PUBLIC COMMENT: Resident Emily Kliningsmith was present to discuss the relocation of the
Ninian Edwards statue.
Resident Ezra Temko was present to discuss the placement of the statue
and believes it is not an appropriate reflection of our values.
Resident Eryn Coppersmith was present to discuss her hope that the statue
be relocated as part of what the City is doing for racial inequality.
Glen Carbon resident Asher Denkyrah was present to discuss the
importance of how we reassess certain people in our history.
1. Approval of minutes from the July 29, 2020 ACS meeting – Motion to approve (Morrison),
seconded (Krause) and voted all ayes to forward to Council.

3. Council Matters
A. FILED FOR SECOND READING:
1) An Ordinance Partially Vacating a Cross Access Easement – 6185 & 6189 Bennett
Drive- Motion to approve (Krause), seconded (Morrison) and voted all ayes to
forward to Council.
2) Approval of a Jurisdictional Transfer Agreement and Ordinance accepting Goshen
Road from Pin Oak Township – Motion to approve (Krause), seconded (Morrison) and
voted all ayes to forward to Council.
B. NEW ITEMS:
1) Approval to Award the Nickel Plate Depot Renovation to Millennium Construction –
They were the low bidder. The bid tabulation was discussed. This is for the full
renovation. There was much discussion as to how this would be paid for. The
following motions were made:
Motion to approve the base bid including alternate 1 and 4 (Morrison),
seconded (Risavy) and voted all ayes to forward to Council.
Motion to reconsider the previous motion (Risavy), seconded (Morrison).
Motion to approve the base bid including alternate 1, 3, and 4 (Morrison),
seconded (Risavy) and voted all ayes to forward to Council.
2) Variance Request – 2122 Troy Road Transitional Buffer Yard (TBY) – This is located on
the north and west side of the outlot on Madison Avenue. The code requires a 25
foot transitional buffer yard on the north property line and a 10 foot transitional
buffer yard along the east property line. They are wanting to take the transitional
buffer yard down to 12 feet on the north property line. Motion to approve (Krause),
seconded (Morrison) and voted all ayes to forward to Council.
3) Resolution Approving a Setback Variance for 2122 Troy Road – The applicant has
requested a variance for setbacks of 0 feet to the north side property line and 21.5
feet to the south side property line. The required side yard setback is 25 feet. Motion
to approve (Krause), seconded (Morrison) and voted all ayes to forward to Council.
4) Resolution Approving a Parking Variance for 2122 Troy Road – The applicant has
requested a variance to reduce the number of parking spaces from the required 268
spaces to 216 spaces. This is a reduction of 52 spaces or 20%. The use for this
building is being proposed as medical use. There is an existing cross-parking
agreement with Kohl’s. However, this variance would assure the user that the
parking will comply, even in the absence of a cross-parking agreement. Motion to
approve (Krause), seconded (Morrison) and voted all ayes to forward to Council.

5) Approval of RASE Board Items from August 4, 2020 Meeting: Motion to approve
(Krause), seconded (Morrison) and voted all ayes to forward to Council.
a) Eden Church Outdoor Concert – September 12, 2020
b) Global Brew Oktoberfest – September 19, 2020

5. Old Business: Alderman Krause asked for clarification regarding RASE board items with
regard to the Governor’s orders. Nate Tingley explained that the Oktoberfest was contingent
on us being in Phase 5 of the Governor’s Restore Illinois plan. The Outdoor Concert does have
a plan in place for it to continue.
