1. Approval of minutes from the February 27, 2020 ACS meeting – Motion to approve
(Morrison), seconded (Risavy) and voted all ayes to forward to Council.

A. FILED FOR SECOND READING:
1) An Ordinance Certifying the Official Zoning Map of the City of Edwardsville – Motion
to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council.
2) An Ordinance Vacating Alley 115 & 119 S. Main Street – Motion to approve
(Morrison), seconded (Risavy) and voted all ayes to forward to Council.
3) An Ordinance Amending the Codified Ordinances of the City of Edwardsville and
Establishing a Finance Director Position – Motion to approve (Morrison), seconded
(Risavy) and voted all ayes to forward to Council.

B. NEW ITEMS:
1) Sign Variance Request – 2496 Troy Road – Bank of Hillsboro – The lot for this
property is uniquely shaped. The applicant has requested for the transfer of
allowable signage from the south side of the building to the east side of the building
for better visibility. Motion to approve (Morrison), seconded (Risavy) and voted all
ayes to forward to Council.
2) Approval of RASE Board Items from their March 3, 2020 – Motion to approve items a,
b, c, and e (Morrison), seconded (Risavy) and voted all ayes to forward to Council.
a) Faith Coalition: Ecumenical Easter Sunrise Service – City Park April 12, 2020
b) Recess Brewing: Broken Spoke Brew Ride – May 16, 2020
c) St. Boniface Church Picnic – Bonifest – May 22-23, 2020
d) Madison County Historical Society – City Park September 19, 2020
“with discussion about having a police officer present” – The event will
run from 11:00am – 8:00pm. Alcohol will be served at the event. The
Historical Society has asked if an exception could be made regarding
having an officer present. The cost for a police officer present would be
about $75 per hour. The ordinance would require this. Motion to
approve with a police officer present (Morrison), seconded (Risavy) and
voted all ayes to forward to Council.
e) Metro Milers Runners and Walkers: Route 66 10k – June 13, 2020
3) Parks and Recreation Report – March 2020 – For Information only.
4) An Ordinance Amending Chapter 6 of the Codified Ordinances of the City of
Edwardsville (Alcoholic Beverages – Section 6-29. Definitions, Section 6-34.
Classification of Licenses; fees, and Section 6-46. Closing Hours – This amends the
liquor code to allow for a micro distillery. This would allow them to produce up to
5,000 gallons of spirits and sell them on premises. It would also establish closing
hours for this type of license. Motion to approve (Morrison), seconded (Risavy) and
voted all ayes to forward to Council.
5) A Sole Source Resolution Authorizing the Purchase of fiber internet service for City
facilities with Charter Spectrum – The City’s contract with Charter ended about a year
ago and they have been in negotiations with them. This will include every City
building with the exception of the Public Safety building which was done when they
moved. This renewal will be for 36 months. Motion to approve (Morrison), seconded
(Risavy) and voted all ayes to forward to Council.
6) A Resolution Authorizing Single Source Purchase of two (2) Lifepak 15 v4
monitor/defibrillators – The Fire Department is currently using 4 Zoll E-Series
monitor/defibrillators that will not be supported by Zoll or accepted by the Illinois
Department of Public Health beginning in the fall of next year. One unit was
budgeted for FY 2019-20 with another already approved by the Mobile Intensive
Care Trust. With the trade-in of two Zoll models, they can get each unit well below

the budget price. Motion to approve (Risavy), seconded (Morrison) and voted all ayes
to forward to Council.
7) Information: 2020 Census – April 1, 2020 is Census Day.
8) Plummer Family Park – Barn Removal – Staff looked into refurbishing the barn and
found it would cost about $349,000 for 1,000 square foot of area and that just wasn’t
feasible. Alderman Morrison stated he would like the barn removal to go through a
bid process to tear down and haul off, have the proper insurance, and leave the site
as required.
