Approval of minutes from the April 2, 2020 ACS meeting – Motion to approve (Morrison), seconded (Krause) and voted all ayes to forward to Council. 2. Correspondence & Announcements: A. Monthly Permit Report – March 2020 3. Council Matters A. FILED FOR SECOND READING: None B. NEW ITEMS: 1) Ordinance Approving the 2019 Amendment to the Tax Increment Financing Redevelopment Plan and Project for Redevelopment Project Area No. 2 (TIF No. 2), Designation of an Amended Redevelopment Project Area, and Adopting Tax Increment Financing for Parcels of Real Property Added to TIF No. 2 (first reading) – This has been a project that has been discussed for many years. It will be a parking system that will serve the entire downtown area. 2) An Ordinance Amending Ordinance 6636-02-2020 regarding the Municipal Food and Beverage Tax (postpones effective date to September 1, 2020) (first reading) – This 1  came from the Finance Committee. There was discussion as to the impact this would have. 3) Resolution Approving a Beverage Sales Agreement between the City of Edwardsville and Bottling Group, LLC (Pepsi) – This agreement would allow all concession stands to operate under one umbrella. It’s a three-year contract with exclusive rights to sell Pepsi at those locations. It allows the City to have equipment up front to store the products.
