City of Edwardsville Council Proceedings March 01, 2016 The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding. Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer answered present on roll call. Aldermen Butts was excused. The Pledge of Allegiance was recited by all present. Mayor Patton held a moment of silence for the passing of Steve Ellsworth, Mayor (1977-1981), businessman, mentor and father. Mr. Ellsworth held positions on the Zoning Board and the Public Safety Facilities Planning Committee. Mayor Patton thanked Rae Ellsworth his beloved wife, and his two children Kris and Kurt for sharing Steve with the City of Edwardsville. Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the Council. Eden Vitoff, EHS Senior and President of the Edwardsville Environmental Club, Cool Cities member and advocate of the Edwardsville Unplugged spoke briefly about the Edwardsville Unplugged event at City Park on March 19, 2016 that honors Earth Hour. Motion by Stamer, seconded by Mallon, to approve the Consent Agenda. Mayor Patton read Consent Agenda items as follows: Approval of minutes of Council Meeting on February 16, 2016 Group Health Insurance Fund Report in the amount of $402,208.58 Executive Session – Collective Bargaining Roll Call on Consent Agenda: Six Ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Minutes of Finance Committee meeting on February 09, 2016 were received for information and file. Motion by Risavy, seconded by Stack, to approve Claims in the amount of $708,026.71. Roll Call: Six Ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Finance Committee will meet on Tuesday, March 08, 2016 at 4:30 p.m. in the Governor Edwards Conference Room. Minutes of Public Safety Committee meeting on January 25, 2016 were received for information and file. Motion by Stack, seconded by Krause, to approve the Adopt-A-Highway Agreement/Resolution between the City of Edwardsville and Alpha Phi Alpha Fraternity, Inc. Roll Call: Six Ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Public Safety Committee will meet on Monday, March 07, 2016 at 5:30 p.m. in the Governor Edwards Conference Room. Change Order #1 and Final for the 4th Ave Reconstruction Contract to Keller Construction, Inc. in the decreased amount of $19,958.79 was received for information and file. Public Services Committee will meet on Tuesday, March 08, 2016 at 5:30 p.m. in the Governor Edwards Conference Room. Minutes of Administrative & Community Service Committee meeting on February 11, 2016 were received for information and file. Motion by Louer, seconded by Stamer, to approve an Ordinance Authorizing the Imposition of a Cable and Video Service Provider Fee and PEG Access Support Fee. Roll Call: Six ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Motion by Louer, seconded by Stamer, to approve an Ordinance Approving the Transfer of Volume Cap in Connection with Private Activity Bond Issues and Related Matters. Roll Call: Six ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Motion by Louer, seconded by Stamer, for approval of Professional Services Agreement with Juneau Associates, Inc., P.C. to provide a Topographic Survey for the proposed Park Site along Goshen Road in an amount not to exceed $13,500.00. Roll Call: Six ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Motion by Louer, seconded by Stamer, to approve Items forwarded for approval from Recreation, Arts and Special Events Board (RASE) 02/02/16: 1) EHS Environmental Club: Edwardsville Unplugged – City Park 03/19/16 2) EHS Key Club: Easter Egg Hunt – City Park 03/20/16 3) Global Brew: Spring Beer Fest – City Park 04/23/16 4) St. Boniface: Bonifest & 5k Run/2mi walk – City Streets 05/27/16 Roll Call: Six ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Aldermen Stamer applauded all of the clubs for their continued efforts in the community. Motion by Louer, seconded by Stamer, to suspend rules to pass on first reading an Ordinance Amending Chapter 1240 of the Codified Ordinance of the City of Edwardsville (General Provisions) – Amends ordinance to removed listed fees and references the current approved “Fee Schedule for the City of Edwardsville”. Roll Call: Six ayes, with Aldermen Stack, Risavy, Mallon, Krause, Stamer and Louer voting aye. Motion Carried. Motion by Louer, seconded by Stamer, to approve the same. Roll Call: Five ayes, with Aldermen Risavy, Mallon, Krause, Stamer and Louer voting aye. One nay, with Aldermen Stack voting nay. Motion Carried. Ordinance Amending Chapter 114, Article IV, Division 2 of the Codified Ordinances of the City of Edwardsville (Limited or Prohibited Parking Areas) Establishes prohibited parking at all times for: Century Drive from Rottingham Court to Southwest Place; and Center Grove Road in its entirety was filed for second reading. Ordinance Establishing the Edwardsville Town Centre Business District; Approving a Business District Plan; Authorizing the imposition and Collection of a Sales Tax in Connection with the Establishment of Such Business District was filed for second reading. Administrative & Community Service Committee will meet on Thursday, March 10, 2016 at 5:30 p.m. in the Governor Edwards Conference Room. Aldermen Stack wants to start recognizing volunteers that do so much for the City of Edwardsville.
