City of Edwardsville Council Proceedings February 4, 2014 The regularly scheduled meeting of the City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding. Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts answered present on roll call. The Pledge of Allegiance was recited by all present. Mayor Patton welcomed everyone to the meeting and asked if any citizen wished to address the Council. No one came forward. Motion by Mallon, seconded by Short, to approve Consent Agenda. Mayor Patton stated that the Appointment of City Administer would appear post Closed Session. City Attorney Berkbigler added to Executive Session – Real Estate (3); Personnel and Pending Litigation. Mayor Patton read Consent Agenda items as follows: Approval of minutes of Council Meeting on January 21, 2014 Group Health Insurance Fund Report in the amount of $293,838.58 Executive Session – Real Estate (3) Executive Session – Personnel Executive Session – Pending Litigation Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. Letter from Plan Commission regarding the Vacation of a portion of Mallard Lane was received for information and file. Letter from Plan Commission regarding an Ordinance Establishing a Single-Family Residential Estate Lot District was received for information and file. Letter from Zoning Board of Appeals regarding a Zoning Amendment for Lots 24 & 25 in Spring Hill Subdivision was received for information and file. Mayor Patton made a Check Presentation to Jennifer Rehg for the Watershed Nature Preservation Center in the amount of $15,000. Ms. Rehg thanked the City for their continued financial support. Motion by Mallon, seconded by Short, to approve the appointments to the Cool Cities Initiative Advisory Committee as follows: Eden Vitoff, 1203 Springbrooke Drive Charlee Thompson, 1327 Gerber Woods Drive Mia Thompson, 1327 Gerber Woods Drive Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. The three new members belong to the Environment Club at Edwardsville High School and requested support from the City Council for participation in the Earth Hour scheduled on March 29th, 2014 from 8:30 p.m. to 9:30 p.m. by turning off lights and all electrical appliances. The purpose is to remind people to be good to the environment. Letter of Retirement of Janice Seals, City Clerk’s Office effective February 28, 2014 was received for information. Minutes of the Finance Committee meeting on January 15, 2014 were received for information and file. Motion by Butts, seconded by Stack, to approve the claims in the amount of $273,431.05. Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. Motion by Butts, seconded by Risavy, to approve a Resolution for Post-Employment Health (PEHP) for Contract Employees of the City Clerk’s Office. Human Resource Director Bates explained the PEHP Agreement to members of Council. Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. Finance Committee will meet on Monday, February 10, 2014 at 6:00 p.m. in the Governor Edwards Conference Room. Minutes of the Public Safety Committee meeting on January 13, 2014 were received for information and file. Public Safety Committee will meet on Monday, February 10, 2014 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of the Public Services Committee meeting on January 14, 2014 were received for information and file. Public Services Committee will meet on Tuesday, February 11, 2014 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of Administrative & Community Service Committee meeting on January 16, 2014 were received for information and file. Motion by Mallon, seconded by Short, to approve An Ordinance Amending Chapter 2 of the Codified Ordinances of the City of Edwardsville (Public Works Department). Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. Motion by Mallon, seconded by Short, to approve An Ordinance Renewing an Existing Franchise and Granting for a Period of 20 Years to Ameren Illinois, A Corporation, Its Successors and Assigns, the Franchise, Right, Permission and Authority to Construct, Reconstruct, Excavate for, Place, Remove, Extend, Maintain, and Operate a Gas Utility System in the City of Edwardsville, County of Madison and State of Illinois. Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. Motion Carried. Motion by Mallon, seconded by Short, to approve An Ordinance Amending Chapter 1242.02.2 and 1252.02 of the Codified Ordinances of the City of Edwardsville (Single Family Residence District and Selected Definitions) previously known as lot coverage ordinance. Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. Motion by Mallon, seconded by Short, Approval of City of Edwardsville Participation in Earth Hour on March 29, 2014 at City Park. Roll Call: Seven Ayes, with Aldermen Risavy, Mallon, Short, Stamer, Louer, Stack and Butts voting aye. Motion Carried. An Ordinance Amending Chapter 240 of the Codified Ordinances of the City of Edwardsville (Emergency Medical Transportation Fees) was filed for second reading. An Ordinance Vacating a Portion of Right-of-Way between 2 Mallard Lane and 203 East Lake Drive was filed for second reading. An Ordinance Amending Chapter 1242 by Rezoning Lots 24 & 25 of Spring Hill Subdivision PID’s 10-2-16-07-19-401-024 & 10-2-16-07-19-401-025 from B-2 Commercial Business District to R-1 Single Family Residence District was filed for second reading. An Ordinance Amending Section 1242, 1252, 1240, 1246, 1250, Chapter 94 and the Land Development Code of the Codified Ordinances of the City of Edwardsville (Zoning Districts; Regulations, Definitions, General Provisions, General Zone District Regulations, Lot Coverage and Utilization, Signs and the Land Subdivision Code (previously known as Single Family Residential Estate Lot District Ordinance) was filed for second reading. An Ordinance Amending Section 1250 of the Codified Ordinances of the City of Edwardsville (Lot Coverage and Utilization) previously known as a Small Lot Overlay District was filed for second reading. Plan Commission Minutes on 11/18/13 were received for information and file. Zoning Board of Appeals Minutes on 11/25/13 were received for information and file. Administrative & Community Service Committee will meet on Thursday, February 13, 2014 at 5:00 p.m. in the Governor Edwards Conference Room. Council recessed and went into Executive Session at 7:40 p.m. Council reconvened into Open Session at 9:25 p.m. Motion by Short, seconded by Butts, to appoint Timothy Harr as City Administrator with a salary of $107,000 annually. Roll Call: Five Ayes, with Aldermen Risavy, Short, Louer, Stack and Butts voting aye. Two Nays, with Aldermen Mallon and Stamer voting nay. Motion Carried.
