CALL TO ORDER & PLEDGE OF ALLEGANCE: Vice Chairman Green called the Public Works/Public Safety Committee to order on Tuesday, May 12, 2026, at 5:30 p.m. at the City Hall Annex Chambers, with the Pledge of Allegiance immediately following. 2. APPROVAL OF AGENDA: Motion to approve the agenda with no changes was made by Committee member Smith, with Committee member Weidenhamer providing the second. The motion passed 5-0. 4. APPROVAL OF MINUTES:  April 14, 2026 Motion to approve the minutes of the April 14, 2026 meeting was made by Committee member Ansley with Committee member Weidenhamer providing the second. The motion passed 5-0. 5. NEW BUSINESS: • Mr. Bodi presented the final group of roadways proposed for resurfacing and striping as part of the Fiscal Year 2026 paving program. • Proposed roadway projects include: o Gulf Shore Drive from Sandpiper Cove to the first cul-de-sac. o Airport Road eastern section from Airport Curve to U.S. Highway 98, including repaving and striping. o Misty Way. o North Lakeside Drive. o Driftwood Lane. o Driftwood Court. o Park Court. o Flamingo Drive. o Spring Lake Drive and associated cul-de-sacs. DRAFT 1 DRAFT o Elyse Lane. o Kent Lane. According to Mr. Bodi these projects would utilize nearly all remaining resurfacing funds for FY 2026 with about $3.4M left for the year. • Gulf Shore Drive and Airport Road were identified as the final two roads scheduled for resurfacing due to seasonal traffic concerns. o Mr. Bodi indicated paving would not begin during the summer season. o Construction is expected to begin after August or possibly after September. • Residential streets and collector roads will be repaved earlier in the schedule. • Public Works Mr. Bodi and the City Engineer will conduct on-site reviews to determine whether milling will be required on each roadway. • Mr. Bodi noted some locations would require full-depth roadway reclamation and repairs. o Those repairs are not included within the resurfacing contract amount. o Additional available funds will be used for localized full-depth repairs where necessary. • The work for stop bars and crosswalks on local roads will be completed by Public Works crews. • Total projected budget impact for the resurfacing program was estimated at approximately $3.1 million. • He reported approximately $3.4 million remains available in the paving budget for the fiscal year. • Mr. Bodi requested the committee’s recommendation to forward the resurfacing and striping package to the City Council for approval.  Discussion Regarding Linear Trail Project and Airport Road • Committee member Smith asked about the timeline for the Linear Trail project and whether Airport Road intersection improvements associated with that project would affect the resurfacing schedule. • Mr. Bodi explained: o Intersection improvements at Airport Road and Commons Drive primarily involve signal modifications and pedestrian crossing equipment. o The resurfacing project would not significantly impact those future improvements. o The Linear Trail-related intersection work is included in the City’s five-year CIP. o Construction is not anticipated until Fiscal Year 2028 or 2029. Motion by Committee member Tom Weidenhamer, seconded by Committee member Ansley, that the Committee recommend approval to engage the city's continuing services contractors to resurface & stripe the list of roadways as identified, including the adjustment modifications and forward to City Council for final approval & execution of work. DRAFT 2 DRAFT o Prior to the vote, Committee member Ansley requested clarification regarding modifications previously discussed at Spring Lake Drive and Beach Circle. • Mr. Bodi confirmed: o The recommendation includes replacement of the school zone beacon. o He explained that the Engineering dept. has evaluated it and determined that by narrowing the approximately 70-foot roadway opening to roughly 40 feet. would reduce pedestrian-vehicle conflict exposure by approximately 10 seconds. o The work primarily involves asphalt removal rather than additional paving. o The modification will be incorporated into the Spring Lake Drive resurfacing project. With no further discussion on the topic, Vice Chairman Green called for the vote and the motion passed with a unanimous vote of 5-0.  Vice Chairman Green - Airport Road Drainage Concerns • Vice Chairman Green raised concerns regarding substantial puddling and drainage issues along Airport Road. o Areas mentioned included the airport entrance and two locations on the south side of the roadway. o Standing water was described as significant enough to splash across vehicle windshields. • Mr. Bodi requested specific locations to allow closer inspection and also noted the following: o The airport entrance had previously been repaved. o The south side segment from the curve to U.S. Highway 98 is included in the current resurfacing project. o Additional available funds may allow corrective drainage work if needed. • Committee member Smith emphasized making drainage evaluations a standard part of roadway resurfacing inspections. • Mr. Bodi responded that drainage evaluations are already incorporated into project reviews and are part of the reason some locations receive full-depth repairs and regrading. • He additionally stated staff was not previously aware of the Airport Road drainage concerns and would investigate once locations are identified. • Vice Chairman Green agreed to provide exact locations.  Project Updates • Mr. Bodi provided updates on ongoing Public Works projects. o Dalton Threadgill Parking Addition stems from a recent property acquisition and is currently in the design phase for additional parking. o Scenic Highway 98 Median Maintenance Update  Maintenance responsibilities for the medians were transferred to individual homeowner’s associations through hold harmless and maintenance agreements dating back to 2010. o Some maintenance work has already been completed. DRAFT 3 DRAFT o Mr. Bodi stated they would continue reviewing conditions to determine if additional improvements are needed.  Bridge Committee and FDOT Bridge Update • Committee member Bell requested an update regarding the status of the FDOT bridge committee. • Mr. Bodi stated: o The committee is currently on hold since FDOT has shifted direction toward rehabilitation of the existing bridge instead of replacement. • Committee members questioned: o Why was the bridge replacement postponed. o Whether state clearance requirements still apply. o The anticipated timeline for future replacement. • Mr. Bodi explained: o FDOT currently lacks funding necessary for both design and construction of a new bridge. o FDOT prefers not to advance bridge replacement projects until full funding is secured. o The earliest potential timeline for replacement may be approximately 15 years. o FDOT does have funding available for substantial rehabilitation work on the existing bridge.  Azalea Drive Speed Limit Sign Update • Mr. Bodi reported that a work order had been completed to realign the speed limit sign on Azalea Drive to improve visibility for drivers.  Public Comment – Indian Trail Drainage and Airport Questions • Mr. Joe Fitzpatrick addressed the committee regarding drainage concerns along Indian Trail. • He stated: o City Council is currently pursuing an easement related to drainage studies in the area. o He is seeking clarification regarding committee roles and responsibilities. o He asked asked whether drainage plans associated with the Destin Executive Airport taxiway project are reviewed by the committee. • Mr. Bodi responded: o Airport drainage plans generally proceed through the development order review process involving Planning, Engineering, and the Building Department. o Such projects do not typically come before the Public Works & Safety Committee. o Mr. Fitzpatrick also asked about the City’s stormwater interactive map. • Mr. Bodi explained the map is managed primarily through Engineering and GIS, rather than this committee. DRAFT 4 DRAFT • Mr. Fitzpatrick further asked whether drainage projects resulting from future City resolutions would eventually be reviewed by the committee. • Mr. Bodi explained: o Public Works projects of that nature may come before the committee as project updates similar to the Mattie Kelly outfall project.  Additional Member Comments • Committee member Tammy Weidenhamer asked about plans for replacement of the airport fence removed near the sidewalk area. • Mr. Bodi responded with the following: o A permit had been issued for fence removal. o Mr. Bodi was uncertain whether replacement fencing was included in the permit. o Mr. Bodi agreed to investigate and provide an update at the next meeting. • She then asked about the status of striping improvements on Kelly Street. • According to Mr. Bodi: o The project has already been approved by City Council. o A purchase order has been issued. o Scheduling with the striping contractor is underway. o Commons Drive striping is included with the project. • Committee members noted appreciation for neighborhood inspections and stated the improvements would enhance the appearance of the city. 6. CONTINUING BUSINESS:  Stormwater/Floodplain Public Comments Vice Chairman Green opened the floor for public comments on this item. With no one coming forward, he closed the public discussion on the Stormwater/Floodplain Public Comments. 7. APPROVAL OF MINUTES: None 5. NEW BUSINESS:  E-bike Ordinance 26-19-CC • Chairman Wood reported that the proposed e-bike ordinance had previously been sent to City staff and the Sheriff's Office for review. • No comments were received from staff. • Chair noted that he attempted to add additional detailed language to the ordinance but was advised by Captain Fulghum of the Sheriff's Office to remove those provisions. • Captain Fulghum’s recommendation was to maintain broader language regarding safe operation because: o General safety standards are easier to enforce. o Enforcement officers have greater discretion. o Specific speed or behavior requirements may be difficult to prove in the field.  State Legislative Update - Discussion of Pending State E-Bike Legislation • Chairman Wood updated the committee on pending state legislation concerning e- bikes that had passed both the Florida House and Senate and was awaiting the Governor's signature. DRAFT 1 DRAFT • The Chair explained that the final legislation was a reduced version of the original proposal after numerous provisions were removed during the legislative process. • Key provisions discussed included: o Establishing a 10-mph speed limit for e-bikes operating within 50 feet of pedestrians on shared-use pathways. o Creating a statewide e-bike task force to study e-bike issues, with meetings to be held in various regions of Florida. o Revising crash reporting procedures so that e-bike crashes can be specifically identified and tracked, rather than being grouped with other motor vehicle or bicycle incidents. • The Chair noted his intention to participate in task force meetings and advocate for regulation of oversized or illegally modified e-bikes at the retail level, stating that those issues cannot be effectively addressed through local ordinances. • Committee members also discussed the relationship between the proposed local ordinance and state law, including whether the state legislation addresses electric scooters. Chairman Wood explained that the pending legislation focused primarily on e-bikes, while the City's proposed ordinance included broader micro-mobility devices such as e-scooters.  Discussion of Retail Sales Concerns • Chairman Wood expressed concern regarding oversized and excessively powerful e- bikes being sold to consumers. • Stated that many of the devices creating problems exceed legal classifications and cannot be adequately addressed through local ordinances. • Emphasized that regulation of retail sales is primarily a state-level issue.  Crash Reporting Improvements • Committee discussed longstanding challenges associated with collecting accurate crash data involving e-bikes. • Chair explained that current crash reports do not adequately distinguish e-bike incidents from other vehicle crashes. • New reporting methods will allow law enforcement and planners to identify and analyze e-bike crashes separately.  Committee Discussion • E-bike and e-scooter activity throughout the city with an increase in scooters on sidewalks. • Safety concerns regarding pedestrians being approached from behind without warning. • Potential requirements for bells, horns, or verbal warnings. DRAFT 2 DRAFT • Committee member Tammy Weidenhamer referenced experiences observing electric scooters traveling at high speeds on Holiday Isle sidewalks. • Members discussed whether local requirements for audible warnings could be included in the ordinance.  Enforcement Concerns • Chair acknowledged that requiring riders to call out or ring a bell would be difficult to enforce. • Members agreed that proving compliance or non-compliance would be challenging. • Committee noted that broad safety-operation standards may provide law enforcement with more effective enforcement tools.  County and Regional Activity • Members discussed whether Okaloosa County had adopted a similar ordinance. • Staff indicated: o Niceville has adopted an ordinance. o Crestview has adopted an ordinance. o No county ordinance was known to be in effect at this time. • Chair indicated that the ordinance is expected to proceed through City Council readings in July. Chairman Wood opened the floor for public comment regarding the ordinance. With no one coming forward to speak, he closed the public portion of the meeting. Motion by Chairman Wood to recommend approval of proposed Ordinance 26-19- CC and forward the ordinance to City Council for consideration and inclusion in the City Code, with Vice Chairman Green providing the second. The motion passed 4-0. Committee members thanked the Chair for his extensive work and persistence in developing the ordinance. 6. PROJECTS UPDATE:  Pickleball Project • Mr. Bodi reported that the pickleball project is nearing completion and should be removed from the active list within a month.  Tarpon Street Beach Access • Mr. Bodi reported that the project is expected to be completed but remains active and is tentatively scheduled to be removed from the active list within the next month. DRAFT 3 DRAFT  Emerald Coast Parkway Landscaping Project • Mr. Bodi reported that FDOT is conducting final inspections. • If accepted: o Maintenance responsibility will be transferred to City Public Works. • FDOT awarded approximately $600,000 in additional grant funding. • Funding will be used for: o Additional landscaping improvements. o Approximately 10,600 linear feet of curbing around landscape beds. o Irrigation improvements. o Connection of reclaimed water service to replace an existing well that has become unusable due to sediment accumulation.  Clement Taylor Park Improvements • Committee requested an update. • Mr. Bodi reported: o Project is awaiting delivery of the restroom structure. o Restroom installation remains the primary factor delaying completion. o Remaining project elements will proceed once the structure arrives.  Airport Road and Commons Drive Pedestrian Improvements • Mr. Bodi reported: o Design phase is complete. o Construction cost is estimated at approximately $320,000. o City previously funded the design effort. o Staff is exploring grant opportunities and potential incorporation into future trail projects.  Industrial Park Median Improvements • Mr. Bodi discussed modifications needed to improve truck turning movements. • Existing median modifications may require additional work. • Staff indicated the project may ultimately be combined with future resurfacing efforts. 7. MEMBER COMMENTS:  Chairman Wood • Requested the members to focus on their assigned areas in the city. • Focusing on the following: o Sight-distance obstructions. o Landscaping encroachments. o Utility boxes. o Sidewalk defects. o Potholes.
