Monthly Permit Report for September 2014 3. Council Matters A. FILED FOR SECOND READING: 1) An Ordinance establishing a new SIUE Public Safety Personnel and Equipment Fund – This ordinance creates a new budget line item to account for the expected annual appropriation by the State of Illinois to help pay for fire protection services furnished to the SIUE campus. It is expected that this new annual appropriation will help pay for staffing and equipment at the City’s planned fire station on the SIUE campus. B. NEW ITEMS: 1) Forwarded Item from RASE Board:  American Legion – Veteran’s Day Parade – 11/11/14 2) An Ordinance Establishing The Economic and Community Services Director Position 3) An Ordinance Amending Chapter 114 Article II, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Stop Intersections) – Coles Court at Willow Creek Drive - This amendment is to add three stop signs at the intersection of Willow Creek Drive and Coles Court due to the connector road to Oglesby Drive. This road connection causes Coles Court to become the new minor road. One stop sign is in place on eastbound Willow Creek Drive and three more will need to be added to regulate traffic due to the change. 4) Award of Bids – details to follow 5) Asphalt overlay bids for Watershed – To be distributed C. ITEMS HELD IN COMMITTEE: 1) Triple Play Parks Proposal from Cork Tree Creative / Creative Options Graphic Design Inc. (Held at ACS on 10/2/14) – Additional requested information to be distributed 2) An Ordinance Amending Chapter 94 of the Codified Ordinances of Edwardsville, Illinois (Signs) – Amendment prohibits installation of Dynamic Displays Signs and specifically lists existing Dynamic Display Signs that were grandfathered when the 2010 Ordinance was adopted and those approved under the 2010 ordinance and the established operating criteria. Held at ACS on 6/27/14 3) An Ordinance Amending Chapter 94 of the Codified Ordinances of Edwardsville, Illinois (Signs) – Amendment establishing spacing between dynamic display signs also revises language on glare for residential properties.
