City of Edwardsville Council Proceedings March 17, 2015 The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding. Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy answered present on roll call. Aldermen Mallon was excused. The Pledge of Allegiance was recited by all present. Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the Council. No one came forward. Motion by Stamer, seconded by Stack, to approve the Consent Agenda. Mayor Patton read Consent Agenda items as follows: Approval of minutes of Council Meeting on March 3, 2015 Activity and Financial Reports: A. City Clerk McCracken announced that the 2015 Consolidated Election will be held on Tuesday, April 07, 2015 with polls from 6:00 a.m. to 7:00 p.m. City Clerk McCracken confirmed a Poll of Council on March 04, 2015 to approve a Class F (Special Use) Liquor License for 800 Degrees Wood Fired Pizza LLC dba Wood Fired Pizza event to be held at Lewis & Clark N.O. Nelson Building @ 600 Troy Rd, Edwardsville for the Taste of Edwardsville to be held on March 07, 2015. Roll Call: Seven Ayes, with Krause, Stamer, Louer, Stack, Butts, Risavy and Mallon voting aye. Motion Carried. City Clerk McCracken confirmed a Poll of Council on March 04, 2015 to approve a Class F (Special Use) Liquor License for Stur Inc. dba Stur event to be held at Lewis & Clark N.O. Nelson Building @600 Troy Rd, Edwardsville for the Taste of Edwardsville to be held on March 07, 2015. Roll Call: Seven Ayes, with Krause, Stamer, Louer, Stack, Butts, Risavy and Mallon voting aye. City Clerk McCracken confirmed a Poll of Council on March 04, 2015 to approve a Class E (Special Event) Liquor License for The Cyclery and Fitness Center event to be held at 2472 Troy Rd, Edwardsville for The Cyclery’s Customer Appreciation Day on March 07, 2015. Roll Call: Seven Ayes, with Krause, Stamer, Louer, Stack, Butts, Risavy and Mallon voting aye. Motion Carried. Motion by Stack, seconded by Krause, to approve a License to Conduct a Raffle for St. Boniface Catholic Church with chances to be sold April 01, 2015 – May 23, 2015. Roll Call: Six Ayes, with Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy voting aye. Motion Carried. Motion by Stack, seconded by Risavy, to approve a Class E (Special Event) Liquor License for St. Boniface Church for “Bonifest” to be held at 110 N. Buchanan Street, Edwardsville IL on May 22nd and 23rd. Roll Call: Six Ayes, with Aldermen Krause, Stamer, Louer, Stack Butts and Risavy voting aye. Motion Carried. Minutes of Finance Committee meeting on February 25, 2015 were received for information and file. Motion by Butts, seconded by Krause, to approve the Claims - $213,279.91 (Regular) and $11,895.68 (Library) for a total of $225,175.59. Roll Call: Six Ayes, with Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy voting aye. Motion Carried. Motion by Butts, seconded by Krause, to approve a Resolution Adopting a Post Employment Health Plan (PEHP) for Public Employees Working as Community Service Officers (CSO’S) of The Edwardsville Police Department. Roll Call: Six Ayes, with Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy voting aye. Motion Carried. Engagement Letter from Ekon Benefits in reference to the GASB 43 and 45 Postemployment Medical Valuation Proposal was received for information and file. Engagement Letter from C.J. Schlosser in regards to the financial accounting services to be performed for the City of Edwardsville was received for information and file. Finance Committee will meet on Wednesday, March 25, 2015 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of Public Safety Committee meeting on February 09, 2015 were received for information and file. Public Safety Committee will meet on Monday, March 30, 2015 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of the Public Services Committee meeting on February 24, 2015 were received for information and file. Motion by Stamer, seconded by Risavy, to approve a Resolution Adopting the American with Disabilities Act (ADA) 2015 Transition Plan Update. Roll Call: Six Ayes, with Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy voting aye. Motion Carried. Republic Services – 2015 Spring Large Trash Clean Up Schedule was received for information and file. Recognition by the Arbor Day Foundation for earning 2014 Tree USA was received for information and file. Public Services Committee will meet on Tuesday, March 31, 2015 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of Administrative & Community Service Committee meeting on February 26, 2015 were received for information and file. Motion by Louer, seconded by Stack, to approve the Fair Housing Resolution (Required for submission of Community Development Block Grant Application). Roll Call: Six Ayes with Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy voting aye. Motion Carried. Motion by Louer, seconded by Stack, Approval of items from the Recreation, Arts and Special Events (RASE) Board on February 4, 2014; 1) Edwardsville Rotary: Criterium – 08/15/15 Roll Call: Six Ayes, with Aldermen Krause, Stamer, Louer, Stack, Butts and Risavy voting aye. Administrative & Community Service Committee will meet on Thursday, April 02, 2015 at 5:00 p.m. in the Governor Edwards Conference Room. Mayor Hal Patton extended thanks to Devin Gray for the tablet implementation and education for the use of tablets. Also, for the amount of paper that the City of Edwardsville saves now with the new tablets.
