City of Edwardsville Council Proceedings April 21, 2015 The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding. Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer answered present on roll call. The Pledge of Allegiance was recited by all present. Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the Council. Todd Schultz addressed the council with a brief presentation on the Painting the Town Gold Fundraiser event to be held on September 15, 2015. Danielle Dacus,, Junior Service League President commented upon the planned Spray & Play Park. Paul Johnes, Edwardsville Little League Association Commissioner demonstrated his support of the Sports Park. Andy Mauschbaugh, Southern IL Baseball League also demonstrated his support of the Sports Park. Mark Rimkus, Glen-Ed Sports Association discussed the need to have seven fields to host Home tournaments. Dale Madison of 2722 Falcon Crest, Edwardsville, IL requested a stop sign be installed. Motion by Butts, seconded by Stamer, to approve the Consent Agenda. Mayor Patton read Consent Agenda items as follows: Approval of minutes of Council Meeting on April 07, 2015 Activity and Financial Reports: A. Reports of Elected and Appointed Officials: a) City Clerk/Collector – Monthly Financial Report (electronic distribution) b) City Clerk/Collector – Monthly Activity Report c) City Treasurer – Monthly Financial Report d) Police – Monthly Activity Report e) Fire Chief – Monthly Activity Report (Fire and EMS Services) f) Public Works Director – Building, Electrical and Plumbing Permits B. Circuit Clerk’s Report Group Health Insurance Fund Report - $576,536.29 Executive Session – Real Estate Executive Session – Litigation Executive Session – Collective Bargaining (2) Roll Call on Consent Agenda: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Danielle Dacus of The Junior Service Club presented to Mayor Patton a check in the amount of $40,000.00 for the Spray & Play Park. Mayor Patton expressed his appreciation on behalf of the city. Motion by Stack, seconded by Mallon, to approve a Proclamation designating April 21, 2015 as Main Street Community Center Day as follows: WHEREAS, in 1973, the Edwardsville Eden United Church of Christ purchased the Rohrkaste Dairy property at 1003 North Main Street; and WHEREAS, in 1974 Eden Church leased the property to Senior Citizens Service Center for $1 per year; and WHEREAS, Senior Citizens Services, Inc. in April 1975, recorded the Articles of Amendments to the original Articles of Incorporation which stated its purpose as a not for profit organization to serve seniors in Edwardsville; and WHEREAS, in April 2008, the Senior Services Board of Directors voted for the organization to become the Main Street Community Center, Inc. with its purpose being to embrace and serve people of all ages from Edwardsville as well as the greater Edwardsville area; and WHEREAS, the year 2015 commemorates the 40th anniversary of the Main Street Community Center; NOW, THEREFORE, I, HAL R. PATTON, MAYOR of the City of Edwardsville Illinois, do hereby proclaim April 21, 2015, as Main Street Community Center Day. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Stack, seconded by Risavy, to approve a Proclamation designating April 25, 2015 as Arbor Day as follows: WHEREAS, In 1872 J. Sterling Morton proposed to the Nebraska Board of Agriculture that a special day be set aside for the planting of trees; and WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than a million trees in Nebraska; and WHEREAS, trees can reduce the erosion of our precious topsoil by wind and water, cut heating and cooling costs, moderate the temperature, clean the air, produce oxygen and provide habitat for wildlife; and WHEREAS, trees are renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and WHEREAS, trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community; and WHEREAS, trees, wherever they are planted, are a source of joy and spiritual renewal; WHEREAS, the City of Edwardsville has been recognized as a Tree City USA for the 13 th year for demonstrating progress in its community forestry program by the National Arbor Day Foundation and desires to continue its tree-planting practices; NOW, THEREFORE, I, Hal Patton, Mayor of the City of Edwardsville, do hereby proclaim April 25, 2015, as ARBOR DAY in the City of Edwardsville, and I urge all citizens to support efforts to protect our trees and woodlands; and FURTHER, I urge all citizens to plant trees to gladden the hearts and promote the well- being of present and future generations. Motion by Stack, seconded by Butts, to approve a License to Conduct a Raffle for Alpha Sigma Tau Sorority with chances to be sold on Saturday, April 25, 2015. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. City Clerk Confirmed a poll of Council on April 09, 2015 to approve an Application for License to Conduct a Raffle for the Friends of Colonel Benjamin Stephenson House with chances being sold April 11, 2015. Roll Call: Seven Ayes, Motion Carried. Minutes of Finance Committee meeting on April 01, 2015 were received for information and file. Motion by Butts, seconded by Krause, to approve Claims - $317,570.45 (Regular) and $22,226.80 (Library) for a total amount of $339,797.25. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Butts, seconded by Krause, to approve a Tourism Fund Request for the “Edwardsville Rotary Criterium” to be held on August 15, 2015 in the amount of $5,000.00. (1/2 of funds to be distributed at time of approval; 1/2 to be distributed after accounting completion). Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Butts, seconded by Mallon, to approve a Tourism Fund Request for the Edwardsville – SIUE Community Destination Committee (City of Edwardsville) event to be held on May 26, 2015 – July 01, 2015 in the amount of $4,000.00. (1/2 funds to be distributed at time of approval; 1/2 of funds distributed after accounting completion). Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Butts, seconded by Krause, to approve a Resolution Authorizing the Mayor to Sign a Grant Agreement With The Illinois Historic Preservation Agency for the Grandview Place Intensive Level Survey. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Butts, seconded by Krause, to approve the Proposal for Parking Planning Study Services Supply/Demand from Walker Parking Consultants for $23,500.00. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Butts, seconded by Krause, to approve the Developer in the amount of $22,800.00 with 750.00/maintenance fee per month for the Experience Edwardsville App. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Finance Committee will meet on Wednesday, April 29, 2015 at 5:30 p.m. in the Council Chambers. Minutes of the Public Safety Committee meeting on March 30, 2015 were received for information and file. Motion by Stack, seconded by Krause, for approval to Award the Edwardsville Fire and Police Station Grading and Storm Sewer Contract to Keller Construction, Inc., in the amount of $378,710.80. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Public Safety Committee meeting date and time to be determined. Minutes of the Public Services Committee meeting on March 31, 2015 were received for information and file. Public Services Committee will meet on Tuesday, April 28, 2015 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of Administrative & Community Service Committee meeting on April 02, 2015 were received for information and file. Motion by Louer, seconded by Stack, to approve an Ordinance Amending Chapter 1242 Rezoning the Hillsboro Initiative Area from R-2 Multi-Family Dwelling District to R-1 Single Family Residence District. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Louer, seconded by Krause, to approve an Ordinance Amending Chapter 1242 Rezoning the Leverette Lane Initiative Area from R-1 Single Family Residence District to R-2 Multi-Family Dwelling District. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Louer, seconded by Stamer, to approve an Ordinance Amending Chapter 1242 Rezoning the College & Commercial Streets Initiative Area from B-1 Central Business District to R-1 Single Family Residence District. Motion by Louer, seconded by Stack, to approve an Ordinance Amending Chapter 126 of Codified Ordinances of Edwardsville, Illinois, by Adding Article 1. Sections 126-1 through 126-15 Regarding Transportation Network Company Services. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. An Ordinance Amending Chapter 114 of the Codified Ordinances of the City of Edwardsville (Limited or Prohibited Parking Areas – Hale Avenue) was filed for second reading. Motion by Louer, seconded by Stack, to approve Painting the Town Gold Fundraiser – 09-15-15 – City Park and Wildey use on 09-27-15 for Gold Gala. Motion by Louer, seconded by Stack, to approve American Legion Post 199 Veteran’s Day Parade – 11-11-15 City Streets. Motion by Louer, seconded by Stack, to approve a Resolution Authorizing Transfer of Community Redevelopment Funds to the Greater Edwardsville Area Community Foundation. Motion by Louer, seconded by Stack, to approve a Resolution Requesting Allocation of Grant Funds from Grant of Reimbursement, Indemnification and Hold Harmless to the Greater Edwardsville Area Community Foundation. Roll Call: Seven Ayes, with Aldermen Louer, Stack, Butts, Risavy, Mallon, Krause and Stamer voting aye. Motion Carried. Motion by Louer, seconded by Krause, to approve a Resolution Authorizing the Mayor/Supervisor/Park Board to Apply for Sustainability Program Funds from Madison County. Motion by Louer, seconded by Stack, to suspend rules to pass on first reading an Ordinance Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues and Related Matters.
