They discussed the Ninian Edwards statue. 1. Approval of minutes from the November 24, 2020 ACS meeting – Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 2. Correspondence & Announcements: A. Monthly Permit Report – November 2020 3. Council Matters A. FILED FOR SECOND READING: 1) An Ordinance Making an Assessment, Levy, and Collection of Taxes within the Corporate Limits of the City of Edwardsville, County of Madison, State of Illinois, for the Tax Year 2020 and for the Corporate Expenses for the Fiscal Year Beginning May 1, 2020 and Ending April 30, 2021 – Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 1 B. NEW ITEMS: 1) An Ordinance Authorizing and Directing the Issuance, Sale and Delivery of General Obligation Refunding Bonds, Series 2020B, of the City of Edwardsville, Illinois; Providing for the Levy and Collection of and Authorizing Certain Other Documents and Actions in Connection Therewith (Request Suspension of Rules and Pass on First Reading)- Motion to request suspension of rules and pass on first reading (Morrison), seconded (Risavy) and voted all ayes to forward to Council. This is the second refunding package. This refunds the City’s 2010C and 2013 bonds which are currently callable. Bids were solicited from 13 financial institutions. They received bids back from 6. The total savings will be about $270,000. Motion to approve the ordinance (Risavy), seconded (Morrison) and voted all ayes to forward to Council. 2) An Ordinance Providing for the Issuance of Special Service Area Refunding Bonds (St. Louis Street Project), Series 2020, of the City of Edwardsville, Illinois and Providing for the Levy of Direct Annual Taxes on Taxable Property in the St. Louis Street Special Service Area for the Payment of Principal of and Interest on those Bonds, and Related Matters (Request Suspension of Rules and Pass on First Reading) – Motion to suspend rules and pass on first reading (Morrison), seconded (Risavy) and voted all ayes to forward to Council. This is the refunding of the 2011 Special Service Area Bond. This was for St. Louis Street to have some infrastructure improvements in the area. The remaining principal will be refunded. A new interest rate of 2.46% was negotiated, which will save the Special Service Area about $50,000. Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 3) Approval of an Intergovernmental Agreement with the Village of Glen Carbon for The Center – This will ensure the financial participation from Glen Carbon in the amount of $1 million. Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 4) Resolution Approving a City of Edwardsville, Illinois Referendum on the April 6, 2021 Consolidated Election Ballot with Regard to Video Gambling within the Edwardsville, Illinois Corporate Limits – The referendum question is “Shall the City of Edwardsville allow video gambling in bars (Class B and C liquor licensees with over 50% of revenue from on premises alcoholic liquor consumption) in the City?” Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 5) An Ordinance Annexing Certain Territory to the City of Edwardsville, Illinois; Anderson Real Estate LLC District Drive PID 10-1-16-19-00-000-001.017 (First Reading) – Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 6) Approval of an Agreement with Audience View Ticketing Corporation for the Wildey - This is a 3 year agreement. The City has the option to end the agreement in the first year without penalty if not satisfied. This agreement will also reflect 20% less than 2  what is currently being paid. Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council. 7) Approval of Item from December 1, 2020 RASE Board Meeting: A) Edwardsville Rotary Club: Edwardsville Rotary Criterium 8/21/2021 pending receipt of Certificate of Insurance – Motion to approve (Morrison), seconded (Risavy) and voted all ayes to forward to Council.
