Shafer Excavating, Inc., in the amount of $12,700.00 c) Public Services Committee will meet on Tuesday, December 30, 2014 at 5:30 p.m. in the Governor Edwards Conference Room Administrative & Community Service Committee a) Minutes of Administrative & Community Service Committee meeting on November 24, 2014 b) Second reading of an Ordinance Amending Chapter 1242 Rezoning a 6.9 Acre Tract 333 South Main Street PIDs 14-2-15-11-19-401-001 & 14-2-15-11-15-401- 032 – Amendment rezones the property from R-1 Single Family Residence District to R-2 Multi-Family Dwelling District. This portion of City property is used as a conduit to connect the R-2 zoning district to correct zoning classification for the property at 300 S. Main Street c) Second reading of an Ordinance Amending Chapter 1242 Rezoning a .4 Acre Tract 300 South Main Street PID 14-2-15-11-15-401-001 – Amendment rezones the property from R-1 Single Family Residence District to R-2 Multi-Family Dwelling District and corrects the grandfathered non-conforming use. d) Second reading of an Ordinance Amending Chapter 18, adding a New Article X Establishing Regulations Governing the Registration, Maintenance, Security and Monitoring of Vacant Properties by their Owners – Establishes a Vacant Structures Registry, fee and time limit for vacancy of structure for abatement e) An Ordinance Amending Chapter 94-46 of the Codified Ordinances of the City of Edwardsville and Establishing Further Criteria Regarding Dynamic Display Signs – Amendment establishes additional performance criteria for dynamic display sign installation. Held at ACS on 11/13 & 11/24 f) A Sign Variance Request for Domino’s Pizza 120 East Vandalia – Request is to allow the proposed sign to exceed the 10 ft. dimension imposed by ordinance. g) A Resolution Authorizing the Mayor to Execute a Deed Conveying Former Right of Way Property adjacent to 300, 301, 308 and 310 South Main Street and 117 West Linden Street – Authorizes the Mayor to sign the deed that conveys the former South Main right of way and resulting island created by the re- alignment of South Main Street to the adjoining property owners. h) A Resolution Approving an Annexation Agreement Concerning 4403 Zika Lane PIDs 14-1-15-01-00-000-024.001,14-1-15-01-00-000-024.002 & 10-1-16-06-00- 000-023.001. – The Resolution authorizes connection to the City sanitary sewer main and will allow the property to be annexed to the City of Edwardsville as such time as the corporate limits are adjacent to the subject properties i) An Ordinance Annexing Property Known as 7450 State Route 143 PID 10-2-16- 18-02-201-011 7438 State Route 143 PID 10-1-16-18-02-201-012 and Unaddressed Parcel on Raymond Road PID 10-1-16-18-02-201-015 – The Ordinance annexes three parcels that are wholly surrounded by the City of Edwardsville under the provisions of the Illinois Compiled+ Statues Chapter 65 Section 5/7-1-13 “Surrounded or Nearly Surrounded Territory Under 60 Acres” j) An Ordinance Authorizing the Trade In of Certain Surplus Property Owned by the City of Edwardsville – Ordinance authorizes the trade in of property toward the purchase of a new or used vehicle. ACS has recommended suspension of the rules and passage of this item on First Reading k) Information: 1. Correspondence from Scott Credit Union President and CEO Frank Padak on Dynamic Display Signs Ordinance 2.
