PROGRAM
I am requesting a budget modification transferring $300,000 from Detroit at Work to the
Detroit Health Department to support the Dining with Confidence education program.
As the City continues to promote food safety, workforce development, and consumer
confidence within Detroit’s restaurant industry, the Dining with Confidence program has
emerged as an important educational initiative for both food service workers and restaurant
operators. Additional resources will allow the Detroit Health Department to expand
training opportunities, increase participation, and strengthen compliance with food safety
standards.
Please provide the necessary budget modification and any related implementation
considerations for Council review.

Thank you again for your time and for the presentation during the recent hearing. We appreciate
the Health Department’s willingness to walk through current operations and respond to council
questions. As a follow-up, I have a few additional questions so I can better understand some of
the issues discussed on the record and areas that may come up in future policy discussions.
1) You list of major focus areas like infant mortality reduction and chronic disease, what
measurable improvements did we see last year? What are your FY27 targets for infant
mortality, chronic disease rates, and lead exposure cases?
2) How much of your budget is going toward direct clinical services (immunizations, STI
treatment, etc.) versus upstream prevention?
a. What percentage of funding is dedicated to addressing social determinants like
housing, food access, and transportation?
3) Food access is a critical social determinant of health, and too many neighborhoods in Detroit
are still without a full-service grocery store. What conversations is the Health Department
having with DEGC and PDD to incentivize grocery store development in underserved areas,
and is there anything in this budget that reflects that coordination?
4) Lead exposure remains a major issue—how many homes were remediated last year and how
many are targeted this year?
a. What is the backlog of homes needing intervention, and how long does it take from
identification to remediation?
b. What does partnership with DWSD, HRD, and BSEED look like?
5) Many services are free or low-cost, what are the biggest barriers residents still face in
accessing them?
6) How is the Health Department coordinating with police on mental health co-response
programs?

7) What innovative solutions are you looking into to help meet the health insurance coverage
cliff for our families who do not have employer-provided insurance, make too much for
Medicaid/Healthy Michigan Plan, and not enough for marketplace plans, especially as the
federal government is no longer offering ACA subsidies?
8) How is the department expanding access to health services directly in schools through school
partnerships?
a. Are there plans to deploy mobile health units to our schools?
9) What investments are being made in children’s mental and behavioral health, especially post-
pandemic?
10) As vaccine utilization rates have dropped in Michigan, what you doing to build trust,
educate, and encourage all Detroiters to utilize vaccines for themselves and their families?

To better understand the effectiveness and fiscal impact of Neighborhood Enterprise Zones
(NEZs), we are seeking additional information regarding both homeowner and development-
related abatements, their distribution across the city, and how economic return is being
measured.
1. What is the total amount of property tax revenue reduced or foregone annually due to
Neighborhood Enterprise Zone (NEZ) abatements, and can that be broken down by
Homestead NEZ and NEZ New/Rehabilitation (NEZ-NR)?
2. Can the City provide a district-by-district breakdown of NEZ usage, including the
number of properties receiving abatements, total tax expenditure, and average benefit by
Council district?
3. Does the City currently have a tool, dashboard, or methodology to measure whether NEZ
incentives are producing measurable economic benefit, including increased property
values, housing production, rehabilitation activity, or long-term tax base growth?
4. If no formal evaluation exists, how does the City determine whether the public tax
expenditure associated with NEZ abatements is achieving its intended policy goals?
5. How is the city evaluating whether NEZ benefits are being distributed equitably across
neighborhoods and Council districts, rather than disproportionately benefiting already
high-growth or higher-income areas?

administration pursuing any?

RE: Neighborhood Enterprise Zone Certificate Application for the construction of a new

Zone area (RECOMMEND APPROVAL)
The office of the City Clerk forwarded to the City Planning Commission (CPC) an application
requesting a 15-year Neighborhood Enterprise Zone (NEZ) certificate for the construction of a
new single-family house located at 4128 Fourth Street within the Midtown NEZ.
Property Background
The following is a summary of the property:
• The property is vacant land located on the east side of Fourth St. between W. Willis and
W. Alexandrine in Midtown. At the end of this report are maps of the location.
• The property is vacant land zoned R2 Two- Family Residential.
• The property is located in City Council District 6.
Proposal
The petitioner for the certificate is Ted and Laura Whiton who plan to build a new single-family
house for their future primary residence. Robert Orf the general contractor, is a Detroit-based
contractor and owner of Wicklow Windows & Weatherization.
As summarized in the table below, the house would have 2 stories, 4 bedrooms, 3 bathrooms and
cost a little less than $700,000 to build. The house would have no basement and energy efficient
features. Plans for the house are attached for reference.
Regarding parking, the house would have a rear parking pad and attached garage accessed from
the rear alley.

Regarding accessibility features, although a single-family home, the petitioner indicates the
proposed house is ADA compliant; the first floor has a bedroom and full bath that are wheelchair
accessible. The petitioner is not installing an outside ramp, but they indicate one could easily be
added if needed.
NEZ District
The subject property has been confirmed as being within the boundaries of the Midtown NEZ,
which was established by City Council in March 1999, and should be eligible for NEZ certificate
under the State NEZ Act (Act 147 of 1992) as currently written. Below is a map showing the
Midtown NEZ. This NEZ contains about 85.6 acres and was created from a request by Midtown
Development Group Project.
The petitioner submitted the NEZ certificate application dated March 31, 2026, to the City Clerk.
The petitioner indicates a building permit was submitted in June 2026, but has not been issued
yet. The NEZ Act (Act 147 of 1992) states the applications must be filed before (or within 6
months after) a building permit is issued.
CPC staff have reviewed the application and recommend approval. Attached is a resolution for

WHEREAS, Michigan Public Act 147 of 1992 allows the local legislative body to establish
Neighborhood Enterprise Zones for the purpose of providing exemption from ad valorem
property taxes, and the imposition of specific tax in lieu of ad valorem taxes; and
WHEREAS, The Detroit City Council has established a Neighborhood Enterprise Zone for the
following area, in the manner required by and pursuant to Public Act 147 of 1992.
NOW, THEREFORE, BE IT RESOLVED, That the Detroit City Council approves the
submission of the application to the State Tax Commission, and, if applicable, the City Council
concurs with the issuance of the certificate if the application was filed not more than 6 months
after the date of the issuance of a building permit for the facility.
