Council Matters A. FILED FOR SECOND READING: 1) An Ordinance Amending Section 1250 of the Codified Ordinances of the City of Edwardsville (Lot Coverage and Utilization) – previously known as a Small Lot Overlay District (revised version implementing a Small Lot Overlay review Committee) (First Reading occurred at City Council on 2/4/2014; 2nd Reading at ACS occurred on 2/13/14; Item withdrawn from 2/18/14 Council agenda for further review by ACS) – Allows single family residence construction on lots between 40’ – 49’11” wide containing between 5,000 – 7,499 sq. ft. B. NEW ITEMS: 1) Request for a sign variance at 420 S. Buchanan to allow replacement of the existing sign 6’4” behind the edge of the sidewalk – Request is to allow replacement of sign at approximately 5’4” from the property line rather than the required 13 foot setback. 2) An Ordinance Ascertaining the Prevailing Rate of Wages for Public Works of the City of Edwardsville, Madison County, Illinois (attachment to be distributed) – Ordinance adopted and updated annually listing the annual rate of pay for required various trades within Madison County for all contracts utilizing Public Funds per State Statutes 3) An Ordinance Amending the Land Development Code of the City of Edwardsville Division 1, Article 1 General Provisions, Section 1-4 Instances when plats will not be required – Clarifies the applicability of Illinois Plat Act Exemptions to the Land Development Code 4) A Resolution Establishing Policies for Fence Variances for Fences within Drainage and Utility Easements – Policy no longer considers variance to allow fence placement within easements for drainage or containing public utilities or immediately adjacent to public utility and establishes written approach to fence permits 5) A Resolution Approving an Intergovernmental Agreement with Madison County Housing Authority – Intergovernmental Cooperation Agreement setting forth payment in lieu of taxes 6) A Resolution Granting a Utility Easement to Ameren – Grants an Easement to Ameren for Property by City of Edwardsville Water Treatment Plant 7) An Ordinance Approving the Glen Carbon Boundary Agreement (Intergovernmental Cooperation Agreement) – Establishes mutually agreed upon annexation boundaries between the two communities. C. ITEMS HELD IN COMMITTEE: 1) Sign Variance Request for a Dynamic Display Sign - Edison’s Entertainment 2477 South State Route 157 (Held on 5/1/2014) – Sample dynamic display sign was on site after dusk on 5/20/14 for Council members and neighborhood representatives to view following Council Meeting 2) Appeal of HPC decision regarding denial of demolition of a shed at 927 Hale Avenue (Leclaire Historic District) – 5/1/14 Applicant requested appeal held until 6/12/14. 3) An Ordinance Amending Chapter 94 of the Codified Ordinances of Edwardsville, Illinois (Signs) – Amendment establishing spacing between dynamic display signs D.
