This City Council meeting will be broadcast live on Comcast T.V. channel 28
beginning at 5:30 p.m. This meeting will also be livestreamed at tv28live.org and
on the City’s website at: https://dublin.ca.gov/watchmeetings
For the convenience of the City and as a courtesy to the public, members of the
public who wish to offer comments electronically have the option of giving public
comment via Zoom, subject to the following procedures:
- Fill out an online speaker slip available at www.dublin.ca.gov. The speaker slip
will be made available at 10:00 a.m. on Tuesday, June 2, 2026. Upon
submission, you will receive Zoom link information from the City Clerk.
Speakers slips will be accepted until the staff presentation ends, or until the
public comment period on non-agenda items is closed.
- Once connected to the Zoom platform using the Zoom link information from
the City Clerk, the public speaker will be added to the Zoom webinar as an
attendee and muted. The speaker will be able to observe the meeting from the
Zoom platform.
- When the agenda item upon which the individual would like to comment is
addressed, the City Clerk will announce the speaker in the meeting when it is
their time to give public comment. The speaker will then be unmuted to give
public comment via Zoom.
- Technical difficulties may occur that make the option unavailable, and, in
such event, the meeting will continue despite the inability to provide the
option.

4. PUBLIC COMMENT
At this time, the public is permitted to address the City Council on non-agendized items.
Please step to the podium and clearly state your name for the record. COMMENTS SHOULD
NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may
take place on any item not appearing on the posted agenda. The Council may respond to
statements made or questions asked, or may request Staff to report back at a future meeting
concerning the matter. Any member of the public may contact the City Clerk’s Office related
to the proper procedure to place an item on a future City Council agenda. The exceptions
under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
5. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or the
City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.

5.2 Contract Instructor Services Agreement with Akshay Arora for Recreation Services
The City Council will consider approving a Contract Instructor Services Agreement with
Akshay Arora, doing business as (dba) Arora Tennis and Fitness Instruction, for a term
beginning on July 1, 2026, and ending on June 30, 2028.

5.3 Community Development Department On-Call Consulting Services Agreements
The City Council will consider approving agreements with firms for the provision of as-needed
services related to planning, housing, and building activities. The planning and housing
services categories include landscape design review, architectural design review,
arboricultural services, acoustical analysis, biological resource analysis and documentation,
and environmental analysis and documentation. The building-related services include plan
check, inspections, and building code compliance activities. The proposed agreements cover
a three-year term that expires on June 30, 2029.

5.4 Amendments to City’s Noise Ordinance (PLPA-004348-2026)
On May 19, 2026 the City Council considered City-initiated amendments to Dublin Municipal
Code Chapter 5.28 (Noise). The proposed amendments update the Noise Ordinance to
establish time-based restrictions on landscape equipment and amplified sound in residential
areas while retaining the general nuisance standard for enforcement. The City Council waived
the first reading and introduced the ordinance. The City Council is now requested to waive the
second reading and adopt the proposed Ordinance.
STAFF RECOMMENDATION:
Waive the second reading and adopt the Ordinance Approving Amendments to Dublin
Municipal Code Chapter 5.28 (Noise).

5.5 First Reading of Ordinance Amending Dublin Municipal Code Sections 2.08.020 and
2.08.040 and Providing for an Increase in Salary for City Councilmembers and a Decrease
in Salary for the Mayor
The City Council will consider introducing an ordinance revising the Dublin Municipal Code to
provide for an adjustment to the City Council salary and to the additional Mayor salary. The
adjustments would become operative following certification of the November 2026 General
Municipal Election.

5.6 Mayor’s Appointment to Senior Center Advisory Committee Unscheduled Vacancies
The City Council will consider the Mayor’s appointment to fill unscheduled vacancies on the
Senior Center Advisory Committee.
STAFF RECOMMENDATION:
Confirm the Mayor’s appointment Namrata Berry to the unscheduled vacancy on the Senior
Center Advisory Committee with a term ending December 2026 and Michael Goldstein to the
unscheduled vacancy on the Senior Center Advisory Committee with a term ending
December 2028.

6. PUBLIC HEARING
6.1 Proposed Budget for Fiscal Years 2026-27 and 2027-28
The City Council will review the Proposed Budget and forecast covering two fiscal years and
consider adoption of a Fiscal Year 2026-27 Budget.
STAFF RECOMMENDATION:
Conduct the public hearing, deliberate, and adopt the Resolution Approving a Budget for the
City of Dublin for Fiscal Year 2026-27 and provide direction on additional budget requests
that have been made since the Preliminary Budget presentation.

6.2 Proposed Five-Year Capital Improvement Program 2026-2031
The City Council will consider adopting the Five-Year Capital Improvement Program (CIP)
2026-2031 which contains public capital projects proposed for Fiscal Year 2026-27 through
Fiscal Year 2030-31. The City Council will also consider authorizing the City Manager to enter
into a reimbursement agreement with Dublin Unified School District for the Emerald Glen
Park Ball Field Renovation Project, CIP No. PKNEW01.

7. UNFINISHED BUSINESS
7.1 Consideration of Ballot Measure to Amend Dublin Municipal Code Section 3.16.030 to
Increase the Rate of the Transient Occupancy Tax
The City Council will consider placing a measure on the ballot to amend Section 3.16.030 of
the Dublin Municipal Code to increase the rate of the Transient Occupancy Tax from 8
percent to 10 percent effective July 1, 2027, and from 10 percent to 12 percent effective July
1, 2028. If approved by voters, the measure would apply to guests staying at hotels within the
City of Dublin, unless otherwise exempt under applicable law.
STAFF RECOMMENDATION:
Adopt the Resolution Ordering the Submission to the Qualified Electors of the City of Dublin
an Ordinance Amending Section 3.16.030 of the Dublin Municipal Code to Increase the Rate
of the Transient Occupancy Tax; Calling for an Election to be Consolidated with the Statewide
General Election to be Held on November 3, 2026; Fixing the Date and Manner of the Election
and the Procedure for Voting Therein; and Providing for Notice Thereof.
