NOTICE OF A SPECIAL CITY COUNCIL MEETING OF THE CITY OF DONNA THURSDAY, JULY 23, 2026 12:00 PM Pursuant to Texas Government Code Section 551.127, on a regular, non-emergency basis, the Donna City Commission may attend and participate in the meeting remotely by videoconference call. If this occurs, a quorum of the members will be physically present at the location noted above on this agenda. Pursuant to Chapter 551, Title 5 of the Texas Government Code and Texas Open Meetings Act, notice is hereby given that the City of Donna, Texas will convene a Special City Council Meeting at Donna City Hall 307 S. 12th Street Donna, TX 78537, on Thursday, July 23, 2026 at 12:00 PM for the purpose of discussing the following items: Call to Order A. Invocation B. Pledge of Allegiance C. Roll Call Citizens Participation Consent Agenda (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests that an item be removed and considered separately.) 1. Discussion and possible action on Donna North Football Program sponsorship in the amount of $500. 2. Discussion and possible action on a request submitted by the Hidalgo County Elections Department for the use of the Donna Recreation Center for Election Day during the 2026 General Election. Regular Items 3. Discussion and possible action to adopt Resolution 2026-24 authorizing the submission of an application to the Texas Water Development Board (TWDB) for financial assistance under the House Bill 500 Water Systems Infrastructure Grant (WSIG) Program in an amount not to exceed $ 21,000,000, for the City's Water System Infrastructure Improvements Project, including advanced metering infrastructure (AMI), water distribution system improvements, transmission mains, pressure management improvements, storage facilities, pump station improvements, and related appurtenances; designating the City Manager as the Authorized Representative; and authorizing the preparation and submission of all required application documents. 4. Discussion and possible action to authorize the City Manager to pay Donna Irrigation District the amount of $43,422.94 pursuant to the Water Delivery Contract.
