-0420 * Establishes the Climate Federal Revenue Special Revenue Bill Fund (11889) in General Government Special Revenue Fund Series. National Western Center Michael Bouchard 23-0424 * Amends a contract with Merrick & Company by adding one Resolution year for a new end date of 4-14-2024 to continue providing horizontal design and project management services in support of the National Western Center Program in Council District 9. No change to contract amount (PWADM-201840729/ DOTI-202367001-01). 23-0425 * Amends a contract with Hensel Phelps Construction Resolution Company by adding two years for a new end date of 5-14-2025 and by changing the billing structure to align with the remaining volume of work to continue providing horizontal construction management services for the National Western Center Program, located in Council District 9.
