1. Call to Order
Minutes:
The regular meeting of the Planning and Zoning Commission was held on Thursday,
May 21, 2026, at City Hall, with Schnoor presiding. Commission members present:
McEwen, Mayfield, and Schnoor. Commission members absent: Rhodes. and Stahl.
Staff Present: Steve Lindner, City Administrator. Guest present: Logan Yager (via
TEAMs link). The meeting was called to order at 5:30 P.M.
2. Approve Minutes from April 1, 2026
Minutes:
Mayfield moved, and McEwen seconded to approve the minutes from April 1, 2026.
The motion was approved unanimously.
3. Public Hearing: To Consider the proposed rezoning of Lot 2 and Lot 3 of Silver Valley
Commerce Park 3rd Addition, approximately 11 acres, to R-3 MULTIPLE FAMILY
DWELLING DISTRICT. Lots 2 and Lot 3 of Silver Valley Commerce Park 3rd Addition
are currently zoned as a combination of R-3 MULTIPLE FAMILY DWELLING
DISTRICT, C-1 NEIGHBORHOOD BUSINESS DISTRICT, AND C-3 HIGHWAY
BUSINESS DISTRICT.
Minutes:
Commissioner Schnoor opened the public hearing at 5:33 p.m. Lindner provided a
summary of the proposed rezoning and a brief overview of the property's history over
the last 15 years. Commissioners had questions regarding the southern "leg" of the
property that reaches 11th Street. Logan Yager, representing Callahan Construction,
stated that Callahan was willing to work with the City on how to use that area. There
was some concern from Callahan about another access on 11th Street, as there are
several existing driveways in that area. There was some brief discussion that the south
leg could be used for an emergency entrance. It was to be worked out with City staff.
No other comments from the public were received. The public hearing was closed at Page 2
5:42 p.m.
4. Approve and recommend the rezoning of Lot 2 and Lot 3 of Silver Valley Commerce
Park 3rd Addition, approximately 11 acres, to R-3 MULTIPLE FAMILY DWELLING
DISTRICT.
Minutes:
Mayfield moved, and McEwen seconded a motion to approve the rezoning as
proposed and recommend that the City Council consider and approve the rezoning.
The motion carried unanimously

Subdivision Application – Letter of Intent
Dear Members of the Zoning Commission,
We are submitting this letter in support of our application for subdivision approval in
Clinton County, Iowa. The purpose of this request is to divide our existing farm property
into two separate lots.
One lot will be established for the construction of our future residence and will serve as
our homestead. The second lot will remain agricultural land and will continue to be
actively farmed by us as part of our ongoing farming operation. The proposed division
will not result in additional development beyond our single residential homesite.
We were raised on farms in the Midwest and want to provide the same opportunities to
our three young children. We intend to use this homestead as a place for our family to
learn and grow, and to become active members of the local community.
Access to the property will be provided through an existing driveway owned by the
neighboring landowner. We have obtained a formal easement for the use of this
driveway. The entrance to the driveway is shared, and a shared driveway agreement is
being finalized in parallel with this application.
For utilities, the proposed residential lot will include the installation of a new private well
and a new septic system. The property will not be connected to city water or sewer
services. No shared well or septic systems are planned between the lots.
We appreciate the Commission’s consideration of this request and look forward to
working with county staff throughout the review process. Please let us know if any
