Minutes Safety, Housing, Education & Homelessness Committee Committee Members: López, Chair; Kashmann, Vice-Chair; Flynn; Gilmore; Kniech; New Committee Staff: Debra Bartleson Wednesday, June 7, 2017, 10:30 AM City & County Building, Room 391 Attendance Present: 6- López, Kashmann, Flynn, Gilmore, New, Brooks Absent: 1- Kniech Action Items 17-0628 Approves a $720,000 loan agreement with Lowry Affordable Housing Partners, LLC, in HOME funds from the U.S. Department of Housing and Urban Development structured as a cash flow loan to provide construction and permanent financing on a 72-unit affordable rental housing project at 6756 E. Archer Drive in Council District 5. Julie Stern, Office of Economic Development, and representatives from Denver Housing and Volunteers of American presented the proposed loan agreement for affordable housing and answered questions from Councilmembers. A motion offered by New, duly seconded by Councilmember Kashman that Resolution 17-0628 be approved for filing was approved by the following vote:. Aye: 6- López, Kashmann, Flynn, Gilmore, New, Brooks Nay: 0 Absent: 1- Kniech 17-0654 Amends a loan agreement with the Denver Housing Authority (DHA) to enable a lot adjustment that releases 6,000 square feet from the Deed of Trust to enable DHA to build a new headquarters and required parking, in exchange for early repayment of the loan, located at 1095 Osage Street in Council District 3 (OEDEV-201100871). A motion offered by Brooks, duly seconded by Councilmember New, that Resolution 17-0654 be approved for filing. The motion carried by the following vote: Aye: 6- López, Kashmann, Flynn, Gilmore, New, Brooks Nay: 0 Absent: 1- Kniech Presentations 17-0636 Briefing: Denver Preschool Program Annual Report Erin Brown, Executive Director, Dionne Williams, Deputy Director, Dr. Lisa Piscopo, Deputy Director for Policy and Research, Office of Children's Affairs discussed their work and distributed a data book. Jennifer Landrum, Executive Director, Denver Preschool Program, presented the agency's annual report. Consent Items Below are items that were approved on the Committee's consent agenda today. 17-0507 Approves a $990,000 contract with Jewish Family Services of Colorado for case management and support for individuals and families in the Temporary Assistance for Needy Families (TANF) program. This Resolution 17-0507 was approved by consent. 17-0637 Approves the Mayoral reappointments of Jody Bouffard, Dawn Crosswhite, and Jeremiah Whitehead, and the appointments of Riley Cable, Elizabeth Jaenicke, and Michael Taylor to the Denver Latino Bisexual Gay Transgender Queer Commission for terms effective immediately and expiring 05-01-19. This Resolution 17-0637 was approved by consent. 17-0639 Approves the Mayoral appointments of Gemma Lockhart, Neal Meier, and City and County of Denver Page 2 Printed on 6/8/2017 Minutes Safety, Housing, Education & Homelessness Committee Wednesday, June 7, 2017 Leah Dawson to the Denver Commission for People with Disabilities for terms effective immediately and expiring on 9-30-19, or until successors are duly appointed. This Resolution 17-0639 was approved by consent. 17-0645 Adds $229,999.82 and one year to the Healthy and Active Communities Grant agreement with the Colorado Department of Public Health & Environment for a new total of $659,999.82 and end date of 6-30-18 to fund the Community Active Living Coalition and to develop policy, strategies, and best practices to increase access to physical activity and active transportation for children citywide (201522193-02). This Resolution 17-0645 was approved by consent. 17-0647 Approves a $1,124,665 contract with Colorado Health Network and Howard Dental Center for medical case management, mental health services, early intervention, emergency financial and housing assistance, and substance abuse assistance to individuals living with HIV/AIDS citywide (201734734-00). This Resolution 17-0647 was approved by consent. 17-0651 Adds $218,000 and one year to a contract with Mile High Montessori Early Learning Centers for a new total of $618,000 through 6-30-18 for short term child care at the Good Beginnings Child Care Center for certain Denver Department of Human Services clients (2015-22525-02).
