PUBLIC COMMENT: Ezra Temko was present via zoom. He was speaking on behalf of “Our
Edwardsville.” He thanked the Committee for advancing the ordinance to
rename the Plaza.
1. Approval of minutes from the November 12, 2020 ACS meeting – Motion to approve
(Morrison), seconded (Krause) and voted all ayes to forward to Council.

B. NEW ITEMS:
1) An Ordinance Making an Assessment, Levy, and Collection of Taxes within the
Corporate Limits of the City of Edwardsville, County of Madison, State of Illinois, for
the Tax Year 2019 and for the Corporate Expenses for the Fiscal Year beginning May
1
1, 2020 and Ending April 30, 2021. (First Reading) - Motion to approve (Krause),
seconded (Morrison) and voted all ayes to forward to Council.
2) An Ordinance Amending Chapter 74 Offenses and Miscellaneous Provisions Article IV
regarding Mandatory Face Covering, Gathering, and Sanitation to Preserve and
Protect Residents (Request suspension of rules and passage on first reading) –
Motion to approve suspension of rules and passage on first reading (Krause),
seconded (Morrison) and voted all ayes to forward to Council. This ordinance would
create a fee that could be charged for people who are refusing to follow the safety
guidelines that have been put into place. This is being put into place because Covid-
19 cases have dramatically increased in Edwardsville. The goal of the ordinance is to
get compliance and not assess fines to people. Motion to approve ordinance
(Krause), seconded (Morrison) and voted all ayes to forward to Council.
3) INFORMATION: Change Order #2 for Nickel Plate Station Renovation in the amount
of $9,168.49
