Administrative and Community Services Committee Agenda Thursday June 26, 2014 5:00 P.M. at City Hall 1. Approval of minutes for June 12, 2014 – (to be approved a next meeting) 2. Correspondence & Announcements: A. A public hearing regarding an Annexation Agreement for 4847 Street Car Road will be held at 4:30 P.M. on Tuesday July 1, 2014 in City Council Chambers. (Resolution Approving Annexation Agreement appears under New Items on this agenda.) 3. Council Matters A. FILED FOR SECOND READING: 1) An Ordinance Amending Chapter 94 of the Codified Ordinances of Edwardsville, Illinois (Signs) – Amendment prohibits installation of Dynamic Displays Signs and specifically lists existing Dynamic Display Signs that were grandfathered when the 2010 Ordinance was adopted and those approved under the 2010 ordinance and the established operating criteria. 2) An Ordinance Amending Chapter 94 of the Codified Ordinances of Edwardsville, Illinois (Signs) – Amendment establishing spacing between dynamic display signs also revises language on glare for residential properties. (Held at 6/12/14 ACS Meeting to allow both ordinances pertaining to Dynamic Display Signs to proceed for 2nd reading in specified order on the same agenda.) B. NEW ITEMS: 1) An Ordinance Amending Chapter 1242.02.2 of the Codified Ordinances of Edwardsville, Illinois (Single Family Residential District (R-1) – Amendment allows for Agricultural uses within an R-1 Single Family Residence District, amends the definition of Agricultural Use and creates definitions for “Horticulture” and “Forestry” 2) A Resolution Approving an Annexation Agreement Concerning 4847 Street Car Road, PID 14-1-15-18-03-301- 021, property owners Joseph and Bobbie Reck. Authorizes execution of an Annexation Agreement for connection to City water mains for property outside Edwardsville Corporate Limits. 3) A Resolution Establishing a Moratorium Regarding Dynamic Display Signs – To be distributed – Temporarily halts approval of Dynamic Display Signs allowing Council and Staff time for additional review and consideration of regulations for installation of any additional Dynamic Display signs. C. ITEMS HELD IN COMMITTEE: 1) Appeal of HPC decision regarding denial of demolition of a shed at 927 Hale Avenue (Leclaire Historic District) – 5/1/14 Applicant requested appeal held until 6/12/14 6/26/14. 2) Sign Variance Request for a Dynamic Display Sign - Edison’s Entertainment 2477 South State Route 157 (Held on 5/1/2014) – Sample dynamic display sign was on site after dusk on 5/20/14 for Council members and neighborhood representatives to view following Council Meeting (Removed from Council Agenda per the petitioner’s request. To be forwarded to Council for action following a meeting between the petitioner and Mayor Patton.) Tabled at 6/17/14 Council Meeting D. ITEMS RETURNED TO COMMITTEE: 1) An Ordinance Amending Section 1250 of the Codified Ordinances of the City of Edwardsville (Lot Coverage and Utilization) – previously known as a Small Lot Overlay District (revised version implementing a Small Lot Overlay review Committee) (First Reading occurred at City Council on 2/4/2014; 2nd Reading at ACS occurred on 2/13/14; Item withdrawn from 2/18/14 Council agenda for further review by ACS) – Allows single family residence construction on lots between 40’ – 49’11” wide containing between 5,000 – 7,499 sq. ft. 4.
