shows, public shows, and entertainment events

23-0575 * Approves a contract with the Colorado Statewide Parent
Resolution Coalition (CSPC), for $500,000 in American Rescue Plan Act
funds and through 12-31-2024 to support Family, Friends,
Neighbors (FFN) early childhood educators and providers
serving immigrant and refugee communities, communities
of color, and children with special needs, citywide
(MOEAI-202367318).
23-0598 * Approves a contract with LifeLine, Inc. for $508,300 in
Resolution American Rescue Plan Act funds and through 12-31-2024 to
provide initial support to deliver youth violence prevention
programming and services at the Youth Empowerment
Center, located at 1240 West Bayaud Avenue in Council

Resolution add required FEMA language to the contract to seek
reimbursement for service-related costs associated with the

23-0588 Approves a performance loan agreement with Renewal
Resolution Village Housing Corporation for $10,420,331 and 60 years
to support 108 supportive housing units and 107
non-congregate shelter units with common amenities at the
former Clarion Hotel, now Renewal Village, located at 200
West 48th Avenue in Council District 9 (HOST-202366697).

23-0581 * Amends a contract with Analytics and Insights Matter, LLC
Resolution by adding $19,890 for a new total of $818,841 and 6
months for a new end date of 12-31-2023 to add a
Spanish-language evaluation component to the existing
campaign working to reduce stigma that is related to
behavioral health conditions, citywide

23-0582 * Approves a grant agreement with the Colorado Department
Resolution of Public Health & Environment for $633,209 and through

Bill PB001 - NWC Triangle Project fund to Capital Program

Western Center campus in Council District 9.

23-0584 * Declares the intent of the City and County of Denver,
Resolution Colorado to use its best efforts to issue housing revenue
bonds or mortgage credit certificates to provide financing of
residential facilities for low- and middle-income families or
persons; approving the delegation and assignment of
private activity bond volume cap allocation to the Colorado
Housing and Finance Authority for the St. Francis Center
West project , a 60-unit affordable multifamily apartment
project, located at 211 North Federal Boulevard in Council
District 3; prescribing certain terms and conditions of such
bonds and certificates; and containing other provisions
relating to the proposed issuance of such bonds and
certificates.
23-0585 * Approves a license agreement with Dish Wireless Holding
Resolution L.L.C. for $467,726.28 and through 4-30-2033 to allow the
licensee to mount a television antenna on the Denver Fire
Department tower, located at 4800 North Himalaya Road in
Council District 11 (FINAN 202367429-00).
23-0587 * Rescinds $30,000 from Council District 4’s 2023 General
Bill Fund appropriation, authorizes an appropriation to transfer
cash to the Capital Improvement and Capital Maintenance
Fund, and makes an appropriation for the Southeast
Skatepark Visioning Project.
23-0589 Approves a lease agreement with BOP Republic Plaza I LLC
Resolution for $49,919,154.66 and through 12-31-2036 for the District
Attorney’s Office to use approximately 73,924 square feet
of office space at 370 17th Street in Council District 9
(FINAN 202368122-00).
23-0590 * Approves a purchase order with Colorado Hospitality
Resolution Services Inc. for $7,730,000 and through 6-30-2023 for
hotel rooms at multiple locations in support of sheltering
migrants arriving from the southern border since January
2023.

23-0573 Approves a cooperation agreement with the National
Resolution Western Center Authority for $5,000,000 and through
12-31-2025 to fund, develop and manage a procurement
and development process for the National Western Center’s
equestrian center and potential hotel on the National
Western Center campus located in Council District 9

23-0576 Approves a non-financial intergovernmental agreement with
Bill the Evergreen Metropolitan District (EMD) for 50 years to
set forth and clarify rights, obligations and responsibilities
of both parties as it relates to Evergreen Lake and Dam

23-0577 Approves an intergovernmental agreement with the
Bill Evergreen Park and Recreation District (EPRD) for 50 years
for EPRD’s use of a portion of Dedisse Park including
Evergreen Lake for recreational activities and programs
(202263452).

Resolution Criminal Justice for $627,005 and through 6-30-2024 for a
