Edwardsville Beautification & July 31, 2018 Tree Commission Minutes 6:31 pm City Hall Meeting called by: Benna Denue Type of meeting: Monthly Note taker: Jeffrey Papajcik Attendees: Benna Denue, Susan Bautsch, Wilma Jene Bond, Larry Lipe, Becky Standefer, Dennis Pluta, Jeanie Umbaugh, Kim Schoenfeld, Chris Farrar, Clint Soldan (visitor) Absent: Bob Pfeiffer, Shawn McCue, David Sirko Minutes Agenda item: Reports Discussion:  Minutes from May 29, 2018 and June 26, 2018 meeting reviewed and accepted  Becky reported budget as of July 31, 2018 – Salary & benefit expenses are for watering that Parks Dept. does for EBTC pot/plantings. Repair/Maintenance expenses for landscape beds that Public Works is responsible for. Commodities expenses for fertilizer and plants for new Public Safety building  The City has noted that members should not miss more than three meetings during the year (May to May). Attendance will be reported to the Mayor. Conclusions:  To-Dos Person responsible Deadline  Review & comment on July 31 minutes All members August 7, 2018 Agenda item: EBTC Page(s) on City Web Site Discussion:  Becky S. now has access; .she has 3 days-worth of instructional videos; she expects to be able to be functional with making changes very soon  Larry L. is not needed to meet with IT  Members believe it is a good idea to add a FAQs or “Did you know” page providing information to the community about relevant items such as not planting in the right-of-way, native vs. non-native plants, invasive plants, etc. Conclusions:  EBTC should improve the content on the web page(s) to provide more resources to the community. To-Dos Person responsible Deadline  Develop suggestions for additional pages Kim/Jeff Aug. 28, 2018 Agenda item: Welcome Signs Landscaping Discussion:  IDOT approval is required for a sign on 157 coming into town from Hamel due to right-of-way and other restrictions.  Sign can only be as big as 4’ x 8’ and must be “breakaway”  A simpler sign design might be possible but still in keeping with existing signs  EDW Mayor to talk with GC Mayor about 157 hill coming into town from Interstate  Becky described options for solar lighting for 159 sign near Pizza Hut; she expects that they can be paid for ($150-$350) from the existing budget.  Susan reported that an article with picture is ready for the Intelligencer Conclusions:  157 North sign will require more work than others  Larry proposed (Kim seconded) a motion to buy the $204 sign option to test; motion passed To-Dos Person responsible Deadline  Report on options for new sign design Becky Aug. 28, 2018  Purchase and install solar light Becky/Bob TBD Agenda item: Saturday at the Market Discussion:  8/18 and 9/15 dates have been confirmed.  Chris F. will join on 9/15  Dennis P. gave Bob P. the information on the seeds. EBTC should coordinate efforts. To-Dos Person responsible Deadline  Contact Children’s Museum Benna Aug. 17, 2018 Green Thumb Awards Discussion:  The purpose of the Green Thumb is to recognize people who make the Edwardsville community a more attractive place to live and work through landscaping, flower planting, and edible gardening efforts.  Guidelines are subjective but generally consist of a commitment to the purpose, an enthusiasm about the property, and a commitment to doing the work. Kim discussed the 5 questions she asked nominees about their property so that she could get information for the write-ups.  Kim discussed the workload in reviewing the applications and the properties; Jeanie and Wilma volunteered to assist Kim Conclusions:  EBTC agreed to provide more than 1 person for the review process  Add email address to the form; other form updates could include Kim’s questions. To-Dos Person responsible Deadline  Coordinate with City Benna/Bob Aug. 17, 2018 ________________________________________________________________________________________________ 50/50 Tree Program Discussion:  Tammy Kerher from Public Works is updating the form for inclusion with the Water Bills  Susan provided an updated list of acceptable trees  EBTC confirmed that the process is for people to submit the application; EBCT telephoning the applicants to confirm the address and where the tree would be planted (Made no difference front, back, side yard, just a general location visible from the street); when the tree was purchased, planted, invoice received, City Arborist would go to the address to confirm planting; check is mailed out  Updated forms should be available at our Market Day booth  There was some question about planting dates vs. application dates Conclusions:  EBTC approved the updated list of trees  EBTC affirmed the current policy of autumn plantings only in the specified time period  EBTC should consider upgrades to the EBTC web page allowing online applications with upload capabilities for people to submit information and pictures  Sue B and Jeff will assist with 50/50 process To-Dos Person responsible Deadline  Update form using Susan’s tree list; add email address Becky/Tammy Aug. 3, 2018  Update the EBTC web page with list of trees/info Becky Aug. 17, 2018  Reword application regarding dates Becky/Jeff Aug. 3, 2018  Work with City personnel Sue/Jeff Dec. 2018 4 Continuing To-Dos To-Dos Person responsible Deadline  Add agenda item to February meeting for decision on Benna Feb. 2019 roses at Gov.
