Correspondence & Announcements: A. Monthly permit report – April 2018 B. Letter from ZBA regarding Zoning Amendment for 333 S. Kansas Street 3. Council Matters A. FILED FOR SECOND READING: 1) Ordinance Amending the Land Development Code Sec 5-17 Provision of Green Space – Amends green space ordinance to clarify criteria for green space requirements, incorporates all zoning districts, establishes cash contribution base acreage fee of $41,000 per acre and a provision for City Council to adjust the fee annually. B. NEW ITEMS: 1) Resolution Approving the O’Reilly Auto Parts Subdivision Plat – Consolidates 4 individual parcels into one lot for construction of a new commercial building and accessory parking on one lot. 2) Resolution Establishing An Administrative Review Period During Which Fence Variances For The Installation of Fences Within An Easement Will Not Be Accepted – The resolution disallows fence variances for a 3 month period to allow staff and elected officials time to thoroughly review and assemble alternatives and best practices pertaining to fences within easements. 3) Ordinance Establishing a Temporary Moratorium on the City’s Educational Facilities Impact Fee – Imposes a temporary moratorium on the collection of the Educational Facilities Impact Fee for properties that are final platted or have a building permit issued between June 6, 2018 and April 30, 2021. 4) Ordinance Amending Chapter 1242 by Rezoning 333 S. Kansas Street, PID 14-2-15-11-19-401-009 from R-1 Single Family Residence District to B-2 Commercial Business District – Changes the zoning designation of the former site of Alvareita’s School of Cosmetology. 5) Ordinance Annexing Certain Territory to the City of Edwardsville – 3.85-acre Parcel (Plum Street) PID 14-1-15- 23-00-000-004 & 14-1-15-14-00-000-006.02 – Annexes a small portion of the site that remained outside City limits. 6) Approval to award contract to Liberty Fence in the amount of $32,360 for Schwarz Street Dog Park fence materials and installation 7) Approval of Item forwarded from the RASE Board Meeting on 05/01/18:  St. Boniface: Bonifest Street Closure 05/25/18 – 05/27/18 8) An Ordinance Amending Chapter 114, Article II, Division 3 of the Codified Ordinances of the City of Edwardsville (Designation of Stop Intersections) – Pending Recommendation from Public Safety Committee & Public Services Committee 9) An Ordinance Amending Chapter 114, Article IV, Division 2 of the Codified Ordinances of the City of Edwardsville (Limited or Prohibited Parking Areas) – Pending Recommendation from Public Safety Committee & Public Services Committee C.
